Right now, the timing requirements to make this request are very tight and this Bill would just simply make it an option to file a petition later during the case within 30 days of the entry of judgement and to extend that to any time after entry of judgement to 60 days following successful discharge from probation. "Thank you very much, Mr. Speaker and Ladies and Gentlemen of the House. Senate Bill 2985 amends the Genetic Counselor Licensing Act. What this does is remove the requirement that they have to have a referral from a medical doctor. This is an initiative of the task… Genetic Task Force of Illinois and is supported by the task force and Rural Health Association. There are no opponents. The Med Society is neutral on it. This would improve access to genetic counseling. It would reduce costs 'cause they can just go directly to a counselor and provide for quicker care. The original Act we passed back in 2003, we were one of the first states in the nation to pass an Act. And now, 21 states have laws regarding genetic counselors. Harris, G.: "Mr. Speaker, Ladies and Gentlemen of the House, you'll remember back in April when we were here we passed a emergency, temporary Appropriation Bill from the Emergency Assistance Fund in order to help our higher education system, our colleges, our universities and our MAP grants sustain themselves and prevent closures, further layoffs and disruptions to the lives of tens of thousands of people in the State of Illinois. At the time that piece of legislation was moving the question was raised, can't we help human service providers, those who are out across the State of Illinois helping our most frail and vulnerable citizens, the aged, the disabled, children, persons… people who are sick, reducing violence in our inner cities and all of those services. And there was a commitment, I think, from everyone in this room at that time to say, yes, we will come back later and address the issue of human services. And there was also commitment brought up that there are other things that we need to address also. But today we have before us Amendment #2 to House Bill… to Senate Bill 2038 which deals with the issue of human services just in the same way that the higher ed and the community college funding Bill dealt with the issue of providing temporary emergency partial funding to our colleges and universities. There is a fund that is set aside that can be used for no purpose other than human services called the Commitment to Human Services Fund. So this Bill does two things. It appropriates the moneys from that fund to 09900129.docx 27 STATE OF ILLINOIS 99th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 129th Legislative Day 5/12/2016 those human service lines which are not being paid out of current court orders or consent decrees on a pro rata basis so every… you know, everyone will share in the proceeds of the Commitment to Human Services Fund equally. And it also appropriates, so that it can be expended, human service- related other state funds related to affordable housing, mortgage foreclosure protection and other human service- related items. So it's really important to note that the reason that this Bill can move forward as we discuss larger budget solutions is that there is no GRF in this. There is no GRF and there is actually cash that can go out the door should this Bill become law. And if it passes this chamber today, the Senate concurs and the Governor signs it, there is about $700 million that can immediately be sent to the mental health providers, the substance abuse providers, the child care providers, the people who serve those with disabilities and senior citizens, those who prevent violence in… in our neighborhoods during the long summer months. All of that… all of those people may be able to get cash equivalent to about 46 percent of the money that they have already spent in FY16. So, this is not forward-looking. This is not looking forward to a FY17 solution. This is providing vitally needed funding to prevent further closures among, you know, some of our largest and smallest institutions including Catholic Charities, Lutheran Social Services, pay Market Center and others. So, I just want to make a couple more points that there are some items that you might see in this legislation that when we in the House look at human services we traditionally do not look and find in the Human Service 09900129.docx 28 STATE OF ILLINOIS 99th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 129th Legislative Day 5/12/2016 budget, but when this Bill came from the Senate… when a similar Bill came from the Senate the Senate had added in a couple of other items and I want to be sure that there is no misunderstanding and people are very clear that, in addition to what we consider human services in the House, also included in this Bill are YouthBuild, Adult Redeploy, the African- American and Latino Family Commissions, funding for the Poison Control Center to prevent their closure and the Franklin County Meth Project, which combats the scourge of methamphetamine addiction in southern Illinois. We all know that there are other issues yet to be addressed ‘cause when the Governor vetoed all the budgets in the State of Illinois for FY16, other than the K-12 budget, a lot of people were left hanging. Our colleges and universities have gotten some money. With the passage of this Bill, our Human Service providers will get some money. There's still money that we will owe them and that we ought to pay them for the services they've rendered. And I think all of us in this chamber want to work to be sure that we find a way to provide funds in a realistic way to other vendors of the state who are not covered under a consent decree or court order or would not be a human service or a higher ed provider to be sure that they also are made whole for the services they have provided, whether it's to our transportation system, our prison systems or you know, other important functions of the state. So Ladies and Gentlemen, this is a $700 million piece of legislation that would help the neediest at a time when they need help the most. There is no GRF. This is money that is available to be disbursed immediately. This is an opportunity to do it with money that's going to come from the Budget Stabilization Fund to close that loop. This is not complete; I wish it was. But the fact is and that is why I have offered this Amendment to complete what would be the responsible way to address this stopgap type of measure, which is part of this Bill. "Thank you, Mr. Speaker. To the Resolution. I, too, want to just lend condolences to the family in honor of Barb Brown. She, as the President of I-Will and I, as the President of the Lincoln Series for several years were able to participate in a leadership program at Southern Illinois University for law school students. She taking just the approach of the Democrat side of the aisle; I taking the approach of the Republican side of the aisle. And together we were able to, in a very nonpartisan way, help leaders in our state to look forward to how they might serve better in government positions as well as in community positions. So, on behalf of the Illinois Lincoln Series, I want to applaud her for her life and acknowledge that. Thank you."

She was a pioneer in women's equality and I think that's probably one of the things she will be known best for in southern Illinois definitely and across the country in the State of Illinois. She was a terrific person. And we should truly mourn her death ‘cause she added a lot to this state in so many ways."
