Senator Woodyard and I would like to introduce to you, from Paris, Illinois, the Crestwood Lady Eagles. The Crestwood Lady Eagles were the winners of the seventh-grade Class A championships, the winners of the eighth-grade Class A championships, and it's been the first time in IESA history for a school to repeat a seventh-grade championship and the first time ever for a school to win both the seventh- and eighth-grade championships in the same year. As you can tell, we've got a pretty aggressive, not to mention a pretty cute basketball team here; and they're coached by Laurie McCollum and Dave Kramer. The seventh grade had a 21-1 season and credit their victories for or extremely strong defensive game all season long. The eighth-grade team is coached by Laurie McCollum and Dave Kramer and have a 19-1 record in the season, and have a terrifically strong game from the field. They're supported by cheerleaders, score keepers, statisticians and managers, not to mention the parents. The teams not only had talent, sportsmanship, but also support of their school, classmates, teachers and parents. Senator Woodyard, you wanna come up and say a word?"

There's no oversight provided for the investment of funds by the Treasurer and, so that in addition to any special studies that might be done by the Auditor General for the General Assembly, the Deputy Auditor General would perform an annual audit program of all programs conducted by the State Treasurer which involve the deposit of public funds of the state. We feel it's necessary that we have the position of Auditor General and he ought to audit the deposit by the Treasurer of all funds collected and distributed by his office. He also ought to... the Deputy Attorney General... the Deputy Auditor General ought to perform an annual special audit of the investment performance of investments made by the Treasurer of public funds of this state. "Hello, Mr. Speaker, this is a fairly important Bill. It's a Bill that raises the speed limit of trucks on interstate highways throughout Illinois from 55 to 65 miles an hour. During the last two weekends, I've spent probably 800 to a thousand miles on interstate highways in Illinois; and I'm here to report they're already driving 65 miles an (sic-per) hour. What this Amendment does is suggest that even if you think every truck in the state ought to be allowed to drive 65 miles an hour on every interstate highway, that you're not quite sure that those trucks that are carrying two trailers behind it (sic-them), will be safe at 65 miles an hour driving on interstate highways throughout the State of Illinois. This Amendment exempts...that is, this Amendment takes out the authority of double bottoms...to drive 65 miles an hour. They would still be restricted to 55 miles an hour. Now, if you are in favor of faster...trucks, you'd definitely want to vote against this Amendment; but if you're a little worried that your compact...car might get in an accident while passing one of these trucks when there's a big wind, you oughta vote in favor of the Amendment. I ask for your support."

What it suggested was that a uniform speed limit was safer than not having a uniform speed limit. I should suggest to you that when we get to the Bill, to the final Third Reading on this, there is countervailing evidence from the Illinois Department of Transportation that you'll wannna take into consideration. But here what we are talking about is one, one Amendment only, and that is, 'Shall double bottomed trailers that are on interstate highways be allowed to increase their speed legally from 55 to 65 miles an hour?' I would suggest that right now, they are going almost 65 miles an hour when the speed limit is 55 miles an hour. It's definitely a question of safety. Both the Sponsor and I agree upon that. I leave it to your judgment as to, as which shape the Bill should reach Third Reading. Thank you."
