"In addition to being Valentine's Day, today is also Go Red Day for women in Illinois to call attention to the… the fact that cardiovascular disease is a very serious disease for the women in Illinois, the #1 killer of women in Illinois. In fact, 36 percent of all the female deaths in the state are attributeber… attributable to cardiovascular disease and fifty-four (54) females die every day, and this is an older number, it's rising. So, we are calling attention to this on the part of the Conference of Women Legislators along with the American Heart Association. We had a press conference. I'm happy to say that most of the Members of COWL, men and women alike, were there to bring this serious message to the women of Illinois. We are encouraging all the women of Illinois to take care of their health, to eat right, to exercise, watch their diet and lead a healthy lifestyle which includes giving up smoking, if you are a smoker. So, for the women of Illinois and the men who love the women of Illinois, we're happy to bring this message. "Ladies and Gentlemen of the House, let me first of all let you know that what you saw on television in a ten- second video clip does not accurately portray the reason that I was a little upset in the committee yesterday. And let me try to explain. The Majority Leader asked me to hold a Bill yesterday and I always would acquiesce to the Majority Leader and I agreed to hold that Bill in committee. When we got to the committee I had an Amendment that I wanted adopted that was written by the Democrat Technical Review Staff that I had agreed to, that our staff had accepted and given to your staff twenty-four (24) hours in advance as required by the House Rules. And then I was denied an opportunity to have that Amendment adopted to the Bill which makes the Bill, in a technical sense, correct. Now, I had clearly said I wasn't going to move the Bill on Second… out of the committee, but that Amendment needed to be adopted. It was in full accordance with House Rules. Your staff had adequate constructive notice. And there is no reason that that Amendment should not have been adopted to that Bill. Did I handle it as effectively as I could have, no I did not. But I'm… I'm out of time, Ladies and Gentlemen. I don't have time to wait to do what's right. For whatever reason, those Amendments have not been forthcoming. On the one hand, we're told to move our Bills as expeditiously as possible; on the other we're being told to wait for an Amendment from the Speaker's Office that has not been adequately explained to our staff, not been adequately explained to anybody as far as I know on our side of the aisle. My point is this, Mr. Speaker. If there is to be a battle of personalities, be it between the Speaker and the Governor or the Speaker and the President of the Senate or the Speaker and a Member of the House Republican Caucus, whatever that battle is, why do Bills that impact the daily lives of people of the State of Illinois have to be held hostage waiting for this Amendment that we don't even have the courtesy of getting a copy of? 09500223.doc 7 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 We don't understand what the battle is about. I'm tired of being caught in the middle. The people who send me here are tired of being caught in the middle. Let us move our Bills, both Democrat and Republican, in the most expeditious manner possible. And I would expect and… and consider a response from the Chair in order. Thank you."

"Thank you, Speaker and Members of the House. The previous speaker said he didn't have time to wait a week for a second Amendment to his Bill. He didn't have time to do it right. I would say to the Members of this Assembly, I would say to the Speaker in the Chair that we must… we must take the time to do it right. The issue today… the issue today is one of something that could in fact amount to a constitutional crisis. The Governor has said that he will ignore the actions of the Joint Committee on Administrative Rules. In my view, that is an unconstitutional usurpation by the Governor of actions that belong appropriately to the Legislative branch. The 09500223.doc 8 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 Governor is not a lawmaker, he's the Executive. He is the person who implements the laws that we pass. JCAR is there to see to it that the law… that the rules that agencies under the control of the Governor, that the rules that they adopt, comport with the statute. That they do not extend beyond the authority the Legislature has given because if they do then that counts as legislating and that, in our system of government, the Governor is clearly prohibited from doing. So, when the Governor says JCAR doesn't count, when the Governor says JCAR is not relevant, he, in my view, is instigating a constitutional crisis of some import. And our response to that decision by the Governor cannot be to continue to give agencies rulemaking authority, which the Governor will then encourage them to do without the kind of legislative oversight that has happened in this state since 1980. And in fact, two (2) years… or three (3) years ago the Governor signed a Bill that actually expanded the authority of the Joint Committee on Administrative Rules. So, what we are about today and what we were about yesterday, Speaker and Members of this chamber, is the prerogative of the Legislature; the prerogative of the lawmaking branch of government, of State Government, to make sure that our authority is not abrogated by the people on the second floor. The Governor is the Executive, he is not a lawmaker, he is not a Legislator. In this Session, we are intent on making sure that the rules that are adopted to implement legislation that we might pass are adopted by this Assembly. We are not going to give carte blanche to the second floor to do 09500223.doc 9 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 our work for us. And I would say, Speaker and Members of this House, that each of us must take the time to do it, to do it right, and to do it with respect for the integrity of this institution."

