I'm a little thrown back here because we didn’t have the colors. I'm… I'd like to do something honoring that, but you have… you have veterans here that would have been… loved to bring up the colors. So, if we can in the future make sure that happens. It's not about us, it's about those who've passed. This morning, I had an event back in my district. And God is amazing because he works in mysterious ways, 'cause I was wondering what I was going to say today. And the gentleman I wen… ran into was a World War II veteran. He was in the Battle of Iwo Jima and Okinawa, in the Navy, and he's a member of our Aurora Navy League. And he gave me a poem, his name is Richard Williams, and he gave me a poem today to read to everybody… everybody within ears' shot. 'Memory of many, in honor of all. We ask in memory of many, please respond. For every city, village, town and hamlet has a bond with which to make this day, the day now set aside, for which, in which, by which we show our solemn pride. In honoring those we know, we also honor all. For all the wars we fought have answered freedom's call. This day became Memorial Day with ample pride, bestirring patriotic verve for those who died. Today, we also thank all those in uniform, as well as all those who have served in any storm. But let's back up a little, slightly different ground. If we’re the reason you are here, turn that around. We wouldn’t be here but for you, make no mistake. Parades are based on numbers, numbers which you bank. You've had your three days holiday, which all cheer, but having fun is not the reason you are here. "The first point is a little bit lighter. So, I know that we have a somber mood here today, but I am happy to announce that today I am joined in the chamber by my wife, Sharon Martwick, who sits here to the right of me. So, at some point today, I hope that you will all take an opportunity to introduce yourselves and welcome her to the chamber. Thank you. I would not be here without her support. Secondly, today… in the past year, I lost a relative, my Great-Uncle Richard Wiercioch. I know that the appropriate time, since he was a veteran, would be to acknowledge him on Veterans Day, but he passed between the two holidays. And there is some relevance to his passing. Uncle Richie was just a young boy of 19 when he enlisted and went to basic training and was promptly assigned, 'cause he was slight in stature, to serve as a ball turret gunner, bottom turret gunner on a B-17s in World War II in the European Theater. That position, as those of you who are war historians will know, held the highest casualty rate of any position in World War II. He served 30 bombing missions over Ber… over… over the European Theatre, which was really unheard of. As many know, B-17s were lost in great numbers and he lost many of his comrades and his friends and his fellow soldiers in those bombing runs. And one of his last bombing runs was a part of the first B-17 bombers over Berlin. And when he told me that story, he told me how they would take him to the war room… the ready room, and the… the Colonel or whoever would come in and pull the sheet off of the board and he would look at the arrows. It started from the base and… and it took you to where your bombing run would be. But he said on that day, he followed the arrow over to Berlin and he… as soon as his eyes met the tip of the arrow over Berlin, he said to himself, today's the day I die. And he didn’t; he survived, yet amongst huge, huge casualties. He was awarded two Bronze Stars and in true hero's fashion, in the years that followed his service in World War II, he never once talked about the good times. He talked only about the pain that he felt of not only losing the comrades that he lost in such great numbers, but of the terrible casualties that were inflicted for everyone in the war theatre. He was a true American hero and he was one of the last of a great generation. And so, even though today is not his day, I know that this day meant so much to him, for all the comrades he lost. And it’s the first day he's not here to share those memories of… of his fellow soldiers. So, I just ask everyone to join me in a… a moment to remember my Uncle Rich."

"Thank you, Mr. Speaker, Members of the House. Senate Bill 3522 is an effort to encourage the use of… of existing diversion programs. It's an initiative of Treatment Alternatives for Safe Communities or TASC, which is a program many of us are very familiar with, has a very high degree of success in our criminal justice system. TASC defendants in Cook County actually only have about a 3 percent recidivism rate. This is a good way to move forward and… and reduce recidivism within… with drug crimes. The Bill specifically targets the use of existing programs, such as the Offender Initiative Program and Second Chance Probation because they provide a diversion from the traditional criminal justice system and incarceration at the pretrial and prosecution stage. Additionally, within this Bill, the… is clarification language that very low level meth offenders, nonviolent first time drug offenders who… whose drug of choice is meth, who are not yet in an addiction situation, are eligible for the Drug School Program, the TASC Drug School Program. And the… the Purchase Care Review Board, you know, is working to make decisions related to placement and programs, costs related to programs. This would be an individual who would be present who could field questions or provide clarification, inform the Purchase Care Review Board as they are formulating or deliberating related to decisions." Davis, M.: "Wouldn’t you think, though, that this board would be very knowledgeable if they'd been appointed to that board? Surely they wouldn’t have a nonvoting member who had greater knowledge than those members who are sitting on the board. I think the State Board of Education's concern was someone is sitting there with board members who will be seeking certain, I don’t know what you call it, I don’t know, certain special treatment. And if they're sitting there, they would highly influenced… influence the board, whereas other entities who are not sitting there as nonvoting members will not have that opportunity. And I know this board is supposed to make decisions that relates to all the children where the services are lacking within certain school district in regards to special education. And so, will this person have a special education background? I mean, what is the… what is the background of this person? Why is this person needed?"

"I'm sure there's… there's obviously, I would assume, I should not say obviously, I'm assuming that you have someone in mind to fill this seat. And I'm just wondering, what is the purpose and what will be the background of this person that would add something to the people that’s already existing on the board?"

"I personally don’t have any individual in mind. This Bill is the initiative of the Illinois Association of Private Special Education Centers. They believe that it is important to have a nonvoting member representing who is an administrator of private nonpublic special ed school to be added to the board."

"Is the analysis correct? Because my analysis is saying that the IAPEC argues that this nonvoting member is necessary due to lack of knowledge. That the current board members are having pertaining to how private special education centers operate. Is that… is this correct?"

"That… that may be their belief. Now, I'm standing here, you know, I would not argue that the current review boarders… board members, you know, lack knowledge, but I think that certainly everyone benefits when there is more information in the room. And the goal of this would be to provide for… indivu… specialized information, to be available to answer questions, you know, clarify information."
