If you look at members of the commission, they all have something to do with the provision of food, stuff that people who are needy. Township government, for the most part, I think are experts in that because that's where a lot of the food banks in the metropolitan area are located, and so they understand about distribution; they understand about procurement, you know, from the Chicago Food Depository, and so on and so forth. I know out in the south suburbs, for example, I represent, there's myriad townships that have really great food programs. "Thank you, Mr. Speaker. Senate Bill 2106 is about the subject of the recycling of electronic waste. This means 09700060.doc 34 STATE OF ILLINOIS 97th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 60th Legislative Day 5/20/2011 things like TVs, computers, and so forth which, when discarded into landfills… contain a variety of toxic substances like mercury and lead, and so forth, which are sometimes carcinogenic or neurotoxins. And as a result, we have, in place, in statute, first of all, a landfill ban going into effect in January of 2012, so the consumers may not discard these items into an ordinary waste stream and second of all, a mandate which dictates that manufacturers of this equipment have to do a certain… arrange for a certain amount of… of recycling of electronic waste. The reason for this Bill is that that mandate is constructed in a somewhat convoluted and poor way. It's not really in keeping with other states. And it's also too low, which will cause a tremendous, tremendous problem for consumers when the landfill ban goes into effect this coming January. So, 21… Senate Bill 2106 simplifies the language the mandate is constructed, elevates it so it's in keeping with other neighboring states including Minnesota, Wisconsin and Missouri, and puts us on track to fulfill the landfill ban when it goes into effect. This is a Bill that is certainly an initiative of the environmental community, but it's also supported by a number of municipalities and units of local government because of the importance of the landfill ban. It's also supported by the Metropolitan Mayors Conference, and it's supported by a very, very large number of growing small businesses that exist across our state and engage in the recycling of elec… electronic waste. So, this is a last resort type of a thing. The state board certainly doesn't enjoy this, obviously, it means the district's in trouble, but it… it takes several years normally to get this bad." "Well, it depends on… on, obviously, how bad it was to begin with. There… there's no set amount of time. There are targets and benchmarks, and then some cases, depending on available resources, it may go quicker. And I think that that's an important part of this that… that we're trying to get in there and make sure that individuals, who are working, are going to get their paychecks." And in most of your districts, your school boards are elected. Now, if someone is misspending the money, then surely that should be dealt with, but I have great concern with placing an appointed board over an elected board, and deciding how their dollars will be spent."

But my concern was is that if a school district needs to come through the Legislature for Financial Oversight, and we're kind of removing that opportunity for the Legislature to make that decision, that are we dumbing down, in a manner of speaking, what needs to take place for the oversight, and just giving sole discretion to put oversight in place by the State Board of Education versus at least some conversation with the General Assembly."