"Thank you, Mr. Speaker, for helping us get some control over the Body and I would like a little more quiet, if you could help me with that, Mr. Speaker. So, Mr. Speaker, Ladies and Gentlemen, I appreciate the opportunity to speak on this issue. First, let me say that the Gentleman on the other side of the aisle in his original comment said, 'Leave us out of this battle.' I think the Gentleman fails 09500223.doc 10 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 to understand the import of what we're talking about relative to JCAR. I know he understands JCAR, I know he understands what's happening there. And I know he feels aggrieved by a particular decision made on his particular Bill and he has a right to feel that way. Mr. Speaker and Ladies and Gentlemen of the House, this is our battle. Those of us who are here that have served on JCAR or currently serve on JCAR are quite aware of the fact that JCAR is a body that is supposed to over the years interpret holes in statutes. Sometimes we even say in our Bills that we are purposely leaving it to rulemaking. Well, that has worked pretty well over the years, Ladies and Gentlemen, but it doesn't work anymore. It doesn't work under this Governor, who believes that JCAR is simply an advisory body, a Governor who signed a Bill a couple of years ago giving JCAR more power than it's ever had, more oversight authority than it's ever had, more opportunity to stop bad rulemaking than it's ever had. And yet, this same Governor chooses from time to time to simply disregard JCAR altogether. There have been many times in just a few months that I have been on JCAR where the Governor has sent agency directors and agency representatives to JCAR to propose rules where JCAR has said, 'no', and the Governor and his agencies have gone ahead and implemented rules anyway. They have completely ignored JCAR. Now let's remember what JCAR is. JCAR is twelve (12) Legislators; three (3) from each caucus, who sit together as a body to try to reasonably go through proposals from state agencies for rulemaking to define state agency action, to define 09500223.doc 11 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 the… the issues in our Bills that we pass that haven't been defined by us, to define issues in our Bills where, frankly sometimes, we have been too lazy to define them ourselves. And we've said, well, let's just pass the Bill and let rulemaking decide what this means. And that's been okay for a long time, but it isn't now. The rules that JCAR provide, that unless eight (8) of the twelve (12) Members, an extraordinary Majority, unless eight (8) of the twelve (12) Members reject a rule, the rule takes place. In other words, seven (7), a Majority, cannot even stop the rule. And so it takes and extraordinarily bad set of rules to come before JCAR for us to reject them. And yet, time after time after time, in the few months I've been on JCAR, I have had to vote to reject rules coming out of the Governor's Office and state agencies. And the reason is not that the state agency directors don't care, the reason is that they get instructions from on high, meaning the second floor of this building, that they will propose rules and shove them down the throats of JCAR and if they can't get away with it, it's perfectly okay with them to ignore JCAR and to do it… do the rules anyway. Time after time after time, in the few months I've been on JCAR, this Governor and his agency directors have proposed emergency rulemaking in any number of instances. And I cannot think of a single time that these have actually been emergencies. This is just simply a blatant attempt by the Governor's Office to impose their way of doing things on the people of Illinois and on this Legislature. And so, for the Gentleman on the other side of the aisle to try to convince 09500223.doc 12 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 us that this is not our battle is folly. This is about us. This is about our prerogatives as a Legislature. This is about the Illinois House and the Illinois Senate asserting itself in the process of government. And this is where it must stop. We must not for our own individual purposes ignore what this institution is here for. We are here under our Constitution to be the Legislative Branch of Government. The Governor was in this Body, apparently he learned nothing when he was here, and apparently he now wants to do what he could not do when he was in this Body. Now, he wants to be a Legislator. We must step up and defend this institution; we must step up and defend JCAR. We must step up and say to the second floor, no, we have a Constitution that you must not ignore anytime you feel like it. And we have a Constitution that provides for a separation of powers and a Constitution that provides for separate legs to the stool of government. We must stop him here. And the way we stop him first, is