She moved to Chicago where she studied medicine at the Woman's Hospital and after… after she went to London, where she studied at the School of Science and became friends with feminist Emily Faithfull. Returning to Chicago, she graduated with an MD and in 1890, she became a professor at Northwestern University Woman's Medical School. She became the first physician on staff at Cook County Hospital. It is an honor to recognize the achievements of a great woman that was lost in Illinois recently, Reverend Tip… Reverend Taplin Barrow, Willie Taplin Barrow. Reverend Barrow, as an elementary school student, led a boycott because there was a bus company that would not pick up African-American children. Reverend Barrow was 10 years old at the time. Thank you, Mr. Speaker."

Reverend Willie Taplin Barrow fought for the rights of all. She believed, as Dr. Martin Luther King believed, that all of us… or we can all be great because we can serve. Mr. Roey Gilad is located in Chicago. He represents the Israeli Government throughout the Midwest. He's the highest official of the Israeli Government in Chicago and in the Midwest. He has a very distinguished career in the Israeli Foreign Service, at one time serving in the United Kingdom and other postings in different parts of the world. He recently completed a course of training in the War College in Israel. He comes to us today with a message from the Israeli Government. It's a very appropriate time because you probably know they just completed their elections a few days go and they retained the Prime Minister Netanyahu as the leader of the government. "Speaker Madigan, I think I can call you Michael by now. Friends, it's been nearly two years since the Speaker invited me to speak here for the first time and today's my second time in this chamber. I know some of the faces and some of the faces, the new Members, are new to me, but I would like to familiar… familiarize myself with all of you. Ladies and Gentlemen, some of you may have heard that when you were celebrating St. Patrick's Day, Israel went into elections. In Israel, voters vote for Parties, not individual candidates. When the ballots are counted, the leaders of the Parties that won the support of the biggest members of the Knesset, Knesset is our Parliament, is asked by the President of Israel to form a new government. Indeed, Prime Minister Netanyahu has been asked only yesterday by President Reuven Rivlin to form a new coalition government, a process that gives him 28 days and if he needs two more weeks, like 14 more days, to negotiate with the different Parties to join this coalition in the hope of reaching a simple Majority of 61 Knesset seats. Obviously, the more members of Parliament to support this coalition, the more stable the coalition will be. Obviously, the greater the majority, the easier it should be for the Prime Minister to turn his policy platform into law. In return for their support, Parties are offered ministerial positions, policy decisions, and even the right to freedom. However, one Party's demise can often cross another potential partner’s red line. Hopefully, the final result of this process will be a new and stable coalition with a clear mandate to govern. What is certain is that Israel's democracy, the only one in the Middle East, work once again. And I wanted to say a few words about the process, for I know that this process in Israel… the system we have in Israel is very different than the system you have here. You cannot turn on television news or commentary programs these days without the lead story, obviously, after the NCAA basketball competition, being about the current negotiations between the P5+1 and Iran led by the United States in order to negotiate an agreement to prevent Iran from becoming a nuclear military state. Iran is the neighborhood bully. Since the 1979 Revolution, Iran has grown into a regional challenge. 09900029.docx 18 STATE OF ILLINOIS 99th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 29th Legislative Day 3/26/2015 Day in and day out, Iranian proxies are trying to destabilize the region; Lebanon, Syria, Iraq, and as you all now… know now, Yemen, our states who paid already the price. Iranian fingerprints… fingerprints of Iranians terrorists can be found all over the world. Only lately, the Jewish Attorney General of Argentina was murdered while trying to expose the connection between Iran and Hezbollah and the attacks on the Israeli Embassy in Argentina in 1992 and the Jewish community center in Buenos Aires in 1994. Against this very dark background, one can understand the regional anxiety facing the danger of a nuclear Iran. It is bad enough to have a conventional neighborhood bully. Allowing the bully to become nuclear might be a mistake that the Middle East will not be able to contain. For this reason, Israel has voiced the loudest objection to an agreement that will not dismantle the Iranian military nuclear capabilities and we leave Iran as a nuclear threshold state. But Israel is certainly not alone in this campaign. We do reflect the anxiety of many Arab-Sunni states in the region that are hiding behind Israel's broad shoulders. We will also be watching to see how these negotiations play out as Prime Minister Netanyahu has said repeatedly, no deal is better than a bad deal. Let us hope that in the framework agreement that if a fra… that if a framework agreement is reached by the 31st of March, the result would set the stage for a final agreement in June that will ensure the security of Israel, the Middle East, and beyond. The alternative, which is a nuclear-armed Iran, is indeed a terrifying prospect. Turning to something much more pleasant, my friends, I didn't really come to Springfield only to discuss the Iranian challenge. I came to Springfield to encourage the continuation and expansion of the strong economic and commercial relationship between the State of Illinois and the State of Israel. In the last 67 years, despite nearly constant threats from our surrounding Arab states, terror organizations, and now Iran, Israel has managed to build and sustain one of the most creative economies in the world. International micro economy indicators show that Israel is number one in the world in investment in R&D, four percent of our GDP, which is second to none in the world. Similar indicators show that Israel is also number one in the world in flexibility, in adaptability, entrepreneurship of managers, availability of scientists and engineers, and information technology skills, and second only to the U.S. in venture capital availability. All those factors made Israel into what is known as the start-up nation. Those indicator trait… indicators created a very special Israeli ecosystem that has already convinced many American giants to open R&D centers in Israel or buy… or to buy Israeli high- tech companies. Those companies include Intel, Google, Apple, and General Motors, to name only a few. The high-tech giant Motorola has been in Israel for more than 40 years and some of the technologic… technology developed in Israel by the company are now used worldwide. Speaking of technology, the Israeli-Illinois R&D partnership has been growing significantly. One of the most important developments was the formation of the joint venture between the University of Chicago and Israel's Ben-Gurion University of the Negev to form the Institute of Molecular Engineering on the university's Hyde Park campus. This enterprise has begun funding a series of ambitious research collaborations that apply the latest discoveries in nanotechnology to create new materials and processes for making clean, fresh drinking water more avalabil… available and less expensive in the year of 2020. I'm confident that once Governor Rauner and the Illinois General Assembly work together in the coming year to resolve Illinois current challenges that the Governor will seriously consider my open invitation to lead a trade and investment delegation to Israel and I sure hope, Mr. Speaker, that you will be able to join in. As several of your neighboring Midwest states have discovered, there is now… there is no substitute for the mission led by the Governor to further strengthen and deepen the bonds between our two great states. I will conclude my few remarks with a topic that, I guess, you do address… you do like me to address and this is the relationship between Israel and the United States of America in the national level… at the national level. As you are all aware, the personal relationship between President Obama and Prime Minister Netanyahu are not great, some would say, to say the least. Unfortunately, recent decisions and events have not helped to improve the situation, to say the least. Relations between the two leaders became even more complicated with the growing of partisan politics between the White House and the Congress. The last… the last thing that Israel wants or needs is to become a divisive, partisan political issue. Democrats and Republicans disagree on many issues, but the U.S.-Israel relationship should not be one of those issues.
