And so, the idea was to create… there is a governing board. It's appointed by the mayor of the City of Chicago. And it gives them the authority to use this for other purposes specifically in this case low interest home improvement loans which of course would then sort of fit with the original design of the plan which was to, you know, protect home values in the area."
