And let me begin by saying, Almighty God, I stand before You to beg Your help for these fine men and women. Before I do, I might remind them that ve do not answer two specific requests. Therefore, Mr. Madigan, who has asked me that I put in a special plug for Notre Dame, I had referred him to St. Jude. He is the patron saint of hopeless cases. Mr. Daniels has asked that I see if I can have the Vatican send an ambassador to DuPage County, and I explained our ambassadors not only speak Polish. We also observe that Mr. Rock could not be here in this building today. He understand he is doing his laundry. You might recall that he was a Dominican, and they have a perrenial problem with those white robes. Dear God, You do remember the Dominicans. They're the ones who always fight for the Jesuits and who dress like members of the Klu Klux Klan. We would also hope today to pray for Mr. Hartigan, but we're under a gag rule imposed by the Governor. But, Dear God, for this we do pray. It amends the Vehicle Code to 17 53rd Legislative Day STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE June 11, 1985 permit trucks to pay their new registration fee on a quarterly basis. This applies to interstate trucks to have their registration fee reduced on a quarterly basis. At the present time, as I explained before, a trucking company might put a new truck on line in October or November. They have to pay the whole calendar year license fee right now and then they have to turn around in January and pay the whole fee all over again. We have found, number one, that truck dealers have a difficult time selling trucks at the end of the year and, number two, that trucking companies will keep their trucks off the highway until the new calendar year. So, we think that this is the only, as I understand it, the only license schedule right now that is handled in this manner, and we think it is unfair. And I would ask for an 'aye' vote."
