"House Resolution 385, offered by Representative Skinner. WHEREAS, The members of the House have learned with sorrow of the death of a former member, Lester E. Cunningham, a Representative from the 33rd District, who served as Mayor of Belvidere for 18 years; and WHEREAS, Lester Cunningham was born in Beloit, Wisconsin, on December 25, 1913, and moved to Belvidere in 1927; he was educated in the Belvidere public schools and was captain of the basketball team his junior and senior years and of the football team his senior year; and WHEREAS, He served two years as an alderman for the City of Belvidere and 18 years as Mayor, and he was always active in civic and community affairs as a member of Belvidere's First Methodist Church, 20 STATE OF ILLINOIS 88th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 33rd Legislative Day Masonic Lodge, Consistory, Shrine, Elks, I.O.O.F., and Chamber of Commerce; and WHEREAS, Lester Cunningham served three terms in the General Assembly, beginning in 1966 when he won all 24 of the county's precincts to become State Representative; and WHEREAS, As a legislator, Mr. Cunningham never missed a committee meeting or a day in the legislature, and when a constituent wrote to him, he would go to the person and explain his position in person; and WHEREAS, He was the husband of Hazel Smith Cunningham and the father of two sons, Charles and Jarrett; and WHEREAS, Lester Cunningham's love for politics and public service is inherited by his son, Charles, who has served as an alderman, and by his daughter-in-law, Romelle Cunningham, who is Belvidere's city clerk; and WHEREAS, Lester Cunningham helped to bring Chrysler to the Belvidere area; he believed in Belvidere and always acted in the community's best interest; and WHEREAS, The people of Belvidere loved him, and he merited their trust; and WHEREAS, Lester Cunningham leaves to cherish his memory: his wife, Hazel; sons, Charles and Jarrett; daughters-in-law, Romelle and Dorothy; sister, Rita Shriver; sister-in-law, Mary Cunningham; four grandchildren; a great grandchild; and a host of friends; and WHEREAS, Lester E. Cunningham will be remembered for his sense of humor, compassion, and zest for life; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE EIGHTY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we express our deep sorrow at the death of former Mayor and State Representative, Lester E. Cunningham. Speaker Dunn: "On the Resolution, the Gentleman from McHenry, Representative Skinner."
"Mr. Speaker, I knew... Lester Cunningham as an opponent. ...I ran for the State Representative in the Republican Primary in 1972, when we had multi-member districts, and there were two incumbents...Les was on of them. I remember being in Boone County the night of the election, being at the court house and noticing that I was coming in second, naturally, to Les. His slogan by the way, was 'Get more with Les'. Great slogan. And at that point I knew I had a chance to win. ...Fortunately or unfortunately, probably unfortunately, from the purpose...from the viewpoint of geographic balance, he was the one that (sic-who) got fewer votes of the two incumbents running against me. He served as Chairman of the House Municipal Committee...and I imagine a lot of you would be able to relate to him, if you...if you knew him. Now there are only five people here that were here 21 years ago, when he last served and perhaps that should be a lesson to all of us that the...impact that we here we may think it's going to be a great one - but probably it comes down to the...the final part of that Resolution, that the impact one makes is on one's family, and I'm sure that Les did that, because both his daughter-in-law and his son are very interested in political affairs and active in public affairs. I would ask that all Members be added as Co-Sponsors to the Resolution and move its adoption."

"Mr. Speaker, I was...one of the fortunate Members of the 22 STATE OF ILLINOIS 88th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 33rd Legislative Day General Assembly March 31, 1993 to serve with Les 'Red' Cunningham and I...we drove a lot together from Rockford and Belvidere area. He brought the expertise of small city mayors to the General Assembly. He was here in the Golden Era of the General Assembly right after the Illinois General Assembly was considered one of the best in the 50 states. He enjoyed that very much, I remember and he was one Republican that you could joke with, and if you told him something in confidence, he wouldn't use it on you on the Assembly floor. So I have happy memories of 'Red' Cunningham, and I hope that...that many of the Republicans that would study his contributions to the General Assembly and that they might become better Republicans."
