And I should point out that under Federal Law there's a way that exists right now even Home Rule is preempted. "Okay. Thank you. Can you talk about some of the benefits that… that ham radio operators provide especially in a disaster scenario like we just had some tornadoes pass through Illinois? We've had some famous examples of Harrisburg and Joplin, Missouri. How do ham radio… radio operators help their communities?"
"Well, amateur radio operators have their own… have their own power sources and just to give you an idea of what services they provide, the National Weather Service Hurricane Center in Miami has an amateur radio station there recognizing the fact that this is the only entity that's going to provide communications to areas where normal communication won't reach. The current FEMA director has said when all else fails in communication, amateur radio will be the only ones left."

They've told me that, you know, if a catastrophe were to strike our area, if the one tower that they rely on were to go down, that keeping open lines of communication would be absolutely critical for them in communicating with emergency manning control centers in Springfield or in Washington, D.C. "No. You know, it's an excellent question. A couple of things here: keep in mind that this… this law would only apply to federally licensed radio amateurs. So, municipalities will not be losing any of the… any of their authority, not a… they will not be losing any of their authority with construction and building Codes regarding amateurs and they will be losing no authority at all regarding anybody else who wanted to build some type of a tower. You wonder, what the FCC is saying is they took control of this issue back in the mid-1980s because across the country municipalities and amateur radio operators were constantly fighting. So, finally the feds said, we're taking control of this. Now, an important thing to remember, even if this Bill did not pass, the amateurs still can put the tower up. The only thing that's been restricting them is going to Federal Court. What we're saying here is let's put something together. Let's… let's make it so that the state statutes are very clear what can and can't be done. This is actually giving an additional tool to municipalities. And if I can address one other issue in here, I spoke with the Illinois Municipal League and as you can see on there, they're the only ones really in opposition. They are not actively trying to stop this Bill. I talked to Joe Schatteman. It's kind of a passive position that they've taken and they… they will not work against it. And their policy behind this is, they vote against everything that pre… preempts Home Rule."

It's not going to be a blanket, we can build whatever we want thing, all the FCC has said and all we're saying is this law is; can we be reasonable, can we sit down, can we work this out. Because there are some municipalities across the state that will simply say, we don't want any towers at all whether you're a federally licensed ham or not. That's really what we're trying to deal with here."

Over the last few weeks I think we've all kind of realized, you know, the challenges we face, but I think a ceremony like this puts things in perspective for us that it could be a lot worse. Four years ago when I was in Fallujah, I remember walking into our company headquarters when a tremendous explosion went off and a couple of my buddies, we looked at each other with that look that you knew something bad had happened. And as it turns out, a suicide bomber tried to run a Marine checkpoint and a 22-year-old Second Lieutenant who was two weeks away from going home jumped in front of that vehicle and stopped it. And he saved his men, but he lost his life. And I remember my Colonel looking at me that night when we were discussing it and he said, where do we get such men. "Last night I had the privilege of speaking with many of the Gold Star Dads and we talked about being military families, what that meant, about getting phone calls at all hours of the night, sending letters and worrying about children that were 8 thousand miles away. And I think it's important to recognize the fact that you realize how small the State of Illinois is when you look up into the gallery because even though we have a very large state, we realize that each one of these heroes is from a community near us, from Rockford, from Rantoul, from the suburbs, from downstate. And one of the things I learned about were all these young men were pursuing a dream and that we all have to let our sons and daughters follow that dream and that we can't always protect them and we wanted them to do the best that they could. And I also learned last night is that heroes aren't born, they're raised. They're raised by dads and moms that instill the values and beliefs that there is a better tomorrow, men and women who would go off to serve their nation, to protect freedom, to protect our democracy and to protect our way of life. We all realize that freedom is not free. All 13 million Illinoisans share your pain and suffering and we will always remember. God bless you all."

As most of us talked a little bit yesterday about the fact that we would like to merge the Office of Comptroller and Treasurer that in the age of computers that and with the press able to access all records… public records now, that the idea of running two separate offices doesn't make sense. The best estimate is that $13 million could be saved every year. That is possibly a drop in the bucket compared to our state's deficit, but someplace… someplace in the order of $13 million is certainly not something to sneeze about. In fact, the current Treasurer and the current Comptroller very much agree and support the concept and in fact, that was their platform. Part of their assertion to the public, prior to being elected, is that they would agree that these two services be combined and save the State of Illinois $12 million. So, I'm just boggled why we don't move this Bill forward, allow it to be heard and vetted in an opportunity to realize the $12 million savings. So, I join my colleagues and respectfully request the release of the Joint Resolution 13 and ask that we at least put the dialogue forth as it properly should be as a cost-saving measure to the State of Illinois. I understand where you stand today and you have a tough job to do, but I guess I have to comment and simply say that politics is something that's pretty unique. And I think people are kind of tired of politics in the State of Illinois and I think they're looking for some real, solid solutions. I think what Representative Reboletti has brought to us is a commonsense solution to streamline government and I think the taxpayers are looking for that. So, I'm a little bit… I'm a little bit amazed that we are not moving forward on this and I hope at some point in time when we can reconsider this matter that we take in… into, I guess, play here the fact that common sense should trump politics. I wanted to point out in further comments that this passed the Senate unanimously, that there were 13 Democratic Senators including the lead Senator Kwame Raoul who were on the list as supporting this Bill. I'd also like to read the Democratic Members of this chamber who have signed on as cosponsors but didn't have the guts to stand up and overrule the Chair: Representative Franks, Nekritz, Verschoore, Zalewski… Zalewski, Cunningham, May, Mussman, Jakobsson, Burke, Burke, Soto, Biss, Mell, Farnham and Representative Sente. When are you going to stand up and say this is the right policy for the state? When we have obsolete dual offices that can be combined to save money that can then be used… all of the money saved, 12, 13 million dollars a year… could be used to save the programs in our district that we know are going to be cut. We have to find savings. This is one small way that we can do that, but instead, you back up the Leadership of your Party in this chamber saying, no, you know, we really like to have two offices so we can run, you know, prepare more people for statewide office. There is no reason not to do this in the modern age of accounting. It's with regret, a good friend of ours, a Gentleman that came to this Body 10 years ago and then moved on to the Senate 7 years ago and a good friend of mine, Senator John Millner. As we all know, his wife has had a long, long struggle with cancer and during this past campaign, he informed me that she has been told it be about three months left to live. Yesterday she lost her fight and has finally succumbed to this terrible disease and passed away roughly a half an hour after learning of their second grandchild being born in Israel. You all know John. He's a great guy, has done a lot of great work here in Springfield, but unfortunately, you know, he hasn't been down here much this Session 'cause he wanted to be by her side. Deb Millner was a fighter. She struggled with this over the… many years and I wish that we all keep Senator Millner in our thoughts and our prayers and God bless Deb Millner and may she rest in peace. At 2 p.m., the Business & Occupational Licenses Committee is meeting in D-1, State Government Administration is meeting in Room 114, Environment & Energy is meeting in C-1, Higher Education is meeting in Room 115.
