'WHEREAS, Mayor Petru Filip, of the City of Oradea, Romania, is a welcome visitor to Chicago during the first week of March, 1993; and WHEREAS, Petru Filip, an engineer, is concerned with the development of his city and would like to attract investments and partnerships to the area; and WHEREAS, He welcomes the involvement of religious groups in this country in the building of new churches and Christian schools in this city; and WHEREAS, Oradea is a city of 230,000 people, located near the border with Hungary, and it has a large aluminum factory, chemical plants and other modern industries, some of which are already in partnership with Western European companies; and WHEREAS, Mr. Filip has been traveling in the U.S. since February 25, 1993, with the purpose of establishing relationships with the cities of Memphis, Tennessee, and Chicago, Illinois; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE EIGHTY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we warmly welcome Mr. Petru Filip, Mayor of Oradea, Romania, to our state, express our shared interest in establishing economic and cultural relationships with 2 STATE OF ILLINOIS 88th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 21st Legislative Day March 4, 1993 his city and country, and wish him great succesS in achieving his goals and hope that he will visit us again soon; and be it further RESOLVED, That a suitable copy of this preamble and resolution be presented to Mr. Petru Filip, Mayor of Oradea.'"

"Thank you, Mr. Clerk. It is a pleasure today of Representatives Clayton, Moore, Murphy and I (sic me) to introduce to you Petru Filip, wh who is the Mayor of Oradea, Romania. Romania is a country of 23 million people. It is rich in resources, having oil, minerals, good industry and rich agricultural land. Mayor Petru is an engineer and serves as the chief elected official of a city of 230,000 residents. He is distinguished as the first elected official in Romania after the fall of Communism in the fall of Dictator Ceausescu. He is visiting Springfield to observe our Assembly at work and to explore trade relations between the U.S. and Romania, particularly the cities of Chicago and some other cities in the Midwest. Ladies and Gentlemen, will you please welcome the Mayor of Oradea, Romania, Petru Filip."

"Mr. Speaker, Ladies and Gentlemen of the House and friends, I am extremely honored to be here and to speak to you in presenting my country to you. One may ask why should a Mayor of a city from Oradea should be here and speak to you. Please see me as a representative of the new administration in Romania, which (sic who) were (sic was) freely elected finally after 50 years of Communism. I can tell you this, the people that elected me, they are expecting from me a new society, a democratic one, a free one and away from the dark of Communism that stayed there for the last 50 years. The direction that we have to take now to take our people is clearly for us. It is a 3 STATE OF ILLINOIS 88th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 21st Legislative Day March 4, 1993 direction towards a market economy, democracy and most of it, freedom. We came here to see, from you, how the democracy works; to learn, from you, how the freedom is and to have good and long experience together. I also can show you and tell you how important strategically Romania is placed in Europe and also my city, of Oradea. It's very important. It can open a large door for all the Eastern Europe for all that former Communist countries. I do not want to take any more minutes from your busy time, but I want to thank you for the time that you accorded us to speak to you. What we ask you to do: teach us to fly again. God Bless America.
