Ludmila Petrashova...was chosen to travel to Moscow to participate in the gifted seminar at the Institute of General and Educational Psychology of the Academy of Pedagogical Sciences, with representatives of the People to People Program. While in Moscow, she attended meetings with Mrs. Sheryl Moyers, who is a gifted resource teacher in Morton, Illinois. Ludmila was a teacher of English, and also served as a translator for the third grade class Mrs. Moyers taught. She has facilitated an exchange of letters between Soviet elementary children and at least 50 Morton students. Ludmila was invited to visit Illinois by the Morton School District 709 and the Morton Rotary. I would like to give her a warm welcome to Springfield, Illinois."

If not, there is going to be a tremendous amount of trouble in the 91st, 92nd, 93rd and 94th Districts in our area. And maybe this message to both labor and management can get them back to the bargaining table."

"Thank you, Mr. Speaker, Ladies and Gentlemen of the House. Caterpillar, and its attendant unions have been engaged in negotiations for a period of five months. There is no urgency to have such a Resolution pushed through this House of Representatives without a full hearing before committee. To engage in this type of tactics, to get involved in negotiations between the United Auto Workers and Caterpillar Tractor Company and that is totally wrong for this General Assembly to do at this point in time. Caterpillar and its unions will continue to negotiate. 9 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 122nd Legislative Day April 1, 1992 Whether or not one side is right and one side is wrong is not for this General Assembly to decide, and this General Assembly doesn't need to get involved in every strike that takes place in the State of Illinois or every union negotiation and labor negotiation that takes place in state. It's time that we stop and take a look at this situation because this is a reaction and not a positive look at the whole situation. This committee should not be bypassed; there should be a full and complete hearing, so that representatives from Caterpillar Tractor could testify before the committee; representatives of the United Auto Workers could testify. It would have a full and fair hearing. I ask for a Roll Call vote, Mr. Speaker. This is not the time to bring this matter up before the General Assembly without a full and fair hearing before the appropriate committee. I request a Roll Call vote on this issue."

"Mr. Speaker, Ladies and Gentlemen of the House. The prior speaker stated it eloquent (sic eloquently), as you know. This is a very volatile issue that involves business and labor in this state, and we should respect, of course, the respective rights of the parties that are involved here. And the Illinois General Assembly on House Resolution 1700 should not involve itself at this time. In particular, a Resolution that's brought up at the closing moments of today's Session, and therefore, I want to reiterate the call of the prior speaker for a Roll Call vote, and if, per chance, and we could tell by viewing the General Assembly that there are not enough votes to pass this, but if some way that it were to happen we would ask 10 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 122nd Legislative Day for April 1, 1992 a verification of the Roll Call, I believe this takes 71 votes, does it not?" "Mr. Speaker, on the issue of why should We do it today, the company has issued a formal announcement or ultimatum if you will, that they are going to, I believe April 6th. Is that the date, Representative Saltsman? April 6th, they are going to hire permanent replacement workers. What this means is that we as a legislative Body are telling them rather than that ultimatum, that we feel they ought to go to mediation, that this strike can be resolved. I think we've got a part to play in this. I think we've done some benefits to Caterpillar. I know the local communities have done some benefits to Caterpillar. They're a public body. We've all helped Caterpillar, and now I think it's in the best judgment of Caterpillar to do what's best for the people of the State of Illinois. The fact of the matter is that this Resolution, and even a vote on this procedural matter, is on a vote whether you're for strikebreakers or not. That's really what this Bill, this vote, is all about. I think the public, the American public, feels that the best can be done when a company and a union negotiate rather than have an ultimatum. Now what Caterpillar did was take advantage of their (sic its) own employees. Caterpillar used their (sic its) good employees, employees that worked hard for their families and built up a surplus of products. And then during these recessionary times, they're telling their own employees 'Go to Hell.' That's what Caterpillar is still doing to their good employees, to their good families. I don't think you have to be from the Peoria area to say that you don't like that. I think that you ought to be from anywhere in the 11 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 122nd Legislative Day April 1, 1992 State of Illinois and say that you're opposed to that. I don't think anybody ought to be for an ultimatum like that. So I urge the Membership, Democrats and Republicans, both sides of the aisle, to cast their vote against strikebreakers, and vote for this Motion."

"Thank you, Mr. Speaker. I believe also what Representative Wennlund and Representative Daniels said earlier that we can't stick our nose into every strike or every union dispute there is, and normally we don't, but Representative Wennlund, I just got this letter about three hours ago, and we're not going to be back in Session. This is not cramming somebody down their throat. Caterpillar just sent me this letter about three hours ago. We never had time for any of this. This is no mandate. We can't force them to do anything. All it's asking them to do is go back to the table. Go to mediation. Bring in a mediator who solved the Pittsdon Coal strike, who solved the Mack Truck Co. strike, who solved the big strikes in our big major cities. Bring in a mediator and sit down at the table. That's all it's asking them to do. Our advice is...I get many calls, 'What the hell is the State Legislature doing to help us people?' I'm getting it from wives of striking employees; I'm getting it from management people; 'What are you guys doing?' Well, right up 'til now we haven't been able to do anything, and at this time all we can do is ask. This isn't telling anybody to do anything. And if you're against mediation, if we're not going to both sides, this is asking the union and the management, 'Go back to mediation, put our people back to work, get yourselves back together.' It's the Cadillac of the industry, their business right now is hurting because 12 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 122nd Legislative Day April 1, 1992 of this strike. The men want to go back to work, the company wants them back to work, the only way they're gonna go back is mediation. This supports mediation. House Joint Resolution Constitutional Amendment #28, offered by Representative Granberg, RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE EIGHTY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least six months after the adoption of this resolution, a proposition to add Section 8.1 to Article I of the Illinois Constitution to read as follows: ARTICLE I BILL OF RIGHTS SECTION 8.1. Crime Victim's Rights. (a) Crime victims, as defined by law, shall have the following rights as provided by law: (1) The right to be treated with fairness and respect for their dignity and privacy throughout the criminal justice process. (2) The right to notification of court proceedings. (3) The right to communicate with the prosecution. (4) The right to make a statement to the court at sentencing. (5) The right to information about the conviction, sentence, imprisonment, and release of the accused. (6) The right to timely disposition of the case following the arrest of the accused. (7) The right to be reasonably protected from the accused throughout the criminal justice process.
