And to my knowledge now all the pertinent parties, the veterans organizations, are all in agreement. This Bill requires paid, professional fund raisers to report to the Attorney General the percentage of charitable donations that go to administrative and public education expenses and the percentage that actually goes to the charity for its charitable purposes. It requires the charitable organization to annually account to the Attorney General for the receipt and expenditure of charitable funds. And it increases the reporting threshold from $50,000 to $100,000, so that small community based charities will not be burdened with accounting and reporting requirements. I'd be glad to answer any questions concerning this. It's been debated and discussed ad nauseam. But the organizations involved have been party to the negotiations and, as I said, to my knowledge the major veterans organizations have all signed off on this Bill."

"We just found out and the Governor ought to have been listening, because he has a speaker, that within his own political party, he has no support for property tax caps. He doesn't have support for permanent income tax increase. He ought to know by now, this many days after the Session, that there's one issue, one issue that can bring us all home. One issue that can start government for everybody not just state employees but everybody. One issue that can finalize the work here of the General Session. And that one issue and we all know it. And I've talked to Republicans privately. The one issue is to finalize the budget. That can take us home. Now, Mr. Governor evidently you don't know your own political party, because they do not want to vote on a permanent income tax increase. Evidently, they got that letter, as I did from whatever that responsible group is that we received the letter, I think it's called CAG or something (I called it GAG but I think it's CAG). We all received a letter and they said they don't want any surcharge. So, there are Republicans, Mr. Speaker and Mr. Governor, that don't want to vote on that income tax increase. So you ought to know that, you ought to know that throughout the State of Illinois, Members on your side of the aisle don't want to vote for Property Tax Cap. You just saw them vote 'present'.
