"Can we just have some… Fellow Members, this morning I know that many of you heard about the tragedy down in Florida where seven marines and four army troopers it is thought were killed during an exercise outside of Eglin Air Force Base. When I heard about it, one thing that I know about Eglin Air Force Base is there's a camp down there called Camp Rudder. And it is where you go for what we call the Florida phase of ranger training. But these highly trained men and women, the reason why they're… they're highly trained and the reason why they can do the exercises that they do is because they are trained. But many times, trying to make the training as realistic as possible, there are accidents. And when you think about it you should think about the sacrifices that these people make even in training. And this was a training exercise. So I know all of our hearts go out to the loved ones who are left behind. But it is something that I really want everybody to be mindful of. That training goes on 24/7. These are very dedicated people, and it looks like they were lost in a training exercise. So, Special Forces, just like any other unit of the military, are extremely important because of what we have them doing. So I'd like to have a moment of silence for the lost soldiers."

We know that there was a similar Resolution read in the Senate. It's hard to lose a friend. Many of you knew Dean, some of you did not, some of the newer Members did not know Dean. You missed a real treat. He was a very special person. I would invite you, at your leisure, to read House Resolution 158. It's not the usual Death Resolution we hear in this Body. For instance, it talks about how Dean became an Eagle Scout, but if you knew Dean, you know he was no Eagle Scout. It talks about him getting a graduate degree in epidemiology, but in the entire 15 years I knew him, I didn't even know he could pronounce epidemiology. If you ever went to a meal with Dean Sweitzer, you were full before the entrée came and everybody took boxes home with them. And the Resolution discusses his shtick, let's call it. So, Dean had ways he referred to people and ways he talked to people. Often he would yell 'yo', or yell 'you're wacked', or 'I hate you', which was one of his big ones. I got a lot of 'I hate yous' from Dean. And then, of course, he would want to know if he could smoke in here. Dean referred to himself, fondly, as the King of the Idiots. And many of us idiots, include me in that group, met him at the Globe Tavern many nights while he was doing his work as what he called a hobbyist, not a lobbyist. Dean was passionate about his work and did much to protect an entire industry. The long-term care industry was served well by our friend Dean Sweitzer. I never met anyone like Dean. He was genuine, honest, open, and caring about things and issues, but especially about people. He was an icon in Springfield. People loved Dean not for what he gave, although he was certainly generous, but for who he was. What he gave mostly was his spirit. I can't think of another person who I have met that had such a great impact on the people in this circus, known as Springfield. He brought people and polar opposites together. He did it with joy and with friendship. His loss was a big blow to all who knew him, to me a bitter and personal loss. Our friendship was deep and strong; it transcended government and politics. No one will ever have a better friend. A quick story that will tell you all you need to know about Dean. Last summer, I was with him in Minneapolis for the NCSL convention, some of you were there as well. It was a four- day convention, and on the third day of that convention he said to me, well, I've got to go back to Chicago. Why do you have to go back to Chicago? Well, here's my plan. I'm getting up at six in the morning, I'm flying to O'Hare, my friend Boom Boom, who's up in the gallery, is going to pick me up and drive me to Frank Mautino's golf outing. And then what are you going to do, I said. Well, then I'm coming back to Minneapolis for dinner. And he did. He got up at six, got on a plane, drove two hours to Frank Mautino's outing, two hours back to O'Hare, and flew back to Minneapolis in time to watch the Jackie Robinson kids on television with Kwame Raoul and I. It was a startling thing. Not just because he wanted to be back with us, but because he had promised Frank he would be at his event and refused to miss it. Dean, you had an impact on everyone you ever met. It was our great fortune to be with you, to know you, and to learn from you. Your spirit, your heart, and your love for life were not lost on us. As we reflect on who you were to us, we know we… we have been made better people to have had you in our lives. Dean was, to many of us, not just a professional that we worked with on long-term care issues, but he was a friend. And for us, today is… is difficult, but I would submit to you, necessary. Difficult because we lost and mourn our friend, but necessary because we also need to recognize Dean's impact that he'd done here, day in, day out, on a professional basis. Dean was at his best when he was tracking an issue that affected long-term care. And… and he was hyper about it. I mean, you would run into him and he would say, I've got to go to committee. This is going to kill us if this thing passes. And he fought passionately for his industry and he educated us in that process. And we were better for it, we made better decisions. And I now know terms that I would've never known. What RUGs meant, Rate