"Ladies and Gentlemen of the House, February is Black History Month. And I have the opportunity to introduce the month by sharing a bit of black history with you. Americans have recognized black history annually since 1926, first as Negro History Week, and later as Black History Month. We owe the celebration of Black History Month, and more importantly the study of black history, to Dr. Carter G. Woodson. Born to parents who were former slaves, he spent his childhood working in Kentucky coal mines and enrolled in high school at age twenty (20). He graduated within two (2) years and later went on to earn a Ph.D. from Harvard University. Woodson always wanted to act on his ambitions, decided to take on the challenge of writing black Americans into the nation's history. He established the Association for the Study of Negro Life and History in 1915, and later founded the widely respected Journal of Negro History. In 1926, he launched Negro History Week as an initiative to bring national attention to the contributions of black people throughout American history. He chose the second week of February for Negro History Week because it marks the birthdays of two men who greatly influenced the black American population, Frederick Douglass and Abraham Lincoln. However, February has much more than Douglass and Lincoln to show for its significance in black-American history. For example, February 23, 1868, W.E.B. DuBois, important civil rights leader and cofounder of the NAACP, was born. February 3 of 1870, the 15th Amendment was passed granting blacks the rights to vote. February 25 of 1870, the first black U.S. Senator, Hiram Revels took his oath of office. During our recent break away, we had a horrific attack in my district that many of you have read in the papers, I'm sure. And I know I've gotten calls from colleagues from all the way down in the tip of southern Illinois, so they have heard it. But on Saturday morning, on February 2, the… early in the morning we had a armed robber who came in to a store in my district, the Lane Bryant store, and bound and gagged six (6) women and then executed five (5) of them. So hopefully, the perpetrator will not be on the loose for much longer. These… the five (5) women that died, four (4) of them were from our State of Illinois, Connie Woolfolk, Carrie Hudek Chiuso, Rhoda McFarland, and Sarah Szafranski and another lady visiting from South Bend, whose husband was at our Tinley Park Convention Center, came over to do just a little bit of shopping and of course, was murdered with the other four (4). The fifth victim is a thirty-three-year-old woman, also from out of state, an employee at the Lane Bryant who I said is in protective custody now. And they've kept her identity secret. But it's a scary thing, and just like all of you, I've always said these things don't happen in my town or my district. Yet, we all know, intelligently, that they can happen anywhere in America today and in fact, since Saturday, February 2, we've already had two (2) other horrific attacks like this in Kirkwood, Missouri, and another one (1) down in Louisiana. But I would ask you to take the time, and whatever way you pray, to offer up some sacrifice to give these families of these five (5) women: two (2) who went to work, the other four (4) just went to shop, like many of us do every day of the week and expect to return home. And of course, none of them are returning home to their families. There's three (3) or four (4) mothers there that aren't going to return, and of course, sisters and sister-in-laws and all kinds of relatives. I do want to reach out to the Tinley Park Police. Many of us watch television shows and everything is always cleaned up within the hour and so unfortunately, some of the people in my area are kind of upset that it's taking so long to get any breaks on this. But I can tell you in visiting the Tinley Park Police, and also visiting with the South Suburban Major Crimes Task Force, that's a group of about sixty (60) to seventy (70) officers that come from almost every suburb in the southern region of Cook County and into Will County and they volunteer their time mainly, because many have to go back to their own department and serve their regular shift and then they come and work with the crimes task force. Some of the larger departments are actually able to assign people to it. But in visiting with them last Thursday, you could tell these are… they really are trying to do their best, and it gets very frustrating as time goes on, because it's been hard to get different tips. And, unfortunately, today I just talked to the police chief and out two (2) hours ago, there's two (2) or three (3) erroneous media reports about the fact that a person had been arrested. And that's not true, as of like two (2) hours ago. They do not have a person that they're looking for. They haven't singled it down to anybody. And they're only afraid that people will relax a little bit instead of calling the hotline numbers if they see anybody who could resemble the person who perpetrated this unbelievably horrible crime. And it didn't have to be said, I just said call me if there's anything, but they have assured me that the Illinois State Police, the FBI, every' every possible police agency has been more that cooperative in trying to apprehend the suspect or get some clues and these women and men of the task force are going out night and day, you know, following up any leads they have to try and apprehend the… the criminal who did this to these families. But I do want to tell you that the youngest girl was twenty-two (22) years old, just graduated from Northern Illinois University last year. And being the father of two (2) children, both older than twenty-two (22), while I was at the funeral last week I saw their parents and I just thought how can they… how can they stand up under this. You a… of course they, you know, they have a great family around them, so we pray that that will help them get through this. But we know that in the next couple days when the uproar dies down they're going to have a lot of lonely evenings. This girl was a graduate of Oak Forest High School in my area, she went on to Northern Illinois University, graduated in four (4) years, had just got a job with CNA Insurance and then she goes out to pick out a dress and never comes home. I looked at those parents and thought how can you even stand up, because I know, you know, you always bring yourself into it and I thought how terrible this is. But… And also the police agencies that are working night and day on this, that they keep their spirit up, 'cause I do believe that sooner or later someone's going to talk, someone's going to slip up and we're going to be able to apprehend the perpetrator. But I would appreciate you offering a moment of silence and do whatever you can to say a prayer, or whatever, to help these families that unfortunately, had this happen to them two (2) Saturdays ago."
