They have 25 mini biographies in it and 12 major biographies, and the authors of this book have asked me to make available to all Members of the House, a free complimentary copy that they would very much like you to have. It's a must for every library, especially for reference work. It increases bond authorization by a total of 14,948,700 dollars in various categories: in the area of education, approximately 2,100,000; corrections, 800,000; state agencies, 12,000,000, for a total increase, as I stated, of 14,948,700 dollars. And it decreases authorizations in various categories, total decrease being 21,429,400 dollars, and a net decrease in the total authorization Bill of 6,480,700 dollars. Tomorrow, after somewhat of a lifelong dream, he was to be seated as a Member of the 83rd General Assembly, after serving for years as a member of some very fine business organizations and representing them here in Springfield. You all knew Ken. He was our friend. He was a man that possessed unique talents, and that is why he was named to be the candidate for the Legislature in that district, due to the demise of Jerry Weeks. And Ken was proud of that accomplishment, because he really desired to be a Member of this Body and to join all of us in public service. We're going to miss Ken, not only those of us here in Springfield, but the people of Illinois; because, perhaps he was uniquely qualified to serve as a Legislator through his years of service, but also through his expertise, his knowledge, his love of government, and then, truly, the very important matters that he stood for. His family was the most important thing to him, and throughout his life he represented his family, held his head up high and always stood before people and talked of them, their accomplishments and their support of him. Tomorrow when we adjourn the 82nd and convene the 83rd, we will have started out already with a loss. I hope that as the 83rd General Assembly moves forward, that we will be able to some way remember Ken Cole and remember that it was to be his General Assembly, that he was to be part of us. "Thank you, Mr. Speaker, Members of the House. This is a particularly strong loss for me personally. It was 14 years ago when I began my professional career in the area of government affairs, and I began it with Ken Cole. For the...Throughout our tenure together, we spent it surrounding these halls. Most of that period of time was on the outside of these chambered...these chambers. It was with particular gratitude and gratification when I found out that Ken was to be among us. He epitomized, in my opinion, what is right with this country, and that is an individual who is a self-made, disciplined, hard-working, family-oriented individual with an extremely high sense of moral principles. The tenure of our friendship, although it transcended party lines, always represented to me and ideal in what was good with government, what was good with the business community that he so ably represented and certainly what was good with home and family life. His family I've grown to know well over the years and can truly attest of their loss with their loving husband and father. He was only 59 years old, but I should point out to those of you who did not know Ken that some five years ago, he suffered a massive heart attack and, to most of us, it would have represented the end to a professional career. For Ken Cole, however, it was the beginning of a new one. He recuperated through hard work, through a loving wife, loving children and a dedication to a professional career that knew no physical bounds. He went on his own, of which I was associated with him. He represented some of the most prestigious institutions in this state and in this country, 11 STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 146th Legislative Day January 11, 1983 which was an...a testament to his capabilities as an honest, credible lobbyist. The selection of Ken Cole as the State Representative nominee for the Republican Party in DuPage County for the 39th District came as no surprise to me, for he presented what was truly right with all of us in this chamber. And so three weeks prior to his joining us in this Body, he passed away, untimely of course. I only echo the words of Representative Daniels in saying that he will be here because of the influence and the effect he's had on Members of this Body and institutions that will be coming before us that he represented. And certainly, the impression that he's had on me, as one individual of this Body, will carry on through my tenure in this chamber. And I would join with Representative Daniels in extending my sincerest sympathy to Marj, Gordy and Barb and would again reiterate and request that the Body join in this Resolution."

And it was just a pleasure to know Russ. I kept in contact even after he left, as consultant with the Bankers' Association, and through his illness I would talk to him on occasion. And near the end, his wife, Dorothy, would say, 'John, Russ just doesn't want to talk to you'. And that was because Russ wanted to be remembered as a person who was strong, and he didn't want any pity from anybody. He just wanted to always be himself, and the best you can say about anybody is that the person is decent, and that's what Russ Hamilton was. He treated everybody decently, and I offer my sympathy to his wife, Dorothy, his two daughters and his sister and brother and his grandchildren all whom I met last week at his funeral, and move for the adoption of the Resolution."

