The Amendment, Floor Amendment #1, which we're considering now, deletes the use of that term because it might cause confusion with juries as to whether we mean contributory negligence under the old system or comparative negligence under the new system. This is not a change in the current law. We're still operating under comparative negligence. It's merely a pleading requirement. "Thank you, Mr. Speaker, Ladies and Gentlemen of the Assembly. I am advised that the records of the General Assembly and the Calendar shows that House Bill 317 and House Bill 330 have been assigned to the Committee on Urban Redevelopment... have been reassigned to that Committee, rather than the Pension Committee to which they were originally assigned. Under the specific provision of Rule 33 (f), the Majority and Minority Member of the Committee on Assignments must be present for any reassignment. That is a specific, written rule, not just a matter of procedure, not something implied by quorum requirements or something like that. It is a specific rule in 33 (f). I am also advised that no Minority Member of the Committee on Assignments was present at the time those Bills were reassigned, and as a consequence, those Bills have been improperly assigned... reassigned in violation of the House rules.
