The first great wave of Irish immigrants came here at the time of the Great Irish Famine in the 1840s, in the mid-18th century… sorry, the mid 19th-century. But from such a dark period, and it was a dark period in our history and not so… not so long ago when you think about it, but has sown seeds of a relationship that has blossomed over the years. Irish people have always looked westwards, with the U.S. often referred to as the next parish to the west, with just a small matter of the Atlantic ocean lying between us. So really, we're next door neighbors and that's how we always regard ourselves. The contribution of successive waves of Irish immigrants is of course woven into the story and into the culture of America. It is there in U.S. politics, President Kennedy, President Reagan, President Obama, to name but a few all with Irish roots. And of course, we had the opportunity and the privilege to welcome President Obama to Ireland just last year. It was an extraordinary day, an extraordinary occasion at the outpouring of love and affection for him and for the First Lady, I think reflects the deep sense of love an attachment that the Irish people do feel for the U.S., and I mean that genuinely. Our influence is there in U.S. literature, F. Scott Fitzgerald, Flannery O'Connor, Eugene O'Neill to name but a few. None other than Muhammad Ali, himself, has some Irish blood in him and visited Ireland two years ago to meet with his long, lost relatives. And of course, we're about to claim Eli Manning, as well, the Mannings of Galway. We're going to claim Eli, and his brother, and his father, the whole lot of them. They don't know it yet. I arrived in the United States from Ireland with my family just five months ago and the warmth of the welcome extended to me and to my family here in the heartland of America has been truly overwhelming. Excuse me. I should not, of course, have been surprised. The Irish have always found a warm welcome here. Illinois, in particular, has a proud history of making immigrants from Ireland, and from elsewhere, feel very welcome. The passing of the DREAM Act last year, with overwhelming bipartisan support, was yet another landmark in… in Illinois's proud history of compassion and something on which you should all be complimented, and thank you. Irish men and women have made an enormous contribution to this country and to the State of Illinois over many years, and are still making that contribution today. Our legacy lives on, as is evident from the very… very many Irish names that have distinguished this chamber over the years and continue to do so. We Irish people have always been good at politics: Madigan, Bradley, Brady, Burke, Collins, Costello, Connelly, Cunningham, Gaffney, Lyons, McAuliffe, McCarthy, McGuire, Mulligan. I know that Irish/Americans are very conscience of and very proud of your Irish roots, and so you should be. We started out as truck drivers, construction workers, the warehouse men, the cattle drovers, the laboring classes of this growing country in the 18th and 19th centuries. We worked hard and we educated our children. They became, in turn, the policemen, the firemen, the servicemen and women, the teachers, the lawyers, the accountants, the scientists, the judges, the politicians, the Presidents, the spine of this now great country. So, the story of the Irish in America is the classic immigrant tale. I'd like to give you some insight into the Ireland of 2012. As I'm sure you all know, Ireland went through a period of huge growth throughout the 1990s. We went from being one of the poorest countries in Europe to one of the richest over a very, very short period of time. We transformed our economy, in fact, into one of the strongest in the world, but we made some mistakes too. We were not unique enough, but we were irresponsible in some of the decisions we took and some of the paths we followed. But as we've shown throughout history, we are a resilient and resolute people, and we are as a nation and as an economy, fairly on the road to recovery. We are once again playing to our strengths. We have stabilized the public finances. We have restructured the Irish banking sector. The Irish economy is growing again. We are more realistic, and we are more competitive. The Irish/U.S. economic relationship is one of mutual benefit and is stronger now and more critical than at any other time in our history. Direct investment by U.S. companies in Ireland employs some 95 thousand people. Illinois companies, like Abbott Labs, have used Ireland as a base for Europe since 1946, believe it or not. In return, Irish companies employs some 82 thousand Americans here, including companies like Kerry Group, Cuisine de France, and Syncreon here and in Illinois. In recent years, Ireland has been one of the top 10 investors in the U.S., and the U.S. is Ireland's largest second… second largest trading partner and our largest export market. So as I say, the relationship is a valuable one and more valuable to us now than ever before, and one that we intend to keep working on with your help. In the misdt of our economic difficulties, sight can sometimes be lost of the great achievement in recent times in Ireland. Peace. The Northern Ireland Executive is in place and working well. Those who were once sworn enemies now work together in the political sphere, working to the benefit of both comm… communities. What you might not know is that black history had barely been studied or even documented when the tradition orn… originated. Although blacks have been in America at least as far back as colonial times, it wasn’t until the 20th century that they gained a respectable presence in the history books. We owe this celebration of Black History Month, and more importantly, the study of black history to Dr. Carter G. Woodson. Born to parents who were former slaves, he spent his childhood working in the Kentucky coal mines and enrolled in high school at age 20. He graduated two years later and went on to end up with a Ph.D. from Harvard. The scholar was disturbed to find in his studies that history books largely ignored the American black population. Woodson always wanted to act on his ambitions, decided to take on the challenge of writing Americans of African decent into the nation's history. He established the Association for the Study of Negro Life and History, and in 1915, a year later, founded the widely respected Journal of Negro History. In 1926, he launched Negro History Month as an initiative to bring national attention to the contributions of black people throughout American history. He chose the second week of February for Negro History Week because it marks the birthdays of two men who greatly influenced the black American population, and that is Fredrick Douglas and Abraham Lincoln. However, February has much more than Douglas and Lincoln to show for its significance in black American history. For example, W.E.B. DuBois, who was an important civil rights leader, he was a cofounder of the NAACP and he was born.
