"Ladies and Gentlemen, over the weekend, I think all of you have been following the news of the tornado that hit Representative Demmer and my district in Ogle and DeKalb, part of Boone and Winneb... and McHenry Counties. It has really been heartwarming to see the outreach of the citizens of our state when disaster strikes. For those people that say the state can't work together and this is a me first generation, the response, I think, has been overwhelming. Part of the damage that occurred, occurred most severely in my district, and as a result of that, two people lost their lives. The grandparents of a person that has been on this House Floor serving as our Page. These individuals didn't expect an F4 tornado to hit their homes. They weren't prepared. They weren't listening to the alerts that were going on. If I can bring a message from these individuals it would be that all of you remind your constituents that when there are weather alerts they ought to be taking precaution, that they ought to take plans on how they will respond. And when it does come, open your hearts to those victims, because when you look at the devastation that we've seen, the Governor, Lieutenant Governor, many others have been through that area. It is devastating. It's like a bomb goes off in a community and you have houses that are flattened, you have houses that have disappeared. And fortunately, only two people lost their lives in this area. But they are two people that today we want to remember and remember what we can learn from this situation. Can we pause for a moment of prayers for those victims and those that are trying to recover their lives?"

It requires two voting members of the board to have experience in weatherization or energy efficiency and at least one to have experience in workforce development. Part of the challenges that some of the grantees... and no program is perfect... but some of the grantees have run across issues where they... it could have been avoided had there been individuals with experience on it. Furthermore, this Bill raises the cap on the maximum annual grant from 500 to 2 million dollars while maintaining a 15 percent limit for the administrative purposes. The cap on this is really spent on homes and it raises it from 6500 to 10 thousand. Do we close down schools that actually have kids who are having... who are struggling with their math and their reading? No, we try to fix it. We try to add a little bit of more tweak to make the program better, to make the school systems better, to make our jails hopefully improve. In this case, it deals with weatherization and how it is that we can improve an economic impact on communities that have been disenfranchised and isolated from some of the economic weatherization and the sustainable growth model of a job and workforce development construct. That's all this Bill does. It's not complicated. This Bill simply tries to improve this program that is needed and that passed out of here several years ago with a large consensus. So, I hope some of the questions have been asked. You know, if we base everything on what the media says, we might as well shut down and go home and let them come govern. This is a positive Bill; it's a good Bill. It cleans up and straightens up a program that a lot of us supported and that I would encourage for an 'aye' vote. Thank you."

"So if someone has a problem with the current legislation or the current law, they would have to do something like get a Bill to eliminate it. And this Bill improves it." Davis, M.: "Well, that's what they would certainly have to do. These funds have already been appropriated in 2013. Only 27 million have been spent. We think with the changes made, we will... we will better adhere to federal guidelines in reference to the classification of the workers."

"Thank you, Mr. Speaker. To the Bill. I reluctantly rise in opposition to this Bill. Certainly, the intent was one to help low income families winterize their houses, save on energy costs, and get people to learn a skill and help communities out. Unfortunately, the program hasn't followed the intent of the Bill, and I'm going to read one specific area for you. On page 4 of the Bill, line 16 paragraph H; a grant recipient may not use more than 15 percent of total grant amount for administrative expenses. So in the Bill, when we pass it, we said, your overhead, your administrative expenses can't be more than 15 percent. Our Auditor just audited this program and said they're putting in 80 percent on overhead expenses. Now, if it was 20 percent, 25 percent, I could have that discussion, but 80 percent from the Auditor General, not the Sun-Times, that's something that needs to be revisited. If you want to bring this Bill back and talk about how we're going to bring these expenses in line with the intent of the program, I'm willing to help. I'm willing to help pass this because the intent is good, but right now, the program is failing. It is not doing what it needs to be done. It's a waste of money when you're putting 80 percent in overhead to run a program. The people it's intended for are not getting the services that they need and not what the program wants to do. So, reluctantly, at this point until changes to the Bill are made to bring it in line with the intent, I urge everyone to vote 'no'."

