This is an initiative… very similar to a initiative that I passed last year having to do with student athletes and coaches understanding how to perform CPR and administer to a victim of cardiac arrest with an AED, an Automatic External Defibrillator. This is cost free. This is not a mandate to any educational system in our state. But it is simply a foundation to build upon in the future to offer some education to those who could possibly come to the aid of a victim of cardiac arrest. Very basic, again, there is no cost. There is no mandate. It would be an opportunity for coaches and student athletes to watch a ten minute video that might very well afford them the opportunity to save a life in the future. And I'd be happy to answer any questions."

There is nothing in this legislation that would insist that any education system in our state must make this available. Again, we are trying to build a foundation whereupon, eventually, this might become part of a curriculum. This is my hope certainly and I would think that you representing your constituency would hope for that opportunity as well."
"Well, I have two concerns. I'm reading the text of the Bill and in line 12 it says a school entity 'shall' require. To me that is a mandate. Now I realize that they'll be getting these videos free of charge and I think your intent is very noteworthy. But a year and a half ago the Conference of Women Legislators had an opportunity to be given an on hands course in CPR and I would say at the end of several hours there are very few of us who would still be able to have the recall that's necessary in order to do this hands on let alone in a 15-minute video. So, it does say, it clearly says 'shall' require and my question to you is, when… at what point in the day will these athletes, physical education teachers, and all those in those categories be watching this, during the school day or after school during their physical activity?" It is available to any entity, particularly schools, that would care to avail themselves of this life-saving technology. And I might also comment with respect to your remark about having been trained and maybe retaining some of the… the training that you received. It's been commented upon, so often in our society, that young children might have been exposed to a brief exhibit of what CPR entails or possibly what the use of an AED would entail and remarkably, these kids are able to perform sufficiently that they're able to intervene and save the life of cardiac arrest victim. It's astounding that these brief exposures do have long-term importance."
"Well, my final question would be, do you know why the Illinois Statewide School Management Alliance, ED-RED, LUDA, LEND, SCOPE, and HSDO are opposed?" Burke, D.: "Well, this is the first time I've heard of any opposition. And I'd like to know where they were last year when I did the very same Bill having to do with every entity in a school… in a grade school. We did sixth through eighth grade last year. No opposition was ever forthcoming. No one has ever indicated any opposition to this. And I, to this day, have not gotten a single call from any entity opposing this legislation."

But today there is no mandate. There is no cost. It is at the discretion of every school to either avail themselves of this opportunity or to avoid it. There is no penalty for not participating. There is no reward for participating. But I would suggest to you, certainly, that if you'd like to know that a child in these school systems might be able to administer to a victim of cardiac arrest at some point."

It's difficult to expand a concept when we don't have any results from what we've already done. Shouldn't we wait another year or two before we put another mandate on our schools?" Burke, D.: "Well, I would like to think that you, certainly, wouldn't want a member of your family to succumb to cardiac arrest because we waited a year."

