Three weeks, nine, ten, 11 legislative days for Representative Balanoff to come into Judiciary II Committee, at least three of those days, and present his Bill. He didn't do it. He didn't get a 8 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 66th Legislative Day June 13, 1991 hearing because either he figured he wasn't going to pass the Bill, or because...he just didn't get there. Whatever the reason, this Bill had plenty of opportunity to be heard on a docket that was not log-jammed. I, like Representative Ryder, can hardly believe Representative Currie's comment that the committees get in the way. Stripping away all the rhetoric, what she said was, if the committee does what I like, then it works fine, but if it doesn't do what I like, then it gets in the way. isn't the way the committees were designed here. This isn't a partisan issue. This is a bi-partisan issue, and it's a defense of a partisan...committee system that's worked well, and I think that it's ill-advised, particularly on a Bill of this magnitude, which is a flat-out gun control Bill, to...discharge a committee, and so I hope everyone, on both sides of the aisle, except those people who think the committees get in the way, will vote 'no'."

The clear indication was that it was unnecessary for either the Senate or the House Sponsor to return the following week for the vote. We fully relied upon an expectation, to our detriment, that the committee would, in fact, entertain a vote on the Bill. We were denied the opportunity to have a vote on the Bill when we presented it a week ago, and I feel that our rights were violated and that this Body should have the right to vote on the merits of the Bill. It's a very simple, straightforward Bill, be voted for up or down, and to...disallow us this opportunity is violating our rights under the rules of the House and the committee procedures."
