The Gentleman's Bill, in effect, sets up a means and a procedural format for the authorization of police ordered tows by private tow operators. My amendment would require that the towing company reimburse the vehicle owner for towing charges where the police ordered tow, is determined to be unauthorized. Now this determination would be made by a tow hearing officer, which is currently provided for in the Bill itself. This provides for reimbursement of the towing charges to the towing company by the law enforcement agency or corporate authorities ordering the tow. So, what this provides for is a method of recourse, expedited, which will allow a person whose car has been illegally towed, to recover from the towing company, instead of the public body, which can be a long, time-consuming process. And, in turn, the towing company, if it has been required to reimburse for an illegal tow, can turn and have its recourse against the entity which authorized the tow. This is different from the current provision where it is currently a burden on the person whose car is towed."

And what it simply does is to authorize computer analysis as to building space that is leased by the state with respect to weather efficiency and so on. They currently do this for buildings they own, and this is authority to do it for buildings that are leased to do computer simulations to determine the most efficient pattern in terms of heating and cooling."

"Madam Speaker, and Members of the House, Amendment #23 has itself become the Bill, and what it does, it mandates, the Board shall establish advertising policy to insure that the advertising content and practices do not target or exploit specific groups or economic classes of people, and that its content is accurate and not misleading. The Amendment also asks that the Board review, at least quarterly, all past advertising and proposed concepts for major media campaigns, to insure that they comply with the policy. And if the Board finds that such advertising conflicts with their policy, it will have the authority to direct the lottery to cease such advertising. The second part of this Amendment asks that the Department make an effort to more directly inform the players of the lottery, of the odds of winning prizes. And this effort shall include at a minimum, the Department requiring that the ticket agents display a play card stating the odds of winning for each game offered by that agent, and may I add that this is an agreed Bill."

To the Bill, this is has gone through quite a few negotiations. We have been working on it, as everybody knows, the House Bill deadlines were extended to let this Bill go through so that we could come up with a product that everybody agreed to. At this point it is in the stature of being an agreed Bill. I say that we should support this Amendment."

"Thank you, Madam Speaker, it appears that there is a mix up in communications here. Amendment 24 deletes everything after the enacting clause, and I think puts in the agreed terms of the Bill, including the provisions that are in Amendment 323, that Representative Davis is testifying to. So I would suggest to her, that perhaps she would want to withdraw Amendment 23 and join in the support of 24, which incorporates the provisions of 23. In other words, the adoption of 24 is going to delete 23 anyway."
