"Point of information, Mr. Speaker. We have been asking that these Subcommittees not be used as a dumping ground for legislation. Yesterday in the Insurance Committee at the appointed time there were seven Republicans present and two Democrats present. The meeting was called to order and a Motion was made by the Republican Spokesman to not send any Bills to Subcommittee, but have them considered by the full Committee. At that point, the Chairman of the Committee recessed the Committee for 50 minutes in order that enough Democrats could become... come to this meeting and at the point when they arrived, the Lady's Motion was not considered, but instead a Motion was made to send all the Bills to the Subcommittees. Now, not only are Republicans missing votes as a result of this Subcommittee and Committee procedure, but apparently Democrats can't make these meetings either and evidence of it is what happened yesterday in the Insurance Committee. Not only did we have an abuse of the Chair by recessing for 50 minutes and then not considering the Motion, but we also had Democrats who didn't even show up for the Committee meeting, 50 minutes late, apparently because they had to go to other places. because of this Subcommittee system. Now, last year we passed the Charitable Game Act and we had a number of hearings throughout the state. We had a number of people testify and we came up which I thought and a lot of other people thought was a reasonable solution to put forth Las Vegas nights for those people who hold the 501-C3 license which came from the Federal Government. Now, we were going to use this and try this for two years and after two years, it would die and if we wanted to resurrect it, we could do something else. We were only going to allow those people who had that charitable license, where all the monies derived go to charitable organizations and schools. What we are doing with this Bill is to open it up for fraternal organizations, unions, et cetera, to have Las Vegas nights. Now, we had a lot of trouble with the bingo. Bingo had become palaces, as you know, and we were very strict with that Bill that we passed two years ago. even to put in there that we would only have these Las Vegas nights four times at one place. "Yes, Mr. Speaker. I have heard the Gentleman on the other side of the aisle, and I would like to point out that I, too, was able to sit in for all the discussions pertinent to casino legislation. At the time that we were discussing casino legislation, it was very obvious that the original intent of the first casino Bill was for the fraternals and as we discussed what was going to happen and how it was going to happen, fraternals was eliminated. There was an agreement that at some future time, i. e.. right now, we could then come in with an attempt to have the fraternals represented. We have big problem with casino nights because the majority of the people I represent and most of the people in this House represent are the ones who use casino nights. In my area, it is not the Catholic churches who have casino night. It is the Lions, it's the Jaycees, it's the Kiwanis. They are a worthy fraternal group of people. They have done a justifiable job for many, many years in having casino nights. We are talking about four times a year. We are not talking about a parlor. We are not talking about horrendous gambling. We are talking about charitable evenings four times a year, Ladies and Gentlemen. And I'd have to point out to you that most of us in the collar counties and downstate are not even able to use the original casino legislation. Therefore, I say that this is going to be for the veterans, it is going to be for the fraternal organizations and it will be for worthy causes. possibly four times a year. There was a casino night held in my area and it was very professionally done. But I have to tell you that after they did it once and all the scrutiny they had to go through it was their determination 10 STATE OF ILLINOIS 85th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 35th Legislative Day April 23, 1987 that once a year is sufficient. So, I question whether we'll be looking at more than one or two times in the collar areas. You might be looking at four times a year within the City, but I would tell you that from what I experienced probably once would be enough annually. So, I do ask for its favorable passage. It's a good Bill. It's a Bill for the little people and I think we should pass it.

One of the main concerns we had in drafting this agreement two years ago was al not to have a proliferation of gambling throughout the state, and b) to make sure that organized crime does not find a new entry level in our society. This Bill... and I might tell you that before we did this, there were 38 companies in the phone book, when gambling was illegal, that sold and rented gambling equipment. We have a few hundred that are licensed now. We will, under this Bill and the three... two Bills thereafter have thousands of them licensed. The idea was to keep organized crime at a distance to make sure we could monitor it. When you pass this Bill, when you write 'yes', you await the next scandal in this community in gambling. "Well, I had wanted to ask a question, but just to explain my vote, we had run into a problem with the American Association of University Women who holds one casino night a year, had a 501-C4, did not have a 501-C3 and thus was precluded holding their one fund raiser for women's scholarships. So it really meets a need for the fraternal organizations."

"Yes, I just wanted to indicate that I'm voting 'present' on the Bill. It's not that, obviously, we want to not support the veterans in their efforts. It's just that, as Representative Greiman had stated, we did have long and lengthy negotiations with regard to this Bill, which we only passed, I think, just last year. And it was... the decision was made at that time not to include the veterans organizations and I want to also say that this is not a partisan issue. I feel the same way on any other Bills that have Democratic Sponsors. It's just a matter of whether you decide... whether you think this should be opened up. I do think that the... I'm not sure if they testified in Committee... I do think that some of the religious organizations who were included in the Act would probably not be in favor of this Bill because it would expand them... expand their competition, if you will.
