So, we go through this process in our committees, and if anybody's been through this committee process over the last two months, I will say for the most part they have not been genuine. I would also say for the most part they have not been transparent, for a number of… some of the committees that operated well, but some of them were just chaos. And the fact is, we're expected to work in a bipartisan manner for the best of… of our constituents. We represent over 5 million people in the State of Illinois. But I will tell you this, some of our Members are not even allowed into the working groups. And early as yesterday, some were not allowed to participate. So, where we at? Eleven o'clock this morning, another Bill is dropped on us… budget Bill for FY15, 11:00 this morning. No committee hearings after the budget was introduced. Amendment #1 to House Bill 6093 represents the budget for both the Illinois State Board of Education as well as the Illinois Education Labor Relations Board. Some of the significant highlights, particularly for the Illinois Education Labor Relations Board, is that there was a slight increase of $36,300, which is an operational increase that arose out of litigation to fund an employee. Significant differences with the State Board of Education budget is that we were able to achieve general state aid proration of just under 89 percent. Davis, W.: "It's my understanding, Representative, that there was a… some of the… and this is at the request of the Senate, changes that the Senate requested, is that they took a portion of the money out of the general state aid line, as well as, we had a balance of about $8.9 million that was unspent and they reduced that line to about $3.2 million."
"So, speaking of that 3.2 million, that targeted initiative, can you give us an idea of what are some of those initiatives?" Davis, W.: "Yes. They represent afterschool programs on the west side of Chicago, the south side of Chicago and the south suburbs; school improvement programs in Chicago, Peoria and Streator, Illinois; job training program in the south suburbs and capital improvements in the western suburbs."

We all know, people come from all over the world to Springfield to experience and learn at the Lincoln Presidential Library and Museum. It is one of Illinois's greatest resources. Today, the library and museum are under the Historic Preservation Agency with an executive director and an advisory board appointed by the Governor. This Bill would make the library and museum its own independent agency, a freestanding, independent agency. It would transform the advisory board into the governing board with the 11 positions appointed by the Governor, subject to Senate confirmation. Each member must have knowledge and ability in matters relating to history, research, cultural institutions, archives, libraries, business, or education. Going forward, the board… the board, rather than the Governor, will appoint the executive director. Next, the new agency will be subject to the same procurement rules as all other state agencies. They will continue to work with the chief procurement officer to ensure items are procured properly. Next, the advisory board expects this change to become revenue neutral. Again, the Bill does not impact the function or the duties of the library. Thus, it should not have a fiscal impact. Next, the change will not impact the library and museum's ability to attract grants. In fact, it may actually assist the process given that we are eliminating one layer of bureaucracy by removing it from the direction of the Historic Preservation Agency. Finally, in response to discovering this new agency would have approximately 70 employees, one of the Members of the committee inquired how this compared to other agencies. You may be surprised to learn that 40 state agencies have 74 or fewer employees. The smallest agencies have fewer than 5 employees. The new agency will compare in size to the Board of Elections, which has 70 employees, and the Office of the Executive Inspector General, which has 75 employees. I would be available for questions."

I honestly do not understand why the Sponsor feels as though this has to be done now. They are in that same category which they… these are all regulatory… regulatory agencies. I don't understand why the Abraham Lincoln Historic Library has to be in that same category. Why do they have to have the same authority? I have a concern about the… the power to make administrative rules, even though he talks about these rules having to go before JCAR. The library itself has now been in existence for 10 years, for 10 years, yet it is not… it's a library and museum. The museum and library has yet to be accredited. Has yet to be accredited, which means that they cannot receive pieces of historical items from other libraries because they are not an accredited library or museum. This needs a lot of work before we just make this change which pops up in a day and a half. I certainly respect the… the Sponsor's intention to make the change, I just don't understand the change and I don't feel that the way it's being made has been given enough discussion, enough thought. So, I… I know that we've lost a lot of programs in that site because the feeling is, may… maybe some of the priorities went to the museum.
