"Mr. Speaker, House Bill 1109 deals with charitable gains. This Bill was a shell Bill when it left the House, went to the Senate and they put some Amendments on it we didn't like, but what we ended up with is three or four changes that I think the Republicans are aware, but anyway, the first change is in...bingo can be conducted at facilities owned by housing authorities, but the highest price that that bingo license could give is a dollar, and the most they could charge for a bingo card is 5¢. That's for housing authorities that deal with the elderly and the handicapped. Then we had a request from the Republican Leader in the Senate who wanted to strengthen the language in allowing veteran's auxiliaries to be allowed to have bingo licenses. Now, the other thing we found throughout the State of Illinois are that there are better facilities that aren't available to people, because the people that have a license have to be a provider, so we provide that a bingo facility, a very desirable one, can become a provider, and rent their facilities to people that have less desirable facilities, and that's the only changes we have."

Mr. Speaker and Ladies and Gentlemen of the House, we have visited this dog trainer licensure Bill, whether it was watered down or not, some time ago, and I think there were approximately 100 'no' votes on this measure. Now it pops up in a Conference Committee Report dealing with veterans. Now at first, maybe I thought it meant returning veterans could keep their canine dogs, I don't know, but as I read this report I find out it doesn't have anything to do with veterans and canine dogs, it has to do with those hard working people, many of whom in my district train dogs for hunting, or field trials, or otherwise like to run dogs out in the 10 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 87th Legislative Day July 10, 1991. fields and train them to fetch and do things. Now, I'm not going to sit here and tell you that folks back in my district are going to cotton to training or licensing dog trainers. If I train my dog to sit up and beg for a cookie, does that mean I have to be licensed? I don't think so. Ladies and Gentlemen, I urge a 'present' vote on this. I think we need another Conference Committee Report. This is a dog Bill, and it deserves to go to doggie heaven."

It is correct that earlier this year we considered a Bill that would have required the licensing of dog trainers. It is also correct that that Bill received a great deal of opposition on the floor of this House, and I was among those who opposed it, and I think it should have been defeated, but the folks who are concerned about this issue compromise with the folks in the dog training industry, and this Bill represents that compromise, and it contains no language...I repeat, it contains no language 11 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 87th Legislative Day July 10, 1991 that requires the training or the licensing of dog trainers, and so I think that this Bill has met the objections of the industry. It does not require licensure, and with all due respect to my colleague from Vermilion County, I believe that that dog won't hunt any more."
