Thank you, Mr. President. I'd ask for attention of the Body. Today, Members of the Senate, many are gathered from my Senate district and the Senate district of Senator Tom Cullerton at the Wheaton Bible Church to celebrate the life of Bloomingdale police officer Raymond Murrell, who was killed in the line of duty on January 17th. He was twenty-seven years old. Ray joined the Bloomingdale Police Department in March of 2016, after serving as a Cook County correctional officer, and quickly became one of its brightest stars. He'd been there barely a year when he received an award for saving someone's life who was having a heart attack. Ray loved serving the people. He was the epitome of what a law - - law enforcement officer should be - a caring trusted associate to those who he worked with and a generous caring friend to the countless people with whom he came into contact with every day with the intent of making Bloomingdale a safer and better place to live. His presence in Bloomingdale had an immediate impact on the lives of its residents, whether they -- whether he knew it or not, and certainly his fellow officers and -- and village employees. Today we honor Officer Raymond Murrell, who left us far too early, but did so doing what he loved best - serving the people of Bloomingdale. Each encounter with Ray always left you with a sense 10 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 5th Legislative Day 1/25/2017 of pride that he was a great man and a great representative of Bloomingdale. Besides his love of being a police officer, he loved his family and family was critically important to him. You could tell that Ray was loved by his family by the number of family members who attended his swearing-in as an officer in Bloomingdale and the pride on his father's face when he pinned the number 145 on Ray's chest. Today, we express our sympathy to his family, his family on the Bloomingdale Police Department, the people of Bloomingdale, Mayor Franco Coladipietro, and the Village Trustees. The Village of Bloomingdale now has a guardian angel and his spirit will continue to live in all who knew him and those he touched in some way. Officer Raymond Murrell's end of watch may have been January 19th, but he will live in the hearts of those he touched forever. Mr. President, I ask that we all rise and have a moment of silence to honor the life of Officer Murrell. (Moment of silence observed)

They actually came down to hear the Governor's State of the State, but both of them were entries into my "What Does Memorial Day Mean to You?" And they are best friends and one of 'em won first place and one of 'em won second place, so they came down to be together today to hear the Governor. They both attend Emmons School. They're in eighth grade. I asked them to write something about themselves and I got Erin loved -- her favorite animal is a duck and Kaley said her favorite animal is a polar bear. I obviously should have given them better direction. Their mom and dad are up in the gallery behind -- in the President's Gallery behind the President's Chair. Might we recognize them and hope that they have a wonderful experience listening to the Governor today.

Thank you, Mr. President, Members of the Senate. This is a bill that we actually passed -- identical bill that we passed the last day of Session. I believe it was close to unanimous. And this came out of the Executive Committee yesterday. It's a pension bill that deals with the Chicago Municipal and Laborers' Pension Funds. The -- currently, the employer contributions are not sufficient to maintain the funds' solvency. This would require two existing City revenue sources, which have been increased already - increased water and sewer tax and the 9-1-1 surcharge - to be paid into the funds, in addition to the current property tax levy that goes there. This then increases the employer contributions to the funds. There's a five-year ramp. And then there's an actuarially required contribution. This pension system does not have an arc and so this then would get to ninety percent funded over the terms of the arc. Be happy to answer any questions. We've already passed it 41 to 0. We'd like to pass it -- that was in the last General Assembly, so now we want to pass it in this General Assembly. Happy to answer any questions.