for us to craft legislation that tries to leave rulemaking out of it. Maybe we need to put JCAR out of business by proposing Bills that have all the meat in them that they need so that the definitions needed by JCAR in the rulemaking is unnecessary. Failing that, the proposed Amendments to Bills dealing with rulemaking are wholly appropriate to the defense of the system we have, the Constitution of the State of Illinois and we want… what we do as Legislators. And to simply step aside because we have our own Bills we're concerned about is wrong public policy. We have a responsibility to defend JCAR, we have a responsibility to 09500223.doc 13 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 defend this institution and we have a responsibility to defend the Constitution of the State of Illinois; that is the oath we took. I will not sit on this House Floor and let the esteemed Majority Leader, not spin, tell an absolute untruth, about what I did in committee yesterday and then to have it backed up by my good friend from Skokie. Now, I want the facts to be known and I want you to listen. The Majority Leader yesterday on the floor of this House asked me to hold the Bill in committee and I told her I would. And I went to that committee and I told the committee chair I had no intention of running that Bill out of that committee. Check the record, it's on the tape. What I did ask was an 09500223.doc 14 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 Amendment that was in order, drafted by the Democrat technical review staff, filed in accordance with all of the House Rules, that quite frankly, makes the Bill technically correct, be adopted to the Bill. All that Amendment did was to clarify the definition of a 'private club'. I had a right under the rules of this House, check the transcript, to have that Amendment adopted to the Bill. At no time, Majority Leader, at no time did I say I didn't have time to wait for this Bill. I made it clear before the committee even started that I had no intention of running that Bill out of committee. I gave you my word, Madam. And my word has never been broken here in twenty-two (22) years. I gave you the legislative courtesy that your office requires and how do I get repaid for that, by an outrageous, incorrect, attack on my integrity. I don't have to sit here and put up with that. I was within my rights on an Amendment that made the Bill technically correct. I clearly said that if the Amendment were to be adopted, I would not move that Bill out of committee. I had given my word to the Majority Leader and I would never, to her or anyone else… You find an example in twenty-two (22) years where I have not kept my word. What went on in that committee and what angered me was the absolute total confusion about whether or not they could adopt the technical Amendment to the Bill. What they did to me was wrong. I was waiting for the Amendment that you said would be forthcoming. I'll wait the other week. Now, let's not spin this like the talking heads on TV. I didn't try any subterfuge; I didn't try to move the Bill out under the cover of darkness or confusion, although there was total confusion at the committee, and I will not sit here on this House Floor and let the Majority Leader or anybody else speak anything except the truth about my actions in committee. I've already apologized for the way I reacted, but it had nothing to do with waiting for an Amendment. It had nothing to do with the rule Amendment that we haven't even seen and it had nothing to do with my alleged 'don't have time to wait. When you get to be my age, all you have is time'. I'm just sitting in God's waiting room waiting until He calls me. Now, I resent as much as anything I've ever seen on this House Floor an outrageous questioning of my integrity and putting a spin on something that simply didn't happen. And I'm requesting from staff that I get the audio transcript from that committee and I will make a copy for every one of you so that you can see I had no intention of backing down from my word to the Majority Leader and don't you ever put me in that position. I kept my word. I tried to get a technical Amendment adopted to the Bill that was in order and should have been adopted to the Bill and what really irks me, and there's no spin, do you know who made the decision that that couldn't happen? Staff. Democrat staff made the decision that I couldn't adopt an Amendment that Democrat staff drafted and I accepted. Now, when it gets to that point, we've got things backwards around here. If my late mother were here, I'd owe you more than an apology. She didn't raise me that way and I'm sorry I did it. But at the same time, you do not have the right to get up and distort, deliberately distort, my position in that committee. I kept my word; I will always keep my word and I… I am very, very disappointed that the Majority