The smaller school buses already, by Federal Law, have to have seat belts, but we just felt that this would make the issue clear. So, that's the purpose of the Amendment. Prior to this General Assembly's changing of the ESDA Act a few years ago, Rich Township had a... an accredited emergency services and disaster agency in that Township. When the new Act was passed, JCAR interpreted the rules to suggest that townships could no longer be included. What House Bill 294 seeks to do is to provide that in this one particular case, accreditation can 23 31st Legislative Day STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE April 30, 1985 be received by Rich Township and provides for counties only in... counties... townships and counties over a million to receive accreditation; but, in addition to that, the county... the township rather, at the adoption date of the Act, would have 30 days to submit a plan to the state and would have to have the okay of the County Coordinator. At that point, the accreditation could be received. Again, it's a Bill that just affects this one township, which is the only township in the state that does have an emergency services and disaster agency. With the Amendments that were included, it limits the nature and scope of the Bill. The State Emergency Services and Disaster Agency is in favor. The law enforcement authorities do this now. This puts a time limit in the Bill. This Bill was suggested by the Illinois Credit Union League and is supported by all the credit unions across the State of Illinois. Who, as you know, are lenders to the little people and they cannot afford to lose there security. A car is towed in. They can't find it - don't learn about it. Storage and warehouse charges pile up. "Thank you, Mr. Speaker, Members of the House. There is a small industry in this state which earns income by providing a for fee fishing holiday. So what we're... what we're trying to do, by this Bill, is go back to a system which was in place in this state until about 1980, which says that when an individual pays a fee to enter and fish in these registered and regulated ponds, that they no longer have to own a fishing license. The rationale is that in many cases an individual from the city or urban area would like to take their grandson out, perhaps, fishing one day and this is a place where they could go and they would not now... they do now need a fishing license. And what is happening is this is putting a very difficult burden on those businesses. The Department of Conservation has looked at the Bill and has agreed with me that this is not a necessary requirement and it testified in favor of the Bill in Committee. I know of no opposition and I would ask for a 'yes' vote."
