Accompanied with them are their coaches, Matt Bohnenkamp and Chris Cirrincione. The team has won two tournaments this year as part of the Illinois Congressional Debate Association Circuit. The Captain, Mike Paul - Mike - is a two-time qualifier and one-time national semi- finalist at the National Speech and Debate Association, the National Conference Debate Tournament. Mike was also a finalist in last year's 2016 IHSA State Congressional Debate Tournament in Springfield. Friday, they will begin the competition. Every day I've been reading a story about the budget impasse and sometimes I don't -- I have no idea whether anybody's listening. But I wanted to make sure that it gets in the record, because there's so many people who wonder at home whether anybody's listening. So -- and then I thought about what stories to tell. I normally bring one from my own district, but this time I'm going to do one from another part of the district {sic} because I think that goes to the core of this budget impasse, in that we all need to start thinking about one State of Illinois. This is our State. And I can't think of anybody on this Floor who hasn't experienced something in their district that is heartbreaking as a result of this impasse. So today's story comes from Jacksonville. The Wells Center in Jacksonville is a non-profit agency that has been providing substance abuse and mental health care services to the community for nearly fifty years. The Center not only provides services to Jacksonville, but also Morgan, Scott, Greene, Calhoun, and Jersey counties, serving a population of more than eighty-two thousand Illinois residents. The Center, which operates thirty- two adult in-patient beds and employs sixty-nine staff, is facing closure in April because of delayed payments associated with the State's lack of a permanent budget. The closure of the Wells Center will come at a particularly hard time for rural communities it serves, as America's heroin epidemic has spread and is now wreaking havoc on small towns and communities like nothing before. We know what happens when people do not have access to the services 9 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 24th Legislative Day 3/16/2017 they need to end their dependency. They often end up in emergency rooms and on the street, alienated from their families and without any support to help them in their addiction. We also know that the services and expertise provided by places like the Wells Center take years and years to cultivate. Once these services are eliminated, replacing them is next to impossible. So sometimes I wonder whether anybody's listening. It's another day. It's another budget story.

We're very fortunate to often have sports heroes and champions that come with their medals and their ribbons and they're introduced. This afternoon, I am very honored to have with me someone from my hometown who is also a hero. His name is Alex Spungen. Alex is a freshman at Northwestern. And on spring break -- excuse me, on Christmas break this last year, he was in Hawaii, on a beach, and he saw a father and a son who had been swept out into the current and weren't able to come back and they were struggling. Alex did not think twice about personally -- his own personal safety. He swam out, retrieved the eleven-year-old son, got him on shore, turned around, and went back out to get the dad, who at this time was unconscious. When we talk about our young people not having values, or not being brave, or not looking out for the other guy, we're not thinking about young men like Alex. 10 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 24th Legislative Day 3/16/2017 I am so very proud to introduce him to you this afternoon. He is with his parents, Jeff and Joni, who came in this morning. They are the ones who instilled those values in him.