Leader, who wasn't there, put words in my mouth and actions in my mind that simply did not occur. Ladies and Gentlemen and Mr. Speaker, if this Amendment that we're waiting to see is so important, why don't each of us have a copy? Why was there not a memorandum put out about why the Speaker thought this was so important? Why do we have to wait 5 minutes before we go to a committee and we're told about some Amendment that we don't know anything about? Couldn't common courtesy from your side of the aisle tell our staff what the Amendment was, why you wanted to do it and give us a copy and/or an explanation? I don't think that's too much to ask. But Mr. Speaker, Mr. Speaker. I apologize for my outburst to you. You and I have been friends for more than twenty (20) years. You're fair; I respect you; you're good in the Chair and I should have waited my turn to speak and I agree with you and I apologize. "I think adding an Amendment, such as we're suggesting, is a little over the top. I think it's pretty difficult if you've ever done anything. I did in my previous life for the law firm I worked for, we looked at municipal law, we interpreted those laws. You can't write a law like that. And I think what we're doing is we're suddenly trying to address a dysfunctional system. I'd like to go back to several things that have happened in the last number of years. The Majority Leader and Representative Krause negotiated KidCare and they did a really good job on it and had lots of rules and had lots of things. And then we got All Kids and we suggested perhaps they did not want to pass a Bill with nothing in it that would be happening by rule. But the Democratic Majority went ahead with that and those of us that wanted to see KidCare expand that also went along with that. But it was definitely an issue with the Department of Health Care and Family Services to leave all the rules… to leave everything to rule so they could do whatever they wanted and you went along with that, but those were better times. I guess you were getting along with the Governor better then. That I argued and we've just recently pulled the floor debate with both the Majority Leader and Representative Hannig on giving the Department of Health Care and Family Services the authority to negotiate on the hospital assessment and to do everything by rule when the General Assembly was not there. I argued against giving them that authority, but of course, that was the '07 year when it was going into campaign time and you and the Governor were getting along and we were perking right along and you were getting lots of things on a budget and a lot 09500223.doc 30 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 of us did not vote for that. The fact that they have the authority to do pretty much what they want, but when we suggested to you that that might not be a good idea, you went ahead with it and you all voted for it, we did not and now it's coming back to bite us. So, quite frankly, what we're trying to do is mop up for a situation that has been created during good times with a Governor who is now, obviously, not in good times. He's come back and he's using the same rules which we said, hey, whoever's there they could use these rules against you. Because we're having a dysfunctional breakdown with what's going on in government does not mean we should change all the rules or throw the baby out with the bathwater. It's practically impossible to pass a piece of legislation that anticipates everything that might happen. I don't see why we would do something like that at this point. I think we could be cautious in what we're doing, but I don't think that what has turned into 'a family feud' should be visited on the heads of the people of the State of Illinois or should we then be forced to change how a system that's functioned pretty well for the most part because certain people can't get along any more. At some point, it has to cease for the simple reason we're going into a really bad budget year, the economy isn't really good. I think this is very foolish. I think what you should do is go back and figure out how you're going to work around not getting along. Everybody knows eventually you have to go to a family wedding or you have to be somewhere where the people have to get along. Whether you like it or not, you have to start functioning and stop being dysfunctional and you have to start figuring out how we're going to get through this year, which is tough times, and how we're going to get along. No one cares to revisit last year, nor do I care to revisit '07. Because it's coming into an election year now, where everybody goes hunky-dory and gives away the keys to the kingdom and now we come back and complain about it. I think it's time that what we do is figure out how to solve the feud without changing the whole system. Maybe what you ought to do is get rid of the feuders."

