"Thank you, Speaker. Senate Bill 1236 is an initiative of the Department of Human Services. This Bill will allow the department to establish, by rule, a cost- sharing copayment scale for families that receive childcare services based on family size, family income, and other factors as appropriate. The copayment will be based on the family income and family size and may be based on other factors as appropriate. The monthly copayment may be waived for families whose incomes are at below the federal poverty level. Federal Law mandates sliding fee scales to be based at minimum on income and family size and may be based on other factors as appropriate. This essentially would mean that a family of three with an income of 20 thousand would pay the same copay regardless of the amount of children in the family instead of the current system of a family of three with two children and a family income of 20 thousand paying exactly one dollar more than a family of three with one child and a family income of 20 thousand. This one dollar difference has created confusion and additional paperwork. This Bill creates a simplified and streamlined copayment system for Illinois childcare. I ask for your support."

There were some questions from the home builders. That was resolved. I know of no opposition. And what this basically says is that it prohibits certain deed restrictions or restrictive covenants from containing language that would stop a homeowner's ability to oppose the creation of a special service area. Members of the House, House Bill 1602 just really clears up some ambiguous language, and what it does is it allows people with a disability to be able to use the crossbow exemption when they want to do bow hunting to take deer. Right now, it's very unam… ambiguous and there's been a lot of confusion as to whether or not people with a disability could use a crossbow. I mean, as I've been involved in health care, we know that maternity coverage and in vitro fertilization are the two really costly mandates. I guess my question to you is how much will this cost for us to do this and are those figures available? Will COGFA just be looking at figures that are already available?"

"Yes. My understanding the cost is minimal because, as you know, COGFA's a legislative agency. They'll be basically putting together information that exists throughout the country and for what items are available out there and it'll help us determine some of the cost, the impacts, and the utilizations of mandates, rather than having different groups guess in our committees.

"To verify and produce our own numbers. Each time a new Bill or mandate comes before the committee, we have groups on either side that will talk about what it costs, what the benefits are. And so, I thought it was about time that we took a look at the list of our mandates, which is actually more mandates than most other states in the nation and take a look and find out what those impacts are, so we'll have that in hand as we begin to implement federal health care." Davis, M.: "Will there be a follow-up study on the cost of not mandating some of these things we do mandate? You know, for a very long time, there were women's issues that weren't covered by the insurance company and to find, say, breast cancer early, and have a treatment early is a lot less costly than not treating it at all or finding it very late. It's very expensive when these diseases or issues are found out much later. Representative, once we find out the cost of these mandates, what will be our next step? That's what I thought."

"As to this, it could be a question of can you… Any Member can request any type of a study. What I've asked specifically in this is to do a cost analysis, and this I think will be useful going forward. "Well, we've heard from different groups throughout the years. I sometimes don't buy their numbers, and so I would rather have a compilation from the agency that works for us and divines our numbers to tell us what those impacts are or can be expected to be." I know that Representative Mautino only wants to study the exact cost of the mandates, but I think the unintended consequence may be, let me repeat the unintended consequence may be, that some of these mandates that have been passed by these Legislators in the House, Legislators in the Senate, signed by Governors, they'll be considered, perhaps, not as important as these other groups thought they were. "That's a very, very general and vague question so why don't we do it this way. So, I think there are a myriad of problems to be dealt with out there, but yes, whenever we say something must be in every policy whether it's wanted or not, then there is a cost and expense. And kind of, that's where… that's one of the broad areas that I'm looking at in here. I think your Resolution that you're going to be filing that I will join you on will look at what the savings may be by having these. So, where I'm going is there is an impact. We know it's an impact. We hear it in both your committee and my old committee every day. This'll, at least, give us numbers from our own agency which is COGFA, and we rely on them for our budget estimates and our health insurance costs. I think they're the appropriate ones to do it. And we know we will need both your set of numbers and mine as we go forward in the Veto Session with setting up exchanges."
