I would just ask the Body and the state as a whole to remember an amazing man who passed away in my district a few… several weeks ago. He was… his obituary was highlighted in… in both The Daily Herald and The Chicago Tribune, maybe you… you caught it. The power of one life to impact so many and to save untold lives. Some of you in… in this Body actually met this man. He was a physician from the town of Inverness, and back in the early '70s had the desire and the, you know, drive to create a paramedic service in Illinois. And so, he championed this effort. Initially, he met some resistance because there was a belief that those first responders wouldn't have the… the medical knowledge or the know-how, and yet with his persistence, with his skill, he was able to train dozens and hundreds of firefighters to become paramedics. And for those of you in this room who have participated in the fire ops program, you had a chance to meet him. At the time I met him, I didn't understand who he was or… or what kind of a pioneer he was, but his name was… his name was Dr. Stanley Zydlo. While we face visib… difficult budget decisions in the coming weeks, this should be an easy decision. We're in full- blown fiscal crisis right now, we're facing 5 billion in a backlog of unpaid bills, and struggling to find resources to pay for vital services. It is unconscionable that Democrats in the General Assembly would even consider accepting a pay raise. Speaker Madigan needs to demonstrate some fiscal responsibility. And I tell you, the silence when a cretin like this gets up and talks, and is not beaten down by those who want that, really concern me. So we might disagree on policies, but we shouldn't give up on our human decency and the respect that we have for each other. So I think we need to demand more from our leaders, especially those who want to lead our country, and call out when an emperor has no clothes. I… I think that we have an obligation to raise the political discourse, and instead of looking for scapegoats, we need to work together for solutions to our state and our country. This young man, this boy, this child, and I marched in that march with over 400 people, and they were all young children that were out there because of the loss of Amari Brown. And so I just ask that we reflect on many of the things that we're here for, and of course, everyone is saying, well, we need to do this, we need to do that, but a 7-year-old shot down senselessly during a celebration weekend, and is happening a lot of times in our communities. And we just ask, as the Chicago… especially Chicago reps, we are carrying a burden of a lot of violence. "Then I will explain the Amendment. You heard a lot of testimony this afternoon, testimony about critical, important state services that today are not funded. What this Amendment provides is funding for county fairs, funding for low-income energy assistance, funding for immigrant welcoming centers, and also immigrant services. Neither county fairs nor energy assistance takes any money at all from General Revenue Funds. Total spending in these four programs would come to $602,000 in GRF, and $2,790,000 in all funds. So I'd be happy to answer your questions. You heard the testimony today. You know how important these activities are. Again, just to reiterate, two of the programs require no GRF funding. (b) The General Assembly by law shall make appropriations for all expenditures of public funds by the State. Appropriations for a fiscal year (sic-shall) not to exceed funds estimated by the General Assembly to be available during that year. (c) If appropriation Acts are not in effect on July 1 of a fiscal year that provide for the expenditure of funds estimated to be available for that fiscal year as shown in the budget, the Comptroller shall order payments and the Treasurer shall make disbursements to the extent revenues are available to make those disbursements. Disbursements made under this subsection (c) in a calendar month for a particular purpose may not exceed one-twelfth of the amount disbursed for that purpose in the preceding fiscal year. The authority granted under this subsection (c) expires when appropriation Acts that provide for the expenditure of funds estimated to be available for that fiscal year as shown in the budget for the fiscal year take effect.