Dr. Charles Drew, and it was an African-American physician of medical research, he researched the field of blood transfusion developing improved techniques for blood storage and applied his expert knowledge in developing large-scale blood banks early in World War II. He protested against the practice of racial segregation, against the practice of… excuse me… of racial segregation in the donation of blood and from donors of different races since it lacked scientific foundation. I just wanted to end on that point, because Secretary White, as you know, is a hugely big on blood dona… organ donations and transfer and with the advent of technology that donors from all different races of all different colors of all different regions can extend someone's life and improve that. WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of former United States Representative from Illinois Henry Hyde, who passed away on November 29, 2007; and WHEREAS, Henry John Hyde was born in Chicago on April 18, 1924, where he was an all-city basketball center; he was a Republican member of the United States House of Representatives since 1975, representing the 6th District of Illinois, and retired in early 2007; and WHEREAS, Henry Hyde attended Duke University, graduated with a Bachelor's degree from Georgetown University in Washington, D.C., and obtained his law degree from Loyola University; he served in the United States Navy, enlisting on November 11, 1942; he attended the Navy V-12 Program at Duke University and Notre Dame University, attended Midshipman's School in 1943-44, was a commissioned Ensign, USNR, October, 1944, and served in the South Pacific, New Guinea, and in combat in the Philippines until August 1946; he served in the U.S. Naval Reserves from 1946-68 and retired at the rank of Commander after serving as officer in charge, U.S. Naval Intelligence Reserve Unit, Chicago; and WHEREAS, Before serving in Congress, Henry Hyde also served in the Illinois House of Representatives from 1966 through 09500223.doc 37 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 1974; during that time, Representative Hyde was one of its most outspoken and articulate debaters, rising to majority leader; in 1974, longtime GOP Representative Harold Collier retired from the suburban 6th Congressional District and Henry Hyde ran for the vacated seat, winning with 53 percent of the vote; and WHEREAS, Sworn into the U.S. House of Representatives in 1975, Congressman Hyde was regarded as a strong and respected leader by members of both sides of the aisle; during his tenure, he worked to improve the lives of seniors, veterans, children, working families, and small business owners; and WHEREAS, Congressman Hyde, as chairman of the House International Relations Committee, played a vital role in the war on terrorism; and WHEREAS, Henry J. I know we had a chance to mourn Congressman Hyde's passing the day after his death which was our last Session in November, I think it's fitting that we have a chance to also recognize him by Resolution where he served as an esteemed Member of this Body rising to Majority Leader. Some of us in the chamber, myself not included, perhaps, have memories from when he spent time in this chamber. But I want to share one (1) memory that I have of the kind of person that I thought was indicative of Henry Hyde's character. Back in 2001, upon finding that the districts had been remapped, as they are every ten (10) years after the decennial census, a little tiny sliver of the City of West Chicago, where I was the mayor, representing probably no more than a half a dozen houses were going to be in the 6th Congressional District. And I was surprised and I was extremely impressed when Congressman Hyde gave me a call and wanted to find out what were the issues, wanted to know what mattered to West Chicago because he was going to represent even that tiny sliver of it and wanted to find out how he could get involved, participate in functions like parades, just to make sure that the people he was representing knew about his care that he had for his constituents. For someone who had that kind of tenure in the House, I was extremely impressed and I think goes to the kind of character that Henry Hyde brought to his work, both in Congress and I'm sure to his work when he was with this Body as well. "Thank you, Mr. Speaker and Members of the General Assembly. I first met Senator Adeline Geo-Karis in 1976 when I was the executive director of the Lake County Bar Association. Known for wearing red, white and blue, she always participated with great enthusiasm. Senator Geo-Karis was active in the member… active member of the Bar Association even though she won her seat in the Illinois House. She was at my wedding in 1980 and gave me a stern look and told me that it was a good thing that I found Tim first or she would have grabbed him up. Tim and I were at her 65th, her 70th, her 75th and her 80th surprise birthday party where at her 75th she had eighty (80) guests in the dinner… in the dining room and she went around to each person in that room, introduced 'em, told 'em how she met them, remembered the spouse's name, remembered the children's name. Her memory for names could never be surpassed. Then when Tim was first running for State