We intend to go to those Motions at this time. The first Bill is Senate Bill 1568, Representative Wolf, Motion #1."

"Thank you, Madam Speaker. I move for the passage of Senate Bill 1568, the Veto of the Governor notwithstanding. The State of Illinois and the General Assembly, as all of us knows, tries to treat all state employees fairly and all employees are treated fairly and they're treated equally when it comes to comp time, working conditions, overtime, health insurance benefits. But when it comes to life insurance, they're not treated equally because life insurance benefits are reduced for the older employees. All state employees receive state paid life insurance in an amount equal, as of July the first of this year, in an amount equal to one year's salary. But once an employee reaches the age 55, the amount of insurance reduces at the rate of 5 percent per year, which means at age 65 that older employees insurance has been reduced by 50 percent. In addition to the state paid life insurance, each employee is allowed to purchase up to four times the amount of insurance, at his own expense that he is provided for by the state. This amount is also reduced for older employees because they are not able to purchase that additional insurance in the same way that younger employees are. "Okay. I will repeat what I just said. Senate Bill 1569 is the companion Bill to the Bill that we just passed. It increases the minimum insurance coverage from 2,000 to 5,000 for retirees. The Bill we just passed did the same thing for those who are working. Who retire...you know, while they are working."

"Okay. The way I understand it works now, there's...this applies to people who are 60 years of age or older? Is that right?"

"It applies to state employees who retire. Their benefits begin now to decrease, actually, at age 55 down to a minimum of 2,000. This would raise that minimum to 5,000."

"And so there would be no decrease after age 55?"

"Oh, yes. There would still be a decrease, but it could not decrease under 5,000 dollars."

"I see. And why did the Governor veto it?"

"Because of cost."

"Three and a half million?"

"That's correct."

"But, you feel that we, somewhere, can find the three and a half million, somewhere?"

"I certainly do and given the fact that we just overrode the veto on 1568, it would be totally unfair to not do the same to this Bill."

"How much did 1568 cost?"

"Two million."

"And this is three and a half?"

I ask for a override of the Total Veto of the Governor notwithstanding. 1709, everywhere we look in Illinois today we are finding that there's a shortage of nursing. This Bill, in fact, requires the Department of Professional Regulation to transfer either 10% of the Nursing Dedicated and Professional Fund or the excess monies after appropriation, whatever's less, to the Illinois Department of Public Health for administration of a Nurses scholarship program. This legislation passed the House 110 to 5. I will tell you that the Illinois Hospital Association sees the great need for additional nurses as well as the Illinois Nurses Association that sponsors...that supports the total override. I ask this Body to vote with me in overriding the veto of the Governor notwithstanding on 1709."

"Thank you very much, Madam Speaker. First, an inquiry of the chair. This Bill originally...the underlying Bill dealt with low level radioactive waste and if I understand the Sponsor's Motion, she wants to take what appears to be a vehicle and move it to Third Reading. Is that correct?"

"It was on Third Reading and sent back to Interim Study in the first place. And then she thus wants to use this Bill...it probably got included in something else, so she wants to use the Bill now as a vehicle for the other things that she mentioned."

"Representative, as you know, it's somewhat noisy in here. Do you have something specific in mind for this Bill?"

"It's actually not my specific ideas. I did mention them to Representative Black. There apparently is a proposal to do something about leaking underground storage tanks. There also may be a proposal to expand coal research and development opportunities in Illinois."

"Alright. For the record, Representative, and I appreciate your candid response. Obviously, a low level radioactive facility is being considered close to my district and there are others here whose...in whose district that might be placed. "The Lady's Motion is to discharge Energy and Environment and advance to the Order of Third Reading. The Bill has been on Second Reading before, went back to Interim Study in the Committee. They are telling me that this is not an agreed Bill and I would caution you not to rush to move this Bill to final passage. "Senate Bill 2168 allows a distributor to refuse to sell near beer to a nonlicensee. There was an Amendment added to allow the sale of alcoholic liquor, rather than just beer or wine in buildings, rather than just in buildings and parks under the control of the Department of Conservation. The Amendment that the Governor suggested was that the alcoholic liquor that is sold by the Department of Conservation concessionaire be sold only for consumption on the premises. I mean let me make it very clear, I have voted for this all along, but I find the Governor's Veto message perhaps to a point that I've overlooked. Without the appropriation, without the dollars, are we not giving these people false hope, as we have year after year after year? I guess at some point...I guess at some point we need to make a determination whether we are going to be able to pick up these retroactive scholarships that we've never funded, and if we aren't, perhaps stop the charade and say 'no'. It was a good idea, we didn't put the money there and we might as well move forward."

"Because the collateralization may mean something that cannot be used right now, such as a machine, a building or something else that the person would not want to utilize or could not go to a financial institution and quickly find. If you look at what's happening in the financing of business, many banks are now out of...out of the loan business. In fact there's a whole new industry coming up which provides unusual loans for business which are made up of private investors who have come together because banks will not satisfy the needs based on the collateral of the borrower."

We ought to have the resolve to just say, the bank is broke. We're not going to spend our next year's budget money that we know we don't have. We don't have it this year, it won't be there next year. But Sue Mogerman, the Director of the Department of Historic Preservation, has agreed to give any Member of the House or Senate who wishes, a special tour of the Dana Thomas House tomorrow morning at 8:00. If you are interested...if you could please call my office so we have some idea of the number. We will meet at the carriage house right behind the newly restored Dana Thomas House at 8:00 a.m. tomorrow. It really is a lovely place and I know many of you would like to get in to see it. This will be an open meeting. It's an informational meeting with the task force that's been working on this issue for over a year, will present their final product.
