Senate Bill 74 amends the Criminal Procedure Code and requires the courts to set hearings on fitness to stand trial within 14 days, it's currently 21, when the Department of Human Services returns a defendant as recommended to be fit to stand trial. This legislation allows for an increase stability to return defendants to court once determined fit to stand trial. And the real purpose of this legislation is that currently DHS is experiencing a shortage of beds in secure settings to house those in population. This initiative is a result of discussions with several sheriffs, including mine in Madison County, concerning problems with persons remaining in jail until a DHS bed becomes available. I'd be happy to answer questions and I ask for an 'aye' vote. Thank you."

"Thank you, Mr. Speaker, Ladies and Gentlemen of the House. Senate Bill 1248 is a proposal from a local hospital in my district, Carle Hospital, and a physician group. This legislation allows an electronic signature to be included on doctors' orders at nursing homes. Presently, an nearly 20 year old requirement states that all signatures on these orders must be written. Nearly all of Carle's patient records are electronic. These are done according to the federal guidelines. The nurses found that when a patient was ready to be discharged to a nursing home the process was often halted while the records were printed and the physician was located for that original signature. By allowing the electronic signature, patients at hospitals with electronic medical records can be transferred smoothly, more efficiently to a nursing home and receive the care that they should get. It exists to address the tremendous amount of attention that's been paid to the question of infections that are incurred during hospitalization, particularly in MRSA. It enables the Department of Public Health to add to the collection of data that they collect upon discharge from the hospital the following information: name, address and the last four digits of social security number. Just to be clear, only the last four digits of the social security number. They do that so that they can track after someone is discharged from a hospital whether subsequent admission is a readmission or not, which then enables better study of the question of readmissions, specifically the question of hospital induced infection.
