"Madam Speaker, last week there was, I think, an honest misunderstanding that occurred as a result of the way the postings were done. We had two subcommittees of the Elementary and Secondary Education Committee and then, of course, we also had the full committee meeting last Wednesday from 8:00 a.m. to 2:00 p.m. The standard procedure was that every Bill that was posted in a subcommittee was also posted in the full committee. And, although it was not specifically articulated, most of us believed that that meant if there was some Bill that had been assigned to a subcommittee and was also posted last Wednesday for the full committee, that because we ran out of time in the subcommittee, we would still be able to have it heard this week in the full committee. Now maybe that was just an honest misunderstanding, because I believe Representative Brunsvold later said that 'No, that was not the reason lhey had posted these Bills in both the subcommittee and the full committee.' Madam Speaker, I would submit to you that there are a rather substantial number of Bills, sponsored by people on both sides of this aisle, who got caught in that misunderstanding. I am not standing here and asking you to waive the posting requirements on the eight or nine Bills of which I am the Sponsor that got lost in that misunderstanding, nor for any of my other colleagues on either side of this aisle.
