In my previous life in the Cook County State's Attorneys Office, I administered many of the funds that provide for alternative to incarceration for juveniles. And those funds have been reduced dramatically over the years. This is simply another way to make those funds useful and available in ways that will be beneficial to the county. When my parents went to school, they learned about civics, and they and their generation have a whole different outlook on the political structure of America. They have a lot more knowledge about what goes on. They don't call us Congressman. They know the difference between a State Representative and a Congressman. They know the difference between a mayor and a city councilman. They vote. We just had a… municipal elections all over the state yesterday, where we had a abysmal turnout. Nobody went out to vote. Why? Because they don't know why they need to vote. The whole purpose of this Bill is to try to figure out a way to infuse into public education some knowledge about what the heck it is we do here. What the difference is between the Federal Government and the State Government, the difference between township government and city government, the difference between county government and a mosquito abatement district. People don't know and they don't know because we haven't encouraged schools to help teach these things to our kids so that someday they will know what they're doing when they sit in these chairs, and they are not left behind not knowing. I participated in a civics education group that went to D.C., that participated as well as doing things here in the State of Illinois. And he mentioned one of his own Members who, in my opinion, was probably the strongest advocate for civics education in the classroom, and that was Representative Suzie Bassi, from their side of the aisle. She and I participated in that group together. And I can say that because she and I had that conversation. Now again, while she was against mandates, if there was ever one thing she did want in the classroom, it was civics education for all of the positive reasons that were stated. In terms of encouraging our young people to learn and to understand what it is to be engaged in your community, to vote when there are opportunities to vote. She represented that, and I think if she were here today, I would like to think that she would stand in favor of this task force to study this issue and to figure out what could be best practices in terms of putting it in the classroom, which may include some of the online education that they're talking about. But there's nothing wrong with having a task force to talk about it. So, again, we're going to hear other task force opportunities and they're going to come from that side of the aisle as well. So, do we take the same position or do we recognize that a task force is merely an opportunity to bring a collection of people together, so that they can study an issue, and possibly offer recommendations how… of how we can move forward, whatever that task force is charged with studying. I currently chair a task force called a School Success Task Force; again, with the primary objective of trying to figure out ways in which we can reduce the number of suspensions, and expulsions and truancies that are taking place in schools. But there's nothing wrong with establishing a task force in order to study the issue that could come up with positive and substantive recommendations on how we can increase, in this case, the level of civics of ed… civics education that our young people learn. So, I, again, I encourage everyone to support the Bill because it's helping our next generation, from kids on both sides of the aisle, to learn and to better understand what we do down here. Now, if you have no interest in children learning more about what we do, I'm sor… you know, I'm sorry about that and I think that's the wrong position to take, but I would strongly encourage everyone in the chamber to support the Lady's Bill. What do city council members do? How many are there in my district? Is my district a village? Do we have a president? What does a mayor do in different areas? All of these things are crucially important, if you want voters with knowledge. When people have knowledge, they usually act accordingly. As we continue in the State of Illinois, we're being remiss, remiss, in not mandating civics education. We're getting exactly what our behavior calls for. If we're saying, oh civics is not important, the voter is saying going to the polls for us is not important, because you have not convinced me, no one has actually taught me what you do, why is it so important. To maintain a democracy you need an informed electorate. Part of that information comes through civics lessons. And I'm sure this task force will give this Body an honest picture of where we are in teaching civics, where we are or where we should be perhaps how we relate to other states, and I think, as we increase our numbers on each side of the aisle, we'll be glad we taught civics in school. It doesn't happen here. I walked precincts on Sunday for a friend of mine who's the mayor of a town that in 2008 was called… was on the list of Forbes Fastest-Dying Towns in America. Through a combination of factors, that town has really turned around, but I was shocked. Every other door that I knocked on wasn't aware there was an election in place despite the fact there were signs everywhere in the town. It was really shocking to me. These are new homeowners, people that had just moved there. Don't… aren’t they concerned about their property values? Do they understand how relevant their local elected officials are? Just among the races that are up for… that were up for election on Tuesday, they were responsible for spending of $1 billion in taxpayer' money. I think that's shocking. We've all been there. I mean, how many of us have stood at the train platform or on the L and watched the vast majority of people walk by ignoring any information we want to provide or the opportunity to meet us and say hello. The same people that, the very next day, would be voting on issues that impact their life. How many of us look forward to going to senior homes because the seniors are engaged and interested and appreciate the value of voting. I'd like to start out by saying that there was a great quote by a man named John Holmes that said, 'There is no exercise better for the heart than reaching down and lifting people up.' So, House Bill 310 establishes a scratch-off game for the funding of School Choice for school kids in the grades K-8. The number of scholarships would be determined by the amount of revenue generated by the scratch-offs. Students who live in one zip code that generates the most the most revenue from the ticket sales will qualify. So, the top 20 zip codes qualify. Scholarships would be issued by the State Board of Education directly to the guardian of the qualifying student. I ask for the passage of 310 because this is not an unprecedented measure. Currently, we have specialty tickets in Illinois. We have specialty tickets for veterans and it's been in existence since 2006. Veterans Cash and contributions have been over $10 million for veteran organizations in Illinois. We also have the Red Ribbon cash since 2008. The Red Ribbon cash has contributed over $4 million to fight HIV and AIDS in Illinois. We also have the Tickets for the Cure of the Carol (sic-Carolyn) Adams Tickets for the Cure has donated over 1… over 7.6 million for breast cancer research in grants since the inception in 2006. And the final one, we have the MS Project since 2008. MS Project has contributed over $4.9 million to the multiple sclerosis in Illinois. Secondly, the only funds that will be used for this will be revenues generated from the specialty ticket. So, the $750 million that the lottery generates and adds to the Common School Fund will remain intact. So, we're not robbing the Common School Fund. The previous Bill that I proposed would rob the Common School Fund of $6 million. This says that any community that buys the most of the specialty tickets will be included in the ability to have a choice for their students in grades K-8. And as far as whether or not if a community remains in the mix for getting scholarships, ISBE and myself, we've been working on making sure that we create the best implementation of this Bill. This is a real commonsense Bill regardless of what people may feel about this. It does not rob the Common School Fund. And I'll go down to eighth-grade math and science. Let's go to science. Only 39 percent of white eighth graders are able to do science at a proficient level. Only 4 percent of blacks will be able to do science at a proficient level and 11 percent of Hispanics. You… you key in on 20 zip codes. And we talked a little bit about the zip codes before. Do you know where these zip codes are specifically?"

