This is the... the asbestos abatement legislation which has been around for a couple of months. It provides that funding for corrective action shall include appropriations from the General Revenue Fund, proceeds from litigation against manufacturers, distributers, contractors of asbestos products and funds provided under the provisions of the Federal Asbestos School Hazard Abatement Act of 1984. Empowers the Illinois Department of Public Health to assess civil penalties against a contractor for violation of this Act, and it simply provides that by 1989 or four years after the issuance of a corrective order that asbestos must be removed from... from the schools throughout the State of Illinois. It is an issue that is relevant only at this point in time to Libertyville Township in Lake County who wishes to acquire open space according to the Open Township Open Space Act created by John Matijevich many years ago, 1975 I believe. This is a pending referendum in Libertyville Township. For the heavy hand of Springfield to come in and preempt the right of referendum of the people of Libertyville Township, I believe, is government at its worst. Libertyville has the right to run this referendum to acquire open space. If those who oppose the acquisition of this open space would bend their efforts to opposing the referendum with the voters of Libertyville Township instead 12 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 69th Legislative Day July 3, 1985 of trying to persuade the Legislature to inject itself between the voters and their right of expression, I think the small... democratic process would be far better served. Representative Daniels and I have just left a meeting with the Governor and with Senators Rock and Philip. Most of you probably know that the Republican addition to Build Illinois was adopted in the Senate. I informed Representative Daniels and the others that in the Democratic Caucus, we had decided to oppose the concurrence with those Motions. I then suggested to Representative Daniels that after those Motions had failed, that I would call the budget for the Department of Public Aid, because I think there is an urgency that that budget be adopted so 19 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 69th Legislative Day July 3, 1985 that the Department can... can... so the Department can issue the checks which are needed for certain recipients. Mr. Daniels told me that in his judgment, there would not be sufficient votes to pass that budget; therefore, we are at an impasse. Our plan is to adjourn and to return again tomorrow morning at 12:00 noon. At 10:00 a.m. Representatives from the Leadership Offices and Governor's Office will meet in the Governor's Office to continue negotiations on the proposed Build Illinois. Hopefully, the negotiators sent to that meeting will be able to construct a Build Illinois Program that can pass the House to the satisfaction of the majority of the Members. Is there any matter to come before the House? There being none, Mr. Cullerton moves that we stand adjourned to 12:00 noon tomorrow, at which time I will again offer to call the budget for the Department of Public Aid.
