Today several things happened and of significance is that when Republicans said education should be at the top of the list we meant as a priority for state spending, not the first thing to cut, and yet in committee today, Committee Chairman Andy McGann, Education Appropriations, said, and I quote, "I will, on behalf of our committee, like to send this message to all of you on the higher ed. field that we maybe looking at 5 percent, 10%, 15% and possible 25% in cuts. How do I come about these percentages? It's thought in the many of Legislature that if the cuts come upon Public Aid recipients to the tune of $7000,000,00 plus and others such as Mental Health, DCFS, that education should 3 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 60th Legislative Day May 31, 1991 share in those cuts.