Utilization Groups, and the impact of having a health care system where some good systems were penalized so that we could boost up the… the systems that were failing. We really needed to look at a different system, and he made that impact. And that was one of his last great contributions on his work for Lexington Health Care down here. But then there was… was Dean, our friend. And you couldn’t ask for a better friend, a more loyal friend, a friend that could… could get you through a bad day. If you had a bad day here, he made it somehow better. I watched Dean and many times tell me things would work out over a dinner. And I think in every restaurant in every part of Springfield I've had every appetizer they have to offer. But he did have nicknames for everybody. Roger Eddy was Roger. Lou, actually, was Lou the Sweeper. And we don’t… I'm not sure how that happened. I heard that he referred to Lou as the cleanup guy, always cleaning up stuff. He had the Y Girls, who was all the Legislators who ended… whose… were female whose last name ended in 'y'. For six months I thought he was referring to them as the Wise Girls until he told me, no, it's the Y Girls, you know. And then there was his own family. He loved to talk about his daughter; he loved to talk about his wife, 'The Warden'. For five years I heard about The Warden. And one day in Springfield, 'The Warden' was here… she's with us in the gallery… and I realized I didn't actually know what her name was. And that, shortly, I was going to be in this really uncomfortable position of saying it was nice to meet you, Warden. So, I reached out to those around me and I said, hey, do you know what… do you know what 'The Warden's first name is? Nobody knew what it was except Kathleen, the bartender at The Globe; she knew, she told me it was Pat. She saved me. I got to say it was nice to meet you, Pat. And I want to… I want to tell Pat how much Dean means to us all. The impact he had on us as a friend, an impact that he had for Lexington Health Care here in Springfield. He can't be replaced. As I reflected on the idea that we were going to be memorializing Dean, it was kind of hard to form a smile to take that picture today because it… I realized that once we left this chamber, I wouldn't have my friend to say, you idiot, you moron, where do you want to go to dinner? Dean was, as those who spoke previously, one of those larger than life characters that we are sometimes very fortunate to know. I've known Dean for over 20 years in this experience, and he used to insist that I was his first foray into the dark side. Meaning, I'm a Democrat, and he generally didn't associate with Democrats. But Dean was a character that sometimes would be indescribable. If you ever told your friend about your great friend in Springfield, you'd have to use a couple of words that I probably couldn't say on this House Floor. He was the most gracious, most caring, most generous man I've ever met in my experience, certainly in Springfield, and I might say in my entire life. Dean would be there with a helping hand, with a kind word, a joke. You couldn't help but feel better being in Dean's company. And right away, within a week or two, we started talking about health care issues and long-term care. And within… within the first 6 months, we became very good friends and best of friends as of the last 16 years. So, everybody has mentioned everything good about Dean, you couldn't say more than his fun loving and how high spirited he was. But as several others have said, when it came to his job, the real reason he was down here, he accomplished what he came to do. He was involved in every discussion there was regarding health care and long- term care, and he served the people that he came to serve. Because what he cared about most in health care and long-term care was that those people, seniors, disabled, had good quality health care and excellent access to health care. His presence is greatly missed, as we've all spoken about today. But the main thing is, is that for his family and his friends that are all here, we're here to celebrate his life, as Representative Tryon said, not to mourn with sorrow. Because so many people can move on, but there are other people in our lives that their presence and their memories will never be forgotten. And that's what Dean would want today, a celebration of his life. So I was about 60 pounds heavier at that point in time, and the three of us lived out of my suitcase. Swear to God. Dean, you know this is true. The three of us lived out of my suitcase for a week; thank God my wife packs a lot of stuff. But when you think of… of a human being who touches all the lives of those around him, he spreads joy, he speds… spreads happiness. In this building, he brings knowledge and truth to issues that matter to people. We were blessed by his presence."

The individuals that were… I recognized earlier today, Reverend Walter Jones, on behalf of the executive… or the executive director for Fathers Who Care, and the West Garfield Park Youth Coalition as well as the… the Chicago Area Project. As I said, 1 of 45 coalitions that work specifically on this problem within the West Garfield Community are part of the leaders and they're looking for creative ways to come up with activities, events, and the like so that we can address the issue of substance abuse in our community as well as the violence. And we seek to have October 5 as that day to bring the community together to work and to… to foster the idea of community in addressing these issues."
