I appreciate the privilege to present this 6 STATE OF ILLINOIS 88TH GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 116th Legislative Day April 14, 1994 legislation today. If I could have your attention, I'll be very brief, I know we all want to get on the road, last day, but even though this is a matter that many Third Reading Status Bills probably would be addressed a little later. The timetable is very critical to see if we have a chance for something in my home county, the Southern Illinois District, to attract millions of dollars in investment and over 1,200 jobs for a particular plant, a chicken processing plant. And, what I propose in this legislation merely will get us on even playing field with a program in a neighboring State of Kentucky that offers the Rural Economic Development Proposal. It grants companies tax credits in the amount of their annual debt service on capital borrow for approved project for up to 25 years. This is quite an incentive that we are just not geared up or even able to compete with. Beyond that, it also allows for the personal income tax that is checked off by the company on behalf of the employees to be forgiven up to 25 years. A matter of public policy many of us would question, this is why we are losing jobs to Missouri, Indiana, Kentucky. We don't have a chance for this plant unless we pass this, that's the bottom line. I need your help. I'll be happy to answer any questions."

"We have purposely limited this program, which really, in reality, I guess you'd say, is in cities that attract this plant. Unless, another county in the state has doubled the unemployment rate that was the states 1993 unemployment rate that will attract 1,200 jobs, that will have a $40 to $50 million payroll and bill $65 million of construction of facilities, that's what's focused in this legislation. So, if any other area in the state has those particular qualities or standards to meet, they will join us in this legislation for the reciprocal."
"So, what you're is, if the unemployment rate is not really huge we're not be giving away all the income taxes that the employees would be paying to the State of Phelps: Illinois." "That's exactly correct, and what I really firmly believe, that if this state can take $60 million to an area such as my district did, also prosper from the super-max prison, give the taxpayers money away of $60 million in the name of good government, tough on crime, create 300 jobs, why can't we forgive what we don't have, to attract 1,200 jobs, that's the reasoning here."
