The… the political nature of the consequences are clearly seen in today's Europe. Similarly, when we talk about Syria, Egypt, Libya, which are, you know, in someway or another in the very close proximity of my country, the main slogans that you may hear are… are political. But when you go on to the streets, those people who come out and talk for… for democracy, for human rights, they also ask for an economic equality there, as well. So, we have to always bear in mind that, you know, these two… two words are very much interlinked. So, when we look at from Ankara, from… from the capital of Turkey, there is an ongoing transformation in all surrounding regions of Turkey. And we Turks rely on three main pillars. One of them is political pillar, which is democracy and reforms. The second one is economic pillar, which is composed of sustainable growth in our country which is tremendous, I should say, for the last decade. And the third and last one is… is our active foreign policy, and that's why I show up here, I guess, today. So, while taking decisions and implementing policies based on these three pillars, we take great pride of the model partnership that we enjoy with our American friends. It also addresses an issue that we found that our National Guardsmen, as far as pay, and what it does state is that when the Illinois National Guard members are in active service of the state, they shall receive all pay as provided by law for enlisted personnel of the United States Armed Forces of like rank. Every decision that we make down here is hurting somebody in our constituency across this state. This is one Motion that we could all support, that will save $12 million. No other… no other issue before us has been vetted by the previous campaign where both the Treasurer and the Comptroller spoke to every editorial board that they went to, to every civic event that they spoke to and said this is a good proposal. We don't need to have separate Comptroller and Treasurer Offices for… for the double checking of our state funds because of the computer age. We have entered the age of computers where we can instantly know whether the deposits are being made and whether checks are being made out correctly. The computer itself becomes the double-check that we needed at the time of the 1970 Constitution. Both officeholders ran on this purpose. We can save dollars for everybody in this state. It's about a dollar per person in this state that you are deliberately saying no to these savings because of political maneuvers. We want to have an extra statewide office so we can groom future Leaders. Well, there are other ways to groom future Leaders rather than spending $12 million a year. I urge that we support this Constitutional Amendment and let it out of Rules, let the House vote on it, let the Senate vote on it, and then let the public vote on it. If we can't make simple decisions like this to save $12 million, how can we not hang our heads when we go back to our districts and say, well, I had to support my Party Leadership. I don't want to save $12 million because it makes too much sense. I urge the adoption of this Motion. "I'd… I'd like to follow up on the points of my colleagues. I certainly think that we should vote on this as well, but there's a way to get this done. The Rules that we had passed early last year, allows for a written Motion with three-fifths of each side signing on to the Motion, as long as they're all Sponsors. I suggest you do that. I understand you're trying to override the Chair, but the Chair is correct in the ruling. However, there's a way to get around that through the Rules, and I'd be happy to work with you there. I think we should have this. I think you're a hundred percent right. This is a Bill that I filed, as well, that we ought to consolidate these two… these two state positions, and I think there is a huge cost savings. I think it's necessary. So, let's follow the rules. Let's get it done.
