Under this Bill a person who is convicted a second time of any of the five listed offenses within a time frame of 20 years and where the victim was under 18, will be given a natural life sentence. I'd like to thank the Sponsor for holding this Bill from last week so that we could talk to the Cook County State's Attorney with respect to their objection, but their objection was based on the fact, that if the death penalty was abolished, this would be on the same level as natural life without parole for murder. But with respect to that, if you have somebody who's already been committed of sex crimes against children and then serves a term of 20 years and gets out and does the same thing, I think that the people of the State of Illinois must lock that person up for natural life because they are a predator and that's what they will do until they die. So, I'd urge for the Gentleman's support for the Bill."

"So, we made a decision based upon the numbers to be cautious and we took a cautious approach. We've gotten in trouble in the past overestimating, and so in this time we took a very cautious approach in terms of arriving at the numbers. So, we took the Governor's number, which was lower than the COGFA number, and we took out the stuff, which both numbers had in them, that hasn't actually taken place yet, CIT and the decoupling, because that's pie in sky until it happens and we arrived at a number, which was agreed to by both Parties within the committee structure. And so, I didn't take it lightly; I didn't arrive at it flippantly. We were trying to come up with a number that we were confident that the state could actually justify and meet. And it was a difficult decision, will continue to be a difficult decision, but we felt that was the approach that we should take given the fiscal climate we're in."

This Resolution establishes a baseline revenue number and this is really the first step in implementing the budgeting for outcomes process that Representative Sente and Senator Kotowski have worked so hard on. And this… while I know that this is a difficult number for a lot of people to take, this is, in fact, the reality of what we have. Once we are able to allocate this and then determine the spending that can fit within this number, we can have a legitimate public debate about whether we want more revenues, whether we… whether these are the right cuts we could be making, whether we want to be making other cuts, but until we establish this number, none of that public debate can happen. And that's what's happened to us over the last eight years. We've had Governors introduce budgets based on phantom income, or income that's not yet been adopted by the General Assembly and so, it's been very difficult to have an honest public debate about what is available to spend and what are we spending it on, and what are the programs, what are the things that we are buying for our tax dollars. Again, this is an important first step in establishing that process. I think this will better inform the public about what we're spending and what we're spending it on. And so, I'm very excited to be supporting this Resolution."

"So, is there a point along the way at which this number is reexamined, or is this going to be, in your estimation, the… our approach, the conservative approach for the approps then to take over?"
"Well, obviously, the House of Representatives, the Senate, and the Governor can make laws or change laws. There were a couple of proposals that were in the law… in the numbers that were presented to us by both of the economic forecasters which have not taken place. Those numbers could take place at some point, which could have an effect on the number. Other things could happen… Shaw, could you move, please… other things could happen that could effect the numbers as well. And so, at this point, we think this is a good, cautious number. And I'm not going to start negotiating against myself or against ourselves."

Representative Sullivan and myself, along with Senator Jones and Senator Link, have been involved in discussions between labor and business. And this will carry two of the issues which are very time- sensitive: the interest payments that we have to make to the feds on the UI trust fund. As part of the agreed Bill process, all of the other Bills, which are impacting the unemployment insurance area, will be held for discussion in the fall when we do all the rest of the Bills. But this is for the two very important time-sensitive pieces. I thank Representative Sullivan for his work at the negotiating table, and I believe that the Senate is also, by agreement, sending over a joint Bill that we will have here in the House, and that should be happening directly. So, I just ask if Mr. Sullivan could speak to the Bill."

It saw a booming population growth and the rise of radical changes. In 1908, there was such great unrest occurring among women, and women's oppression and inequality was spurring women to become more active and more vocal. And in 1908, 15 thousand women marched through New York City demanding shorter hours, better pay, and voting rights. And this has continued to be International Women's Day, March 8, every day. And there are several events going on, but in particular this year's theme is equal access to education, training in science and technology, a pathway to decent work for women. And I'd like to share this time with Representative Bellock, who wants to talk about one of our own Illinois women heroes."

"Thank you very much, Mr. Speaker. And this is an honor to talk about Jane Addams, who's probably one of the most famous women from Illinois who lived from 1860 to 1935 and founded the Hull House. After graduating from Rockford Seminary in 1881, she attended Women's Medical College in Pennsylvania. Upon leaving due to ill health, she toured Europe for several years. On a return trip in 1888 with her classmates, they visited Toynbee Settlement Hall in London's East End where they were inspired to start an American equivalent of that settlement house. Upon their return, they chose Hull mansion which was then used as a warehouse and surrounded by an immigrant neighborhood. Jane Addams also became involved in wider efforts on social reform including housing and sanitation issues, factory inspection, rights of immigrants, women and children, pacifism, and the eight-hour day. She served as a Vice President of the National Women's Suffrage Association from 1911-1914. She worked for the Peace Party, helped found and served as President in 1919-1935 of the Women's International League for Peace and Freedom and was a founding member of the ACLU. In 1931… this is a fact that a lot of people in Illinois did not know about. In 1931, Jane Addams was awarded the Nobel Peace Prize, only the second woman ever to be awarded that honor. Thank you."
