I'd like to extend a special thank you, to Mr. Sam Wolf for taking the time to take care of me while I have been here. He's been such a great person. Well first of all, let's see, I am a Senior at Granite City High School. I'm in student Government. I'm with the thespians, I'm also in the advanced Speech Club. I have just received the lead play, it's call Lil Abner. In January I'll be representing Granite City in Chicago for those who excel. I have been asked to go to Washington D.C. to be in the 1989 National Youth Leadership Conference. I won my competition on January 14th of this year and will be competing in Miami, 3 STATE OF ILLINOIS 86th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 20th Legislative Day April 5, 1989 Florida at September 4 to the 11th for Miss Junior America. I have traveled through 4 states and will be in my 5th state on April 23rd to host the Miss Tennessee and Miss Kentucky Pageant. I'll be singing and entertaining plus introducing all the girls. I am active with the special olympics. I'm a volunteer for Community Service. I am presently in a new organization we're trying to get an after prom party for our students to keep them off the roads and out of the parties who serve alcohol. My future goal is to attend SIU-Edwardsville to earn a Bachelors Degree in Elementary School Education or Multiple Handicap Education. I would like to compete in the Miss Illinois Pageant and I will do this until something good comes out of it. I hope to be busy this year for my state doing anything possible. It is such an honor to be a Representative for Miss Illinois. Thank you very much."

Whereas the Illinois General Assembly has enacted the States Mandates Act, in which the General Assembly states. The General Assembly finds that proceeding actions of the State Government and specifying the manner standards and conditions under which Public Services are rendered to citizens by the Political Subdivisions of this State on occasion have not resulted in equitable relationships between the State Government and its Local Political Subdivisions. Some of these actions have doubt in detail with the Internal Management of Local Governments others have specified the establishment of new services and facilities without providing any new Revenue Sources or any Financial participation by the state in meeting the additional cost. So, others have specified the adoption of 31 STATE OF ILLINOIS 86th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 20th Legislative Day April 5, 1989 higher service standards without a full assessment of the impact upon local expenditures and tax rates, and whereas the General Assembly has on repeated occassions enacted Legislation which has necessitated the expenditure of funds by Local Governments without a source of replacement funding, therefore which has been specifically exempted from the States Mandates Act. Therefore be it resolved by the House of Representatives of the 86th General Assembly of the State of Illinois, the Senate concurring herein that there shall be submitted to the electors of the state for adoption or rejection, at the General Election next occurring at least six months after the adoption of this Resolution, a proposition to amend Section 8, of Article 14, of the constitution to read as follows. Article 4, section 8 passage of Bills (a) The enacting clause of the laws of this state shall be it enacted by the people of the State of Illinois represented in the General Assembly. It's one of David's Psalm's so it's a King's Psalm and its lesson and its prayer is to set the parameters of who is acceptable to God to be an eligible part of God's Kingdom and decision making body. There's a very neat little line in this prayer as a parameter, as a, it was put in by the person who transliterated this, Leslie Brand, that you'll catch, it was made famous by our President. So I invite you to join me in prayer using Psalm 15. Who is the one, oh Lord, who remains part of Your kingdom? What are the prerequisites for membership in Your family? It is that one who walks circumspectly and in obedience to Your precepts and principals. He must be open and honest before God and humans. He must speak and act in love toward his neighbor. I have been asked to go to Washington D.C. to be in the 1989 National Youth Leadership Conference. I won my competition on January 14th of this year and will be competing in Miami, 3 STATE OF ILLINOIS 86th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 20th Legislative Day April 5, 1989 Florida at September 4 to the 11th for Miss Junior America. I have traveled through 4 states and will be in my 5th state on April 23rd to host the Miss Tennessee and Miss Kentucky Pageant. I'll be singing and entertaining plus introducing all the girls. I am active with the special olympics. I'm a volunteer for Community Service. I am presently in a new organization we're trying to get an after prom party for our students to keep them off the roads and out of the parties who serve alcohol. My future goal is to attend SIU-Edwardsville to earn a Bachelors Degree in Elementary School Education or Multiple Handicap Education. I would like to compete in the Miss Illinois Pageant and I will do this until something good comes out of it. I hope to be busy this year for my state doing anything possible. It is such an honor to be a Representative for Miss Illinois. Thank you very much."

"I'd like to make a brief announcement. I wonder, could I have the Bodies attention for a brief announcement. It's not for, it's not to introduce anybody. Ladies and Gentlemen I have been reflecting over Easter Vacation, apparently some people think when I get up here and speak that I do so in anger at times. And you know, and I thought to myself, how could anyone come to that conclusion? It's just intensity. I try only to speak when I believe in what I'm saying. But I thought, well maybe there are reasons that a third party could conclude that I am angry when I speak at times, but I assure you it's not the case. But more than that, I thought it's probably time to take some steps to get rid of that stigma. And so, Mr. Speaker, out of deference to the Chair, I pledge today that no matter what the abuse I suffer at your hands, that I will not raise my voice in anger, even if you turn off my microphone, I will not shout at the Chair anymore. No sir, in a very cool, calculated and statesman like manner, I will calmly pull out my bullhorn. Now that the Chicago election is over, and the Democrats are once more unified, on behalf of the Minority Leader, House Republicans and myself, we are reporting ready for business. Thank you."

Whereas the Illinois General Assembly has enacted the States Mandates Act, in which the General Assembly states. The General Assembly finds that proceeding actions of the State Government and specifying the manner standards and conditions under which Public Services are rendered to citizens by the Political Subdivisions of this State on occasion have not resulted in equitable relationships between the State Government and its Local Political Subdivisions. Some of these actions have doubt in detail with the Internal Management of Local Governments others have specified the establishment of new services and facilities without providing any new Revenue Sources or any Financial participation by the state in meeting the additional cost. So, others have specified the adoption of 31 STATE OF ILLINOIS 86th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 20th Legislative Day April 5, 1989 higher service standards without a full assessment of the impact upon local expenditures and tax rates, and whereas the General Assembly has on repeated occassions enacted Legislation which has necessitated the expenditure of funds by Local Governments without a source of replacement funding, therefore which has been specifically exempted from the States Mandates Act. Therefore be it resolved by the House of Representatives of the 86th General Assembly of the State of Illinois, the Senate concurring herein that there shall be submitted to the electors of the state for adoption or rejection, at the General Election next occurring at least six months after the adoption of this Resolution, a proposition to amend Section 8, of Article 14, of the constitution to read as follows. Article 4, section 8 passage of Bills (a) The enacting clause of the laws of this state shall be it enacted by the people of the State of Illinois represented in the General Assembly. (b) The General Assembly shall be enact laws only by Bill. Bills may originate in either House but may be amended or rejected by the other. (c) No Bill should become a Law without the concurrence of a majority of the Members elected to each House. Final passage of a Bill should be by a record vote. In the Senate at the request of two Members and in the House in request of five Members a record vote may be taken on any other occasion. A record vote is a vote by yays and nays on the journal. (d) A Bill should be read by title on three different days in each House. A Bill and each Amendment thereto shall be reproduced and placed on the desk of each Member before final passage.
