"Thank you, Speaker. House Bill 673 that deals with the practice of naprapathy in the state of Illinois as many of those who were in this Body during the licensure of... May we have a little order, Mr. Speaker? I can't hear myself think here. 'You've got to be kidding,' the Speaker said. Well that's all right. As you know, naprapathy is a licensed medical practice in the State of Illinois, and currently they do not have the opportunity to be reimbursed by insurance. This Bill would simply give the people of Illinois broader access to health care providers. Many people, including financially disadvantaged, are denied the opportunity to receive naprapathic care unless they can pay out of their pocket. Patients have an expectation to receive insurance reimbursement on all health care, including naprapathic care, and they don't receive it. Naprapaths are part of a manual medicine, as are chiropractors and physical therapists. "I brought this lily plant down here today, Mr. Speaker, to indicate that we've seen the death of democracy in this place in the last 24 hours. And I'm tired of it. And when we come back into this Chamber tomorrow, I'd like some answers to the following questions, Mr. Speaker."

"I have litany of complaints about the way we have been handled and dealt with in Committees for the last 24 hours, but I'm only going to mention three or four. And I'd like answers to this, if not today at least tomorrow. In the Electric Utility Deregulation Committee yesterday, two Bills were posted for subject matter hearing only. And viola, they both passed to the Floor. Now, if you could explain to me how, under your rules, that could happen I'd be forever grateful. In the Education Committee yesterday, Republicans offered an Amendment to House Bill 159. The Amendment was referred to subcommittee. The Democrats then voted on the Bill without even considering the Amendment. In that same Committee, the Chairperson continually ignored Republican requests for a partisan Roll Call and voted everybody 'yes'. That is an abject violation of your own rules. In that same Committee, two Democrat Members requested a reconsideration of two separate votes and their rights were violated, and the Chair would not let them be recognized for that purpose. One of the most egregious insults I've seen in my 12 years here occurred in Human 20 STATE OF ILLINOIS 90TH GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 35th Legislative Day March 20, 1997 Services Committee, Mr. Speaker. A technical review staffer told a Republican elected Representative that if he didn't sit down and be quiet no Republican Bills would be called in that Committee. That is an outrage. That is an outrage. Now, by God, when we ran the Chamber it was made perfectly clear that the elected Member ran this place, not a technical review staffer. That's a violation of the rules, Mr. Speaker. Last, but not least, Representative Wood was left sitting in Committee yesterday with witnesses who had come down here to testify for more than an hour, and a clear case of ignoring a Republican Representative and witnesses who traveled here at their expense. Now, you can take this lily and you can plant it where the bipartisanship doesn't shine. I want answers to these questions, Mr. Speaker. Our rights have been trampled. The death of democracy as we know it has already been witnessed. I'm tired of it, and I want answers to these questions."
