It is indeed historic in a lot of ways. The Governor has been elected for a third term, a first in our history. The Secretary of State, first in our history to have been elected after having been appointed. A first in our history in that this House, after Wednesday, will have 59 less Members, and a new method and manner of electing the men and women who will serve in this part of the General Assembly in the future. It is indeed historic. It is indeed changes that all of us will have to end up grappling with. It is also historic in that in the first time in 14 years, this coming two years, Art Telcser will not be in Leadership. The fact he will not be in Leadership is very historic, for those of you who want to think about that for a second or two. He has survived in this chamber for 14 years, seven terms - I think, if I'm right - in Leadership, through various Speakers, through various Minority Leaders, through various comings and goings on both sides of the aisle. He has survived what he has, in a sense, done for all of us here in terms of what I feel are not really the perks, because we shouldn't call them perks, but the things that the people of this chamber are entitled to in terms of renumeration, in terms of maintaining their office, in terms of how they can look forward to their future when we leave here. All of us sitting here, for that, owe Art Telcser a deep grat...debt of gratitude, because many of us, although in total and absolute agreement with what Art tried to do, not only...not so much for the Members here, but for this institution, we supported, but many times were afraid to stand and vote for. Those of us who have been privileged to work in Leadership, and those of us who, in fact, have been privileged to be here in the House, know of the many dedicated years Art Telcser has put into this General 5 STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 145th Legislative Day January 10, 1983 Assembly. He has been a strong and fierce partisan when he had to be, and he has been the compromising healer when that situation called for it. That, to me, has always been what I think all of us in this Assembly should strive for, to fight for those programs and principles that we believe are needed and necessary for the people of the State of Illinois, but to understand that this legislative forum, this legislative forum, this House, represents probably democracy in its purest and best form. And democracy in its purest and best form means pluralism. It means pluralism from downstate and upstate, from the farms, from the urban areas, from the factories, from the law offices, from the pharmacies, from the factory lines, men and women, young and old, veterans and non-veterans. All of those ideas, all of those backgrounds, all of those very cultures come here and mix. And out of this, somehow we hope the law comes to help and benefit the people of the State of Illinois. And when we have moved forward with those laws to benefit the people of the State of Illinois, it has been because there have been people like Art Telcser, and he has taken the lead in many of these instances who are willing to say we must compromise, we must heal, we must work. There is another day to fight for the next part of the program, but today we must heal. Today we must compromise. He never, never moved away from his constituency and from what his constituents needed. He never moved away, really, from the interests of the people he represented in the City of Chicago. But at the same time, he really never gave away the interests of the people of the other parts of the state. It was a great privilege for me to work with Art, to be with Art these many years. I think of him in a very dear regard, not only as a close political friend, but as a friend in the truest sense of the meaning of that word. 6 STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 145th Legislative Day January 10, 1983 And I feel that those of you who have had the opportunity to work with Art and know him would echo the comments that I had made. Historic day today, yes. Those of us that served in the chamber and those of us who had fought for one cause or another loudly or quietly had in the back of our minds maybe, not maybe but truly in years ago, that Art Telcser certainly would be a great candidate for Speaker of the Illinois House. But there are always those who said you cannot elect a Republican from the City of Chicago as Speaker, and there were those who said, maybe out of practicality, maybe out of ignorance for whatever reasons, you could never elect a Jewish Republican out of the City of Chicago as Speaker. So time...so time has rolled...and so time has rolled, and so time has come, and so time has come. And in the strange ironies of life, today, in spite of all that has been said in the past and this historic day today, we are here today, and I am pleased to place in nomination, the name of my friend, our Majority Leader, a Jewish Republican from the City of Chicago, for Speaker of the Illinois House. A first time, a historic time, one more first for us, a great beginning for us all in a lot of new things. And all of those years that Art has been with us and I have been with him - and I said this on the House floor once before, but I repeat it one more time, because it applies not only to him, but it applies to all of us here whose wives and husbands have shared the sorrow, and the sacrifice, and the disappointment and the joys that we all have felt as Members of this House - to his wife, Dorothy, I say thank you, Dorothy, for sharing Arthur with us, for sharing him with me as his roommate for these last eight years.
