He is now assigned to Chicago. He also represents several states in the Midwest and he comes to us carrying some remarks from his Government in Bonn West Germany. So Mr. Wasserberg."
"Thank you very much, Mr. Speaker, honorable State Representatives. It's a great honor and privilege indeed for me to address this august Body of Legislators of the State of Illinois. On the eve...this happens to be on the eve of the 40th anniversary of the Federal Republic of Germany. And just after another important remembrance day, the 40th anniversary of NATO and I think it's a very good moment for all of us to remember the great event, the great help of the American people 40 years ago when the great people of the United States of America gave the decisive assistance to the birth of the Federal Republic of Germany, which is to my mind and I think this is a general opinion the best democracy and the best state which ever existed on German soil. Our constitution we call it basic law and our society are based on the same goals and values as the constitution and society of the United States of América. Which means freedom, democracy and justice and also based on the same western philosophies which are christianity, humanism and enlightenment. And like the United States of America, the Federal Republic of Germany is a union of federal states. You all have 50, we have 11, only because we are smaller. We have only 60 million inhabitants, but 17 of them living in our largest state North Rhine - West Phalia, with Dusseldorf as the capital. And Cologne as another big city and the most popular Federal state in Germany is Bavaria of course which has by the way, just the same number of inhabitants as Illinois. They even participate in the decisions in the capital, because they form the Second Chamber. We don't have a Senate, instead of a Senate we have a House of the Federal States, which is I think unique in the world. And in the capital itself of course also, the political system is, in a way different from yours. You have a Presidential Democracy. Democracy and we have something which we call Parliamentary Chancellor Democracy. That means in my country, the Federal Chancellor is the strong man, but the power is with the Parliament. And for historical reasons we have also more political parties than you. The fathers of our constitution made a very wise decision to limit the number of the party...of our political parties and one of the invisible fathers of our constitution was the famous American High Commissioner John McCoy who just died at the age of 91 and we still remember very gratefully his name and his participation in our German Renaissance of In our democracy we have a very wise role that on the political party...the political parties need 5 percent to get into Parliament. This is the way we manage to have only 2 or 3 political parties in our Parliament so that we reached a very stable democracy. I wonder whether you are aware of the fact that the Federal Republic of Germany has had in the whole 40 years of our history, only 5 Governments, which means 5 Federal Chancellors and 5 Foreign Ministers and that our present Foreign Minister Hans-Dietrich Genschlere is the Dean... International Dean of the Foreign Ministers because he is serving now in his 16th year from which you can conclude that our foreign policy has always been very reliable and without greater or remarkable changes. And this reliability is something 7 STATE OF ILLINOIS 86th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 21st Legislative Day April 6, 1989 which is considered the main value of West Germany in the United States. Our political relations have been excellent since the beginning of the Federal Republic of Germany 40 years ago, due to the fact that the American troops helped us to get out of this terrible situation...post war situation, they helped us to get back to freedom and democracy and the German people appreciated it, this very much. And also in the states, there has been a positive feeling towards the Germans all of the time, despite of the 2 World Wars, especially here in the Midwest we have very, very visible German heritage. In Chicago, which is the finest town in this Continent in my eyes, in Chicago, you can see the influence of German or German born orchestras. The Chicago Symphony Orchestra one of the best of the world was founded by Germans and in Chicago Opera has also very strong ties with German artists. You see the traces also in the folkloric life and also in schools and universities, and it's not just by chance that the headquarters of the German American National Congress is here in Chicago, Illinois. May I conclude that our relationship between United States of America and the Federal Republic of Germany is dominated by the life motive of a mutual giving and taking. You have given us back what you got from us in the last centuries. You gave it back to us just now after the war and we try to be very good allies and we are sitting together in the same boat in the Western boat in NATO and we try to be very good NATO members. You will certainly have come across...in American newspapers lately, come across some critical articles with the...leading even to the questions 'Are the Germans still the same? Are they still reliable? Are they still our friends? Are they moving to the East or at least to new territory?' I can tell you these comments are understandable. There are 8 STATE OF ILLINOIS 86th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 21st Legislative Day April 6, 1989 certain things going on in the world. The world with Gorbachev is not the same as it used to be before, we have to think how to deal with his new phenomenon in the West...in the East. We have to ask ourselves which is the best tactic to deal with his phenomenon. And there is a very intensive dialogue also between our two capitals, what to do, how to react and our reaction to the East might be slightly different from yours, which is due to the fact that we are closer to the Iron Curtain than you are if there is a wind between East and West, we are the ones who get the flu and not you. And so what I can tell you and assure you, there is no doubt that the Federal...that for the Federal Republic of Germany, the USA are still our closest and most important allies and we realize that for the United States of America, the Federal Republic of Germany must be the cornerstone in the foreign policy in Eastern...in the heart of Europe. And very similar to our politically...political independence we have an economic independence something we really learned from you not only the political democracy, we learned also the economic democracy from you. Free trade, the principle of free trade is one of our common values and we do the best to assure this principle. We also be respected in Europe after 1992. It is true that trade between our 2 countries is not as intensive as it is between neighboring countries. This is quite logical, according to the statistics we are #5 for each other and I think under the prevading circumstances this is a good result and we have to realize that not among partners which are far away from each other and who produce the same goods basically. It's not trade which counts, it's the answer has to be investment. And I'm very proud to tell you that according to an American source, not to a German source, the Federal Republic of 9 21st Legislative. Day STATE OF ILLINOIS 86th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE April 6, 1989 Germany is #1 in the foreign investment in the State of Illinois. There are about 260 German firms having daughters here, followed by 204 British, 104 French and it's not by accident that the most efficient German American Chamber of Commerce in the states is located in Chicago, Illinois. And there is of course also a big cultural exchange between our 2 countries and also here...visible here in the Midwest. This is a consequence of the strong German heritage and also of the very high appreciation we have to each other and it's not by accident either that the most efficient cultural institute, a good institute for the Midwest has...is located in Chicago also. Ladies and Gentlemen you may conclude that I have a difficult task here in Chicago to deal with many things, I would say no, I have an easy task, but because I've never met SO many friendly people in such a short period. I've been here for 8 months only and what impressed me more than anything else was the openness of our American friends especially here in the Midwest which are interested in everything which goes on inside and outside the states and it's relatively easy to get the attention of American friends rather than others. And I...it was a pleasure me to come to Springfield to make another personal contribution to the development of our mutual understanding and to the German American friendship. Thank you very much."

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE EIGHTY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least six months after the adoption of this Resolution, a proposition to amend Section 9 of Article IV and Section 2 of Article VIII of the Constitution to read as follows: ARTICLE IV SECTION 9. VETO PROCEDURE A. Every Bill passed by the General Assembly shall be presented to the Governor within 30 calendar days after its passage. The foregoing requirement shall be judicially enforceable. If the Governor approves the Bill, he shall sign it and it shall become law. B.