Representative, Senator Geo- Karis would call him and say, 'Timmy, you need to play golf with me at this golf outing, get your ticket and you can drive the cart.' She would give him orders about how to get that cart as close as possible to the tee, she would get out of the cart, she would walk over and she would hit that ball a mile, then return to the cart and tell him to cut across those two other fairways to greet somebody on another hole and then get back in the cart and say, 'I hope you remember where my ball was.' Senator Geo-Karis was a pioneer for the women in the Legislature. She was the first woman to hold Leadership position in the Senate, she was the first woman to ever be elected to the Senate and the House, she was the first Lake County woman appointed to assistant state's attorney and the first woman elected as a 09500223.doc 44 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 Justice of the Peace. She will be best known for unconditional love for the City of Zion where she was the first female elected to the position of mayor while serving in the General Assembly. Her death is a great loss to the citizens of Illinois. I know she and Tim are up there playing another round of golf. "Thank you, Speaker and Members of the House. When I first came to this institution, Adeline Geo-Karis was already serving in the State Senate. My first encounter with her was when she came back to this chamber one afternoon because she wanted to sing 'Happy Birthday' to one of her former colleagues. Sing 'Happy Birthday' she did or maybe more appropriately croak 'Happy Birthday' she did. She couldn't begin to carry a tune, but the great thing about Adeline was that it never occurred to her that there were any limits to what she could, what she should, what she would do. I don't think she knew there was a thing called a glass ceiling. I do know that she was a major path breaker, a major groundbreaker, for women and for all people in the state. She said to me in later years, she'd come over here in her in gruff way, she'd say, 'Currie, are ya keepin' 'em in line? Ya better.' So, Adeline, I'm doing my best. We'll miss you, but we'll continue to follow your orders."

"Thank you. Senator Geo-Karis dedicated more than three (3) decades of her life to public service by serving the residents of the 31st District and the State of Illinois. She loved her constituents. You knew that by talking to her. She loved the work she did and her legislative life with a passionate devotion. Her opinions appeared both in her votes and in the speeches or some might affectionately call them 'lectures' that she gave. As former Governor Edgar said, she was unique. Once you met her, you never forgot her. She was the first to blaze a new political trail for women here in Illinois and she made a profound difference. She was responsible for helping many aspiring politicians through the years, myself included. She would always say to me, 'Now, Sandy, don't be going all over. Go home to your district, that's where your voters are.' We saw this model in her own personal legislative agenda which focused almost entirely on her local issues. She was forgiving and compassionate. Before she retired, I decided to take her out to dinner one night in Springfield and when I went to the hotel to pick her up, she was all ready in her room waiting for me on her motorized scooter. When I got into the elevator first to hold the button, I pressed the close button by accident and the basket went flying, her purse went flying, and the Senator went flying. And all I could think of was, oh, my God, I just killed the Senator. But she looked up at me with a wink and she said, 'Get someone to help me up, we're going to be late for dinner.' The worked she accomplished throughout Illinois will always live on. You all know we have the common thread of Greek heritage running through us and as the Greeks say at their funerals, the very important words, may her memory be eternal and I know hers will be. "Thank you, Mr. Speaker. I, too, want to share some memories concerning the late, great Senator Geo-Karis. I really got to know her when we joined forces to fight the St. Therese Hospital closing in Waukegan. And I mean, she was a very energetic lady who I will miss taking advice from and the fact that Harry Osterman, was one of my colleagues who came and got involved in that fight, was something good. She had a good memory, JoAnn, for good deeds as well as names. And that whole process, I think, would have been much more difficult had she not joined myself and others… and by the way, we won that fight. St. Therese's open as we speak. That's something that doesn't happen too often, but it did with her involvement. And I remember visiting her at the hospital during her sickness and she was surprised to see me 'cause, you know, some people had told me she was in there. And she starting telling what I had and stuff. She said, 'Now, don't you tell nobody you saw me in here.' I said, 'No, Ma'am, I promise. I promise I won't tell anybody. I just come to see how you were doin'.' And it was so funny. You know, she made me nervous because I felt that I shouldn't have just come in like I did, but she was going through some of her health challenges, which I assume she succumbed