Actually the reason I had my speak light on was to change the Order of Business, I'm joined by five of my colleagues to go to the Order of Motions so we can consider truth and sentencing and putting more police on the streets. We have been repeatedly denied a hearing of our Amendments in committee to deal with truth and sentencing. We believe the people of Illinois view this as a priority and we do not understand why the Majority Party has repeatedly refused to deal with this issue. If they're scared of letting there Members vote on...truth and sentencing, we think that for all the Members they should be entitled to the right to vote on truth and sentencing. I just had an incident in my district where a 18 year old attempted to murder an older couple, in their 70's, this person would not have been out of prison if there was truth and sentencing. This is a major issue and I'm sure Representatives, like Mr. Bost and others would enjoy the opportunity to vote on this important issue, and I would move that we have a Roll Call 4 STATE OF ILLINOIS 89TH GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 31st Legislative Day Vote on this to go to the Order of Motions." First of all, that the Gentleman, with all due respect, my good friend is completely out of order. This has been...continual harangue on every issue, even unrelated issues. There's three issues now that are apparently going to be campaign issues and every Bill that comes up, every time we come to anything on the Calendar that's related or unrelated we hear the same speech. There are Bills that are in committee that are being dealt with that are responsible pieces of legislation on all of those subject matters. And if the effort is to try in somehow infer that this side aisle is not concerned about truth and sentencing, is not concerned about policemen on the streets, is not concerned about teachers retirement, is totally irresponsible. We are concerned and there is legislation moving to address all those issues. And the Gentleman and his side of the aisle continue to be out of order by raising this issue on every single point whether it's in order or out of order. And in this case I would make the point of order that the Gentleman's comments, as usual, are out of order and the Chair should so rule."

We're asking the Majority Party, Members on that side of the aisle, to go to the Order of Motions that we can deal with truth and sentencing, you have refused to do so. You have the opportunity right now to go to truth and sentencing, to deal with enhancing penalties and I would certainly ask that we go to that Motion. I would ask for an 'aye' vote. It's important to people to all of Illinois, all the people in Illinois and it's a disservice not to take up this issue today."