I can't get away, though, from what some of the previous speakers have said. Even though you indicate that there's no requirement or there's no mandate, I just don't see how, when the legislation says a school entity 'shall' require all physical education teachers, all coaches, referees, student athletes, and athletic trainers to annually… annually watch a video. Granted there's no cost to the video, but there is a requirement in the School Code, if this Bill passes and becomes law, that they have to do this. And the practicality of it… and I'm leading up to my question… the practicality of it, as an example, let's say a young man or a woman goes into high school, and we'll just talk about high school, as a freshman and then for the next four years they're going to have to watch this video every year for the next four years no matter what their… no matter what their participation may have been and no matter how often previously they may have seen it. But come… Let me come back and… and ask again. You don’t call it a mandate, yet it says 'shall require' and you're comfortable saying it's not a mandate even though the legislation says 'shall require'?" Burke, D.: "I guess we're going to be talking semantics here. In my opening remarks, I suggested to this Body that we are hoping to build a foundation on which to build. But basically, I think, what I'm trying to stress to you is that this is a foundation. Might… One might suggest that maybe a Resolution would have sufficed for this particular consideration and I would say no. I want to see it just as we included in statute last year the same language with respect to grade school students sixth through eighth grade. It's identical to what we passed here last year. This is particularly addressing itself to coaches and student athletes where we have, through the media, understood that very often these incidents occur. And certainly, I would think that you would want to encourage the opportunity for one to intervene and save an individual's life." Harris, D.: "Thank you and to the Bill. Ladies and Gentlemen, the Gentleman from Cook's leadership on this issue is really undisputed; yet, I'm going to disagree with him here by way of the issue of whether or not this is a mandate. And it's not just coaches, it's physical education teachers, it's referees, it's all student athletes, it's all athletic trainers in every school that are going to be required to watch this video. "To the Bill, Members of the House. I… I want to commend the Sponsor for his efforts. Stop and think what we're doing here. This is a greater effort to try to save the lives of our kids; we're always saying our greatest asset. In emergency response, time is everything. Rule of thumb is in a full cardiac arrest every minute of delay reduces the chance of survival 10 percent. Five minutes you only have 50 percent chance left, six minutes only 40 percent chance left. Knowing what to do and do it quickly is the best chance of survival, the best chance of a positive outcome. I guess it comes down to this. We're all against more regulation, more mandates, but if… if we don't think it's important to do everything we can to save the lives of our kids, I don't know where our priorities are and they're not correct, if that's what we end up doing. This is a good Bill. It's not a mandate. He's going about it the right way to try to protect our greatest assets. With the Amendment, which is very strikingly free, available and no commandment, no mandate that would insist any system… any educational system in our state must do it. Again, I can only reflect on the fact that I am attempting to build a foundation on which we can expand to the point that maybe, at some point of experience a young person would be able to intervene and perform CPR or maybe use an AED, an Automatic External Defibrillator, to save a colleague's life, to save another student's life, to save a young person's life. I think what we should say is this ought to be only a local issue and not a state issue anymore. So, for that reason I'd be voting 'no', but I'd be happy to work with the Sponsor on another Bill, perhaps giving the locals that power."

My particular legislation will allow an additional hospice to be created in certain county populations. It's the initiative of a group in my community that is trying to put in a new hospice center that is specifically for veterans. As the Bill currently reads, there is no opposition at all. If we do try to put an Amendment is… in, it becomes very, very controversial. So, for that reason, we're attempting to move the Bill forward as it was initially drafted. It's good legislation. It's badly needed in my district. And I'd be happy to work with the opposition for future efforts to delete any… any further reasons for hospices not being allowed to have an unlimited number. I ask for your support."

"The Governor has just returned from a trip from Mexico and he is probably the first Governor in 13 years to visit the country of Mexico. Folks, it's been two weeks that we've been gone from these chambers and my blood still boils every time I hear the word that was uttered on Congress Floor… on the floor of Congress by a Congressman from Alaska. Ladies and Gentlemen, you know, right now the way the world is going with North Korea and all the other problems we have, he still has the audacity to go on the floor of Congress and call us 'wetbacks'. That's not a slip of the tongue. He said his mom and dad used to hire 40 or 50 wetbacks and now two of them can do the job. There's no place for that rhetoric on the House of Congress. I told you the other day when they were doing a press conference before I did my driver's license, Representative Leader Cross and Leader Radogno were doing a press conference on behalf of the driver's license. A very dear friend of mine who's done nothing but help people in my community, battered women, was sitting there listening to the press conference and there were people who opposed the press conference. She was born in America and she told her to go back to Mexico you 'wetback'. Ladies and Gentlemen, if… if any other word was uttered on the House… I mean, on the Congress Floor this place would go up for grabs but enough is enough. Mexicans are here. They are going to stay here. They're going to grow here. And all they want is the opportunity to fulfill the American Dream. That's all they're asking.