to, but she was a very, very, very good lady. And I knew her not as a Republican, I knew her as a human being because that's basically… she got in anybody's fight that she felt it was right morally for the people, it was good for the people. She didn't just get involved, but the hospital issue was something she cared about. And last but not least, you know, she had endorsed me in this race I just went through. I didn't get a chance to put out the number of endorsements and hers meant the most, in particular, because she did wear the label 'Republican', but she wore more so the morality of being right and that I will miss the example that she set. Those of you who didn't have the opportunity to know Senator Geo and didn't have the opportunity in some way to serve with her by now understand 09500223.doc 48 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 she was very colorful and very much revered by virtually everybody I know liked Geo. You also know that we all that knew her all have our favorite stories, I have mine. I'm going to tell it to you. But first I want to talk about… tell ya about her character as a fellow Representative or a fellow Senator, fellow Legislator. When I was first down here my first year, I had a… most of my legislation's kind of like local stuff, much like hers was and I don't get a lot of requests to sponsor a lot of Senate Bills coming over, so I usually just kind of forage through and see what nobody else has wanted or been asked to pick up and then I pick some of it up. I picked up one of her Bills and passed it and she immediately called me on the phone that day and thanked me for doing that. And after that, every one of my Bills that I sent to the Senate, she immediately picked up. Well, again, I carry local stuff usually and so it's kind of important to my Senator to be the Sponsor on it and so, I'd have to go over and explain that to her and ask her if she would transfer the ownership of that pol… of that legislation in the Senate back over to at that time, I currently use Senator Dillard, and she used to say, 'Representative Meyer, you picked up my legislation and did me a favor; I want to do one for you. I'll give it to… I'll give it to Kirk, but I want to do some of your legislation someday.' And that day never came, but had… the point is once you did something for her she wanted to pay you back and she never forgot it. Six (6) years later, I was still going back over there saying, 'Could Representative (sic-Senator) Dillard carry that 09500223.doc 49 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 legislation?' But my favorite story about Senator Geo, my freshman and sophomore year I sat down in the middle aisle front row, where Sid Mathias sits now, and Senator Geo had sent a piece of legislation over here, again, it was something local. When we looked at it and that's when the Republicans were in the Majority in this House, only for two (2) years, but when we looked at it, it wasn't the best legislation that we all wanted to vote for, but you didn't want to really vote against it either because you knew you were going to have to answer to Geo. And so, the legislation came up for a vote and Larry Wennlund, who was our Assistant Floor Leader, sitting back here with Bill Black, he carried that legislation and he presented it and we're all kind of, oh, my God, how can I vote for this; what do I… what do I do? We voted for it and after it got up about 80 votes, people started to say, oh, it's gonna pass, so I'm gonna come off of it. And of course, once that started they held the board open for so… whatever reason and more and more people started to come off of it to the point where Larry Wennlund was the only 'yes' vote and we all know what that means. They took the Roll and went on with business and I was sitting there trying to pay attention to what was going on and everything, all of a sudden the backdoor just 'bam', it opened up and it slammed into the back of the other door. And I looked around and of course sitting there and looking up the aisle, you're looking up hill. I didn't see anything but the door was wide open and pretty soon I saw the top of a head and then more of a head and then the whole body standing right in 09500223.doc 50 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 223rd Legislative Day 2/14/2008 the middle of the center aisle in the back row, hands on the hips like this, didn't need a… didn't need a microphone, 'You did what to my Bill?' And the place just was dead silence, everyone looking at Geo. And Larry Wennlund, he was up on another Bill at that point and so his microphone's on and he stood at his microphone, he says, 'It was them, Geo. I voted for it. It was them, they voted it down.' And her response… and Bob Churchill was our Majority Leader at the time and he was one of, I think, Bob was one of her Reps and probably should have been carrying that Bill to start with… but she says, 'Churchill, where is Bobby Churchill? I want to talk to Bobby Churchill, right now.' Wennlund said, 'He's out the backdoor.' And out she went. But she was very colorful and again, everyone probably has a story about her. Sometime when you're out at dinner together have somebody… ask somebody to tell a Geo story. I'm sure you'll be entertained."
