We all recognize the difficulty that we face with our state budget at this time. We also probably, many of us know that the Governor is required to, by law, to give us a Budget Address each year on the third Wednesday in February. This proposal, if it were adopted and becomes law, for this year only, would grant to our new Governor, Rod Blagojevich, the opportunity to present a Budget Address to us no later than the third Wednesday in March. I’m sorry, the thir… the second Wednesday in April. So, it would change from the third Wednesday in March to the second Wednesday in April. “April, I mean. And so, if we’re gonna… that’s really late in the course of things and we’re doing it because we have a new administration, they’re coming in with their budget negotiators, they’re just trying to put pieces together at this point in time. Correct?”
“Yeah. Representative, the way I see this unfolding, is that right now the State Board of Education, for example, already has a proposal out there for funding on the K through 12 side, so we can start getting that part of the budget, which is a big part of the budget, moving forward. Higher Education, I think, will have a proposal that we can start working with. And these will be independent of the Governor’s, but it will at least give us an indication where those boards would like to go. And we’ve also, I think, have to recognize that what we’re suggesting here is the absolute last day that the Governor can propose his budget to us. We would hope that as time goes by maybe he could find it in his heart to present this budget to us a little bit earlier as well, but we’re giving him the last day that we feel we can realistically still have enough time to have our staffs and our appropriation people, our chairmen, spokesmen, and Members, digest this budget and look at the alternatives and then present to us some Bills on the floor to vote on.”
“But in the meantime, your new budget director, Mr. Filan, will be working on it. So, I know the K through 12 budget will have some people from the State Board of Education in talking about their proposal, Higher Ed will get some people in, Human Services will have some folks come in, and I believe we’re gonna try to talk about the problem we have in Medicaid. So we’re gonna try to flesh out, ya know, where some of these problems are and what some possible solutions might be. And it also gives us a chance to present to the Governor some of our thoughts.”
“Now, if… if this is correct, then in five short weeks we have an adjournment date from this. Does it seem realistic to presume that five weeks later we’re gonna adjourn? Wouldn’t you presume that’ll probably run a little longer than that?”
“Well, Representative, that would be our plan and I would have to say in all fairness to our appropriations people, there may be days when the nonappropriation Legislators are back in their districts that we’re gonna ask our appropriations people, that is the Members of the committee and our staff, to be here in Springfield hearing Bills. “Ladies and Gentlemen of the House, it’s become obvious that with the new administration coming in, with him putting his staff on line, that this is necessary, that’s why Representative Beaubien and I have joined in cosponsoring this legislation. It’s unfortunate that we’re gonna have to wait because it’s gonna mean that there’s an awful lot of issues that relate to finance that will have to be set aside for the time being until we get direction from the Governor. I wanna remind the Body that the budget in Illinois is an executive-driven budget and so while we’re waiting for the new Governor to get his staff on line and get ‘em comfortable and familiar with the appropriation process that we’re all gonna have to sorta mark time for awhile and work together. And it is intent of the Republican Minority in this chamber to work closely with the new Governor, with the Democratic Majority to find solutions to the crisis that we find ourselves in this state, the financial crisis that we have. This is not an issue that’s a Republican issue, this is not a Democratic issue. As Governor Blagojevich stated at a luncheon shortly afterwar… after he was inaugurated that he doesn’t place blame on Republicans or Democrats. This is an issue that we all are gonna have to work together to solve.