"This is… The analysis is based on the previous Bill." Harris, D.: "Right, and of the analysis here, the 20 that are listed here, do we know where they are?"

Seventeen of them… 17 of them are in the City of Chicago, one is in Springfield, one is in Waukegan and the other, I think, is in Oak Park, if I'm not mistaken. So, 17 out of the 20 are in Chicago. Now, if next year… let's say we start with these 20 and the scholarship funds go to the… to the eligible people in these 20 zip codes. "Well, you know, the issue with zip codes has resonated with me. If your issue, like the previous speaker's issue, continues to be zip codes, I've already made a commitment to remove zip codes and make this a statewide ticket for education." Harris, D.: "Okay. Well, that's fair. I think the zip code… the zip codes are not my key concern. But I think it's an issue that's out there and I think needs to be addressed and based on the Bill, as written, those 20 zip codes, I think, have a meaningful impact. But to the Bill, Mr. Speaker. Ladies and Gentlemen of the House, again, I applaud what the Gentleman from Cook is trying to do. I think we should try to fund these scholarships somehow. His procedure here in trying to do this though, I think, is misguided. We talked about the zip codes. That's misguided, I think, but the other reason is keep in mind that we now have a private management company running the lottery. And they're the ones who are supposed to decide what games we have, when those games come out and it’s not done just spur of the moment. It’s done on, guess what, a businesslike basis because if they increase the proceeds of the lottery the way they're supposed to, they're going to make a lot of money. And we're going to make a lot of money. So, my point here is the Legislature… the Legislature should not be in the lottery business. The business of the lottery is now being run by a private contractor. Illinois was innovated. We want to come up with a game for that, it interferes with a business plan that has been set out by the private contractor and the private management company that is running the lottery. Our overall goal with the lottery, which quite frankly, in my mind, is the goose that lays the golden egg year in and year out. The lottery produces revenue whether the economy is up or down and it's steady revenue. We don’t want to be interfering with that. We have a management company that has laid out a business plan. Let's not interfere with that business plan. The objective that the Gentleman has for getting some dollars to these scholarships is a good one; unfortunately, I think the path that he is taking is the wrong one. And because of that, I'd urge a 'no' vote."

I did try to work with all those entities that were originally opposed to the Bill. We did come up with modified language. I brought in experts in the field of TIF to testify before that committee. And this Amendment is the agreed upon Bill that we got out of that meeting. And even after we had the meeting, an individual said, well, we're sure that we could probably work with it. We still had the City of Chicago who did say that they would still be opposed no matter what we came up with, even though they were a party to that Bill. A school district that has resources, that has sciences labs that are up to date and accurate, that is providing textbooks. This would actually do that and it does it in a way to where it does not affect the property tax caps at all, so we're not talking property tax increases or anything along those lines. It just works within the scope of what's currently out there. This is actually a very good Bill. I took this lang… the underlying Bill, which you had the most opposition, was based upon Wisconsin law, which would've totally exempted school districts. We got a lot of opposition to that, which is why we did the Amendment. The Amendment is based upon Minnesota law and has proven to work and to be effective in providing much needed funds to our school districts. So, I'm open for questions."
