I'm about letting them do their business their own way and making definitions their own way, determining what penalties and what discipline and what rights and responsibilities the participants on both sides of a bullying situation may have. And so, parents need to know if they have a child that's been abused by another child in any way at school, they need to know what they can do within that school district to address those problems if we're going to have public schools be what they're supposed to be for children."

"I don't… I didn't recall that, but I'll take your word for it, Mr. Black. I think… I think that their basic objection simply might have been that it's, what I would call, a mild mandate and they're just basically opposed to those. But on the other hand, we made this pretty easy for school districts to comply with… with the Amendment. I don't think there's a big burden on them."

Ladies and Gentlemen of the House, we already have a law in Illinois about bullying and what school districts are supposed to do regarding that most unfortunate aspect that so often occurs in… in our schools. It seems as if it's been around from time immemorial. Children can, in fact, be very cruel and there is bullying, nobody would deny that. But Public Act 94-937, which was Senate Bill 2630, sponsored by Senator Lightford in the Senate, Representative Lang in the House, established a curricula to deal with school bullying. And I find it interesting that the fight crime organization, Invest in Illinois, and the Illinois Association of Chiefs of Police, along with the School Management Allow… Alliance did not support that Bill. So, I… I think what this does is add to the current statute but doesn't expand the curricula. It will just seem to me to expand the notification requirement, which schools are certainly free to do without any mandate, mild or however you care to characterize it, with this Bill. We do have a law in place and I'm not sure that just further mandating what school districts have to do to notify parents… There's also a responsibility on behalf of parents to contact those schools in the case of bullying and I've never found a school system that wasn't willing to do their best to work through it. I stand in reluctant opposition to the Gentleman's Bill."

I've had this issue come before me several times and the people that have dealt with it, I think parents need to know what their options are because many parents don't know where to turn when this happens with their child. Some are more tuned in to going into the school or seeking legal advice or doing something and I don't think these are small issues of bullying. The issue that came before us was so complex it went on for years.
