Thank you. Another day, another story in this budget impasse. Last year, the Illinois Coalition Against Domestic Violence was forced to turn away more than three thousand six hundred adults and four thousand two hundred children seeking shelter due to lack of financial resources. Once again, this impasse is affecting individuals, who we do not know, who were turned away without help and who have been forced to figure it out on their own. These are predominantly women and children who face abuse in their home by someone they know and have nowhere to turn. While emergency housing is a key component of domestic violence agency services, ninety percent of adults served receive nonresidential services, including counseling and therapy, legal advocacy, transportation assistance, and programs that help survivors receive job skills that increase economic sufficiency. South Suburban Family Shelter, which serves portions of my district, provides help to survivors of domestic violence, offering a safe place to get help. We know this could be a matter of life and death. "As fewer 5 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 23rd Legislative Day 3/15/2017 services are available across the State, you're going to see more people with serious injuries or death, because they don't have that safety net." That's a quote from Jennifer Gabrenya, the Executive Director of the South Suburban Family Shelter. The more than sixty providers that offer services for victims of domestic violence in Illinois have had to lay off staff, reduce services and turn away survivors. If survivors do not have access to the services they need, more will end staying with their abusers and the cycle of abuse will continue. This is another day, another story in this budget impasse - this absolutely, politically manufactured, unnecessary budget impasse.

Thank you, Mr. President, Members of the Senate. This resolution is to support and honor a group that was down here earlier from the Adult Down Syndrome Center at (Advocate) Lutheran General Hospital. A couple facts: Approximately one in every seven hundred babies in the U.S. is born with Down syndrome, making Down syndrome the most common chromosomal condition. About six thousand babies are born with Down syndrome each year. The lives of people with Down syndrome have been transformed over the past half century. As recently as the early 1980s, the average life span of a person with Down syndrome was twenty-five years. Today, the life expectancy is extended to approximately sixty years. The Adult Down Syndrome Center of Advocate Medical Group at Advocate Lutheran General was established in 1992 at the request of leaders of the National Association for Down Syndrome who desired a clinic for adults with Down syndrome. The hospital took a leap of faith and assigned Brian Chicoine, MD, to help launch the practice. For the past twenty-five years, the Center has been dedicated to its mission of enhancing the well-being of adolescents and adults with Down syndrome using a team approach to provide comprehensive, community-based health care services. I'd ask you all in joining me to support the resolution. Thank you.
