"Mr. Speaker, I rise in support of the Gentleman's Amendment. There is an absolute direct relationship between this Amendment and the current practices of voting in the state. The whole purpose of cluster precincts is to aid rural areas, or, in the case of DuPage County, to make it easier to have only Republican judges be in a polling place. That is the purpose of a cluster precinct. It's not to be confused with a number of different precincts being in one location. In Chicago there's...frequently, there's...might be four precincts voting from one address, but they are...they're separate panels of judges for each precinct. What the cluster precincts involve are a number of judges all combined from a number of precincts in one location. There is absolutely no need to have cluster precincts in an urban area. I can't speak in favor of the Bill. The Bill is not on that I think is a particularly good one, but if it's going to pass, it surely should not apply to an urban area such as Chicago where there is absolutely no need for cluster precincts. So it's not just a situation where Chicago doesn't like to be included in a particular provision of the Election Code. There is a functional reason why Chicago should not be included in this particular Bill, and so, therefore, I would ask for your support for the Amendment."

"Sir, basically, what this is saying that it makes grants to tourism organizations from federal and state monies available, where is this money coming from, and for what purpose would these grants be, I don't quite understand what the meaning of it is?"
"Evidently, Representative Piel, it addresses a problem that Representative Saltsman is having in, I believe, it's Peoria County. Traditionally, I believe the Peoria County Board or so has made these particular grants, however, there has been a State's Attorney opinion from that area, that indicates borrowing a provision in state law that it's impermissible. So, this is an attempt just to make what is traditionally been happening allowable and clarifying the law."

"Well, the Amendment indicates federal law, state law, or perhaps any other local revenue that they generates."
"Do you know is Representative Saltsman planning on, you know, putting through an appropriation Amendment for this..."

If the County were to receive federal dollars, if the County were to receive state dollars, if the County wishes to use their own... their own funds to do that, they could just permissibly make these grants to the various tourism bureau.