I understand the discontent of the other side of the aisle and I understand that you are concerned about the weatherization program and some of the reports that have been in the news media, but this makes it better. This tightens it up and makes it better. I don't understand why you wouldn't want to improve it. And for those of you who go around the state and have gone around the state campaigning against the prevailing wage, this actually would make this subject to the federal prevailing wage which would potentially lower the amount that's going to be paid to the people who are working in this program and make it more accessible. So if you want to reduce the prevailing wage, vote for the Bill. If you want to tighten up the program, vote for the Bill. But to just get up and say, we're against something and trying to make it better, I don't understand it. I'm voting 'aye'."

They sold bonds, not general obligation bonds based on real estate, but they would be selling debt certificates using this as a source to retire those certificates. If the certificates were to be retired or they had other sources of revenue that they could put in place of that, they're free to do that. And I think having mechanisms for municipalities to be able to finance economic development without going to property taxpayers is a great tool. Would that be kind of a summary of what this tax is?"

I wouldn't trust the DCFS with any of this. Absolutely not. This Bill goes too far. It doesn't even let... it doesn't even say that you have to first try to even connect with the parents. They can just simply take the child and take him through medical processing and the parent has no right of refusal or right to even be there or nearby. And this can happen at any age, it doesn't say age 14 and above. It can happen to the 2-month-old, where the parents are falsely accused of doing things to the child that have later found out to be false. I fully support, instead, the Family Defense Center, and I would trust their opinion over DCFS every time. DCFS is a scandalized government agency in Illinois. We have yet to even see the investigations fully vet their new procedures. You can't just simply take a DCFS initiative Bill and say that anything was done in its proper form. There's not enough protections for parents at all in this Bill. This Bill goes too far. Please vote 'no'."

Insurance wise, they have problems getting them filled within a 30-day period so they can stay current with the prescription. This would just simply say that it would not be that barrier that's presently there and that would keep them in the medication with the eye drops that they need. I'm not aware of any opposition to the Bill and I'd be happy to answer any questions."

"Well, I'm just concerned that it might set us back. Years ago, I chaired the Prescription Drug Task Force. We passed the Bill for the Senior Citizen's Prescription Drug Discount Act. I've been very involved in prescription issues. I'm concerned though if we pick one that we're hurting others. I could tell you one thing we did years ago were people who had asthma is we required insurance companies to provide more than one inhaler so folks could, you know, fill mul... fill a couple of the prescriptions at once, because sometimes when you're traveling you may not have your... your albuterol inhaler or whatever it might be. I think a better way to look at this is to allow for multiple pres... have a couple of them filled at once, if you're concerned and have the refills... maybe do the refills upfront, especially on a chronic issue like this and perhaps give them two or maybe three refills at once instead of doing it this way. 'Cause if you do it this way, I think what you're doing is providing coverage for the insurance companies to deny people to get the medications they need. I think a better approach would be to have multiple refills at once and I think that might be something you'd be willing to move to Second and we could... we've got weeks to do this, and perhaps amend it that way. You'd still get to the same conclusion. Currently, in Illinois if you have four or more DUIs you cannot never drive again legally. The fact is that these people are driving, but they're just not driving legally. And this would allow them to... after five years after the completion of their last sentence, they would be able to go before the Secretary of State's administrative hearing procedure process, present evidence, convincing evidence that they have been alcohol free for three years, agree to drive with the interlock ignition device for the rest of their lives at their expense, and if they are successful in all that, the Secretary of State could give a restricted driver's permit. So again, the Mothers Against Drunk Driving is for this piece of legislation. I had... had the opportunity to work through this with Leader Durkin. And I believe that he is on board with that as well. So I'd ask for your support."

One is the Secretary of State's Office that is vetting these individuals before they would be eligible for the restricted driver's permit.
