This Amendment brings House Bill, Senate Bill 33 into identical 10 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 65th Legislative Day June 12, 1991 status with House Bill 67 which is the Bill that we passed that deals with a non-recourse reversed mortgages for senior citizens with two changes. The changes are these: first of all, we protect the individual spouse who may not be old enough under our Bill to apply and sign for a reverse mortgage in the event that the individual who is old enough to apply should die or otherwise leave the home and leave the other spouse in the home and that is as we define that individual as a borrower for purposes of the decision when a reverse mortgage comes due; and secondly, we take out language that says that no more than 80% of the value of the property could be subject to a non-recourse reverse mortgage. We take that provision out because in the view of the American Association of Retired Persons and the National Home Equity Coalition that language would make it difficult for...individuals with relatively less expensive homes to find a..."