I couldn't help but think of the difference between Representative Cole and Mr. Hubbard, and Mr. Hubbard's fortunate in being able to lead a full life and be...do the things that he wanted to do. I'm sure that every one of us when we're out on the campaign trail, at some time or another, run into a former Legislator, which I was fortunate to do on a number of occasions when I would go down to Mount Pulaski in Logan County on the campaign trail. He never failed to have some words of wisdom of things that we should be doing or things that we weren't doing. And when you consider that it was 48 years ago at this time that Mr. Hubbard came to this chamber and started that distinguished political career, it's very remarkable that up until just a...just recently, he was still working and very active in operating a grain elevator in Mount Pulaski. It increases bond authorization by a total of 14,948,700 dollars in various categories: in the area of education, approximately 2,100,000; corrections, 800,000; state agencies, 12,000,000, for a total increase, as I stated, of 14,948,700 dollars. Tomorrow, after somewhat of a lifelong dream, he was to be seated as a Member of the 83rd General Assembly, after serving for years as a member of some very fine business organizations and representing them here in Springfield. You all knew Ken. He was our friend. He was a man that possessed unique talents, and that is why he was named to be the candidate for the Legislature in that district, due to the demise of Jerry Weeks. And Ken was proud of that accomplishment, because he really desired to be a Member of this Body and to join all of us in public service. We're going to miss Ken, not only those of us here in Springfield, but the people of Illinois; because, perhaps he was uniquely qualified to serve as a Legislator through his years of service, but also through his expertise, his knowledge, his love of government, and then, truly, the very important matters that he stood for. His family was the most important thing to him, and throughout his life he represented his family, held his head up high and always stood before people and talked of them, their accomplishments and their support of him. Tomorrow when we adjourn the 82nd and convene the 83rd, we will have started out already with a loss. I hope that as the 83rd General Assembly moves forward, that we will be able to some way remember Ken Cole and remember that it was to be his General Assembly, that he was to be part of us. "Thank you, Mr. Speaker, Members of the House. This is a particularly strong loss for me personally. It was 14 years ago when I began my professional career in the area of government affairs, and I began it with Ken Cole. For the...Throughout our tenure together, we spent it surrounding these halls. Most of that period of time was on the outside of these chambered...these chambers. It was with particular gratitude and gratification when I found out that Ken was to be among us. He epitomized, in my opinion, what is right with this country, and that is an individual who is a self-made, disciplined, hard-working, family-oriented individual with an extremely high sense of moral principles. The tenure of our friendship, although it transcended party lines, always represented to me and ideal in what was good with government, what was good with the business community that he so ably represented and certainly what was good with home and family life. His family I've grown to know well over the years and can truly attest of their loss with their loving husband and father. He was only 59 years old, but I should point out to those of you who did not know Ken that some five years ago, he suffered a massive heart attack and, to most of us, it would have represented the end to a professional career. For Ken Cole, however, it was the beginning of a new one. He recuperated through hard work, through a loving wife, loving children and a dedication to a professional career that knew no physical bounds. He went on his own, of which I was associated with him. He represented some of the most prestigious institutions in this state and in this country, 11 STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 146th Legislative Day January 11, 1983 which was an...a testament to his capabilities as an honest, credible lobbyist. The selection of Ken Cole as the State Representative nominee for the Republican Party in DuPage County for the 39th District came as no surprise to me, for he presented what was truly right with all of us in this chamber. And so three weeks prior to his joining us in this Body, he passed away, untimely of course. I only echo the words of Representative Daniels in saying that he will be here because of the influence and the effect he's had on Members of this Body and institutions that will be coming before us that he represented. And certainly, the impression that he's had on me, as one individual of this Body, will carry on through my tenure in this chamber. And I would join with Representative Daniels in extending my sincerest sympathy to Marj, Gordy and Barb and would again reiterate and request that the Body join in this Resolution."

And near the end, his wife, Dorothy, would say, 'John, Russ just doesn't want to talk to you'. And that was because Russ wanted to be remembered as a person who was strong, and he didn't want any pity from anybody. He just wanted to always be himself, and the best you can say about anybody is that the person is decent, and that's what Russ Hamilton was. He treated everybody decently, and I offer my sympathy to his wife, Dorothy, his two daughters and his sister and brother and his grandchildren all whom I met last week at his funeral, and move for the adoption of the Resolution."

Hubbard, a former State Legislator; and whereas, he served his country faithfully during World War I, attaining the rank of Second Lieutenant, and then returned to his home county of Logan to take up farming and the operation of a grain business; and whereas, he was elected to the Illinois House in 1934 and served the people of his district for six years before winning a seat in the Illinois Senate, and after retiring from the Legislature 14 STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 146th Legislative Day January 11, 1983 returned again to Logan County to continue his grain business; whereas, during his three terms in the Illinois House of Representatives and his term in the Illinois Senate, Mr. Hubbard displayed leadership ability, honesty and integrity, never putting politics or partisanship ahead of his responsibility to the people of his district; whereas, he remained active in politics throughout his lifetime and was instrumental in the form...formation of the Committee on Agriculture, Prosperity and Independence, and organized opposed to corporate farming; and whereas, he was a past president of the Illinois Grain Dealers' Association and was member of the Mount Pulaski Rotary Club and the American Legion; whereas, his loss will be felt not only in Springfield, but also to his home county and the district he served and where his reputation for competence and compassion was recognized and affirmed in four different elections; therefore be it resolved, by the House of Representatives of the 82nd General Assembly of the State of Illinois, that we do hereby express our deepest sympathies to the family of N. L. Hubbard and honor the memory of his numerous achievements and talents that have benefitted his family, his community and the people of the State of Illinois; and be it further resolved, that suitable copies of this Preamble and Resolution be presented to Mr. Hubbard's brothers, Harold and Paul Hubbard, and to his sister, Dora Timoney."

Mr. Hubbard never permitted partisan politics to divert or distract him from the...his fidelity to constitutional principles, as his record makes clear. He served his community, his profession, his church very well. I don't know of anyone who I've had the privilege of ever meeting who more betokened an example of what this country and this state are all about. And, for that reason, I would ask that we pass the Death Resolution in token of our sympathy for Mr. Hubbard."

"Mr. Speaker and Ladies and Gentlemen of the House, as the Resolution indicates, Mr. Hubbard had a very distinguished and successful life. I couldn't help but think of the difference between Representative Cole and Mr. Hubbard, and Mr. Hubbard's fortunate in being able to lead a full life and be...do the things that he wanted to do. I'm sure that every one of us when we're out on the campaign trail, at some time or another, run into a former Legislator, which I was fortunate to do on a number of occasions when I would go down to Mount Pulaski in Logan County on the campaign trail. He never failed to have some words of wisdom of things that we should be doing or things that we weren't doing. And when you consider that it was 48 years ago at this time that Mr. Hubbard came to this chamber and started that distinguished political career, it's very remarkable that up until just a...just recently, he was still working and very active in operating a grain elevator in Mount Pulaski. Everybody that I knew in that particular area had nothing but kind remarks in his behalf, and so, Mr. Speaker and Ladies and Gentlemen, I would move the adoption of the Death Resolution, or of both Death 16 STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 146th Legislative Day January 11, 1983 Resolutions."
