"I want to say to you that I talked to Ben Israel; I talked to the chancellors of the city colleges. They have removed their opposition of this Bill, and the only concern they have, of course, is an effective date and some other things we're going to work out on...on the Second Reading of the Bill. This Bill asks that those people who teach adults, they have four-year college degrees and they teach GED programs, that they take two or one class in the ability to teach adults. How do you teach people who have dropped out of school ten years ago and who are finally going back? Do you need the ability to teach them or do you merely need subject matter? We're not asking this for those who teach college classes, we're asking this for those who teach the GED program. There is a vast dropout rate of that GED program. The success rate is abysmal. We need people who can relate to those adults who have low self-esteem, who need a great deal more motivation, and you need to present basic material to them in a very adult fashion, and you need to learn how to do that. The success rate of the GED program is very low, and the reason it's low is not based upon the student's desire to finish, it's based upon our ability as teachers and adults to impart the information to them in a way in which they can retain it and pass the test. I urge you to vote 'aye' on this legislation. It doesn't mean you have to vote 'yes' on the Bill.
